Job Description:
CFR and Associates (A Savannah Services Group Company) handles government contracting from start to finish. We oversee the bidding, execution, and fulfillment of contracts, making the process smooth and efficient while ensuring compliance at every step.
We are seeking a Proposal Manager to handle the end-to-end process of preparing and submitting proposals for government contracts. This role requires careful coordination with internal teams and external partners to develop accurate, compliant, and persuasive proposals that align with solicitation requirements. The Proposal Manager must ensure all components are completed correctly and on time while maintaining organized records for future use.
Key Responsibilities:
· Manage the full proposal development process from initial planning through final submission.
· Review RFPs, RFQs, and other solicitation documents to understand requirements and compliance needs.
· Work with subject matter experts, leadership, and business development teams to collect information needed for proposals.
· Develop structured timelines and work schedules to meet strict deadlines.
· Draft, edit, and format proposal content to ensure clarity and effectiveness.
· Ensure compliance with government regulations, solicitation instructions, and company policies.
· Maintain a database of past proposals, templates, and other key documents for reference.
· Coordinate pricing discussions and work with finance teams to develop cost proposals.
· Track and report on proposal outcomes, including success rates and areas for improvement.
· Oversee internal review processes to refine and strengthen proposals before submission.
Required Qualifications:
· Minimum of 3 years of experience in proposal writing, management, or government contracting.
· Knowledge of federal procurement processes, solicitation structures, and compliance requirements.
· Strong written and verbal communication skills.
· Ability to manage multiple projects with tight deadlines and shifting priorities.
· Exceptional attention to detail and organizational skills.
· Proficiency in Microsoft Office tools, including Word, Excel, and PowerPoint.
Preferred Qualifications:
· Experience working with federal contracting agencies such as GSA, DoD, and DHS.
· Familiarity with contract vehicles and schedules such as GSA and STARS III.
· Experience using Asana or similar project management tools.
· Understanding of small business certifications like 8(a), SDVOSB, HUBZone, and WOSB.
· Ability to manage relationships with subcontractors and/or teaming partners.
