The Work You Will Do:

This OPS Environmental Specialist II position performs project management under the Waste Cleanup Program’s Brownfields and CERCLA Site Screening Section for assessment and cleanup of contaminated sites. This is an OPS position that requires a maximum of 29 hours per week and is not eligible for benefits.

Pay:

Salary: $25.00 per hour (This is a Part-Time position @ 29 hours per week)

Your Specific Responsibilities:

In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. This position serves as a project manager for the Brownfields Redevelopment Program (Brownfields) & Comprehensive Environmental Compensation and Liability Act (CERCLA) Site Screening Section of the Department’s Waste Cleanup Program, responsible for a variety of technical and administrative assignments including, but not limited to:

- Project management and oversight of select subcontractors working on grant sites in various stages of assessment and/or remediation including the preparation, development, and negotiation of contracts/task assignments, requests for proposals, change orders and invoice review, approval, and processing.

- Responsible for communicating and coordinating task assignments and ensuring that resulting products are accurate, timely and meet the needs and criteria of the cooperative agreement between the Department and EPA, and that all environmental work is conducted in accordance with the Department’s rules and regulations.

- Internal and external training and outreach.

- Provide assistance, with federal grant initiatives and funding requests.

- Participate in reviews, negotiations and executions of brownfield site rehabilitation agreements to ensure agreements comply with program objectives.

- Participate in reviews of Voluntary Cleanup Tax Credit Applications.

- Assist with section-specific projects such as electronic document management.

- Performs related work as assigned by the supervisor.

This position reports directly to the Environmental Manager of the Brownfields and CERCLA Site Screening Section.

Required Knowledge, Skills, and Abilities:

  • Knowledge of geology, hydrogeology, chemistry and Florida’s groundwater.
  • Knowledge of site assessment techniques and methods, including monitoring well construction and sampling, especially for hazardous waste sites.
  • Knowledge of applicable state and federal regulations regarding contracts and grants and skilled in contract and/or grant management.
  • Skilled in Project Management.
  • Ability to use a personal computer for word processing and other applications.
  • Ability to communicate effectively both orally and in writing.
  • Ability to understand and apply appropriate rules, regulations, policies and procedures relating to environmental programs.
  • Ability to prepare and evaluate comprehensive technical documents, including analyzing and interpreting scientific or technical data.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to deal with people in a tactful and courteous manner.
  • Ability to effectively communication and collaborate with partners and stakeholders.
  • Ability to maintain a valid driver’s license.
  • Ability to assess budgetary needs and accurately track and report financial expenditures.

Required Qualifications:
