Our New Orleans based Community Planning & Resilience Division includes community planners, federal grants management experts, and software services providers who deliver a diverse suite of services in support of our clients. Our portfolio includes projects within urban planning, housing, economic development, community engagement, disaster recovery, mitigation, and grants management.
The position will lead and support large-scale, owner-occupied housing recovery programs funded with HUD CDBG-DR grants. The individual must have experience with the policy, design and development, implementation, and oversight of such programs and will have performed such functions for programs at a statewide scale. The preferred candidate will have a thorough knowledge of the rules and regulations associated with CDBG-DR funding and specifically associated with single family housing recovery programs. The position will support Civix’s ongoing recovery and resilience work across the United States.
Primary Responsibilities:
- Lead project and task management activities, including developing project work plans and managing the completion of work products.
- Lead interactions and preparations for meetings with the client, partnering contractors, and other program stakeholders.
- Assist in the design, development, and implementation of program management, case management, and construction management functions of a housing recovery program
- Provide expert level federal regulatory and policy guidance and technical assistance on and key updates to clients.
- Lead and support the development of programmatic policies and procedures.
- Lead and support the development of standard operating procedures.
- Lead and support programmatic reporting requirements.
- Develop client facing tools, forms, and templates to support their adherence to applicable regulations.
- Review and/or draft plans, reports, and assessments based on research and analysis.
- Review and/or draft documents, memos, letters, and other formal communications to clients.
- Provide oversight and evaluation of program operations to assess performance and develop and implement performance improvement measures.
- Monitor the client’s and their contractors’ activity for compliance with federal regulations.
- Assist in relaying business requirements to development team for system of record and keeping all parties updated on milestones and timelines.
