Federal RFP & Proposal Manager
Position Overview:
We’re looking for a highly skilled and strategic Federal RFP & Proposal Manager to lead and manage the development of compliant, compelling, and competitive proposals for federal government contracts. This individual will play a pivotal role in driving our growth in the public sector by overseeing complex proposal efforts across agencies, contract types for the acquisition of commercial products and services, and procurement vehicles.
Responsibilities:
- Manage End-to-End Federal Proposal Development: Lead all phases of the federal RFP/RFI/RFQ process from kickoff through submission, including proposal strategy, team coordination, content development, compliance checks, and final production.
- Ensure FAR/DFARS Compliance: Interpret and enforce all relevant sections of the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), and agency-specific guidelines throughout the proposal process. Draft professional correspondence for communicating with government procurement officials and agency representatives.
- Leader of Team Execution: Collaborate with commercial proposal writers, coordinators, and support staff; coach team members on best practices in federal proposal development and compliance.
- Manage Proposal Artifacts: Maintain and enhance reusable content in proposal libraries (e.g., Qvidian, Loopio), ensuring alignment with federal requirements and evolving capabilities.
- Engage with Stakeholders: Facilitate strategic discussions and working sessions with internal teams including Legal, Contracts, Security, and Executive Leadership to ensure alignment and accuracy.
- Support Capture Planning: Provide early-stage proposal support including analysis of draft RFPs, pre-solicitation strategy, compliance matrices, and competitor assessments.
- Conduct Reviews: Lead color team reviews (Pink, Red, Gold) or equivalent SMEs, ensuring adherence to compliance and quality standards, contract review and refining content for clarity and impact.
- Oversee SAM.gov and Federal Registration Management: Support and, if needed, manage organization profiles, renewals, entity validations, NAICS codes, and related registrations across government portals (e.g., SAM.gov, eSRS, GSA eMod, etc.).
- Cross Train: Collaborative cross-training with commercial RFP Manager ensuring knowledge gap is closed, securing contracts consistency, partnerships and organizational workflow is completed.
- Stay Current on Trends: Monitor changes in federal procurement policy, agency-specific acquisition practices, and competitive intelligence to inform proposal strategy.
Required Qualifications:
- 7+ years of experience in federal government proposal development, management and compliance, including complex, multi-volume submissions.
- Deep understanding of federal contracting processes, including knowledge of FAR/DFARS, GSA schedules, IDIQs, BPAs, and GWACs.
- Experience managing or supporting SAM.gov registrations and other pre-award compliance requirements.
- Excellent writing and editing skills with the ability to transform technical content into persuasive narrative.
- Strong project management abilities, including scheduling, resource allocation, and risk mitigation under strict deadlines.
- Experience with RFP software such as Qvidian, Loopio, RFP360, or equivalent.
- Familiarity with security and compliance questionnaires, including CMMC, FedRAMP, and IT Risk Assessments.
- Bachelor’s degree in English, Communications, Business, Public Policy, or a related field; APMP and/or NCMA certification strongly preferred.
- U.S. citizenship may be required due to contract eligibility requirements.
Preferred Qualifications:
- Experience supporting proposals in healthcare, public health, IT, or managed services within the federal space.
- Familiarity with proposal pricing inputs and cost volume coordination.
- Understanding of Teaming Agreements, NDAs, and other federal pre-award documentation.
