Volunteers of America Oregon’s Community & Electronic Monitoring Program works in partnership with the Juvenile Services Division, courts, and other community-based providers to help support youth through tracking and monitoring in their community and/or home in lieu of incarceration. The role is responsible for monitoring youth referred into the program to ensure that conditions of release are being complied with, to assess the nature of the activities of the juvenile in the community, and to ensure public safety and that the youth return to court. This position requires an extensive amount of driving primarily throughout Multnomah County but sometimes Clackamas County as well.

Education & Experience
• Bachelor’s degree in a relevant field and a minimum of two years of experience working with youth in a monitoring situation (equivalent training, supervisory, management, or direct service experience may be substituted for the educational requirement at the discretion of the hiring manager).
• Training and experience in the issues faced by at-risk or high-risk youth and families in the community and the developmental and cognitive stages of youth as well as emotional, social, and physical issues affecting youth.
Certificates, Licenses, and/or Registrations
CPR/First Aid certification within 60 days of hire
A valid driver’s license.

Essential Job Duties
• Provide community-based monitoring (face-to-face or telephone) services to youth in their homes, at school and at work.
• Accurately document youth contacts in the Community & Electronic Monitoring and County databases daily.
• Conduct intakes, attend court, and participate in meetings as needed.
• Provide some crisis management and limited case management (referral) support.

Knowledge, Skills, & Abilities
• An understanding of the juvenile justice system and Multnomah County’s network of community supports and agencies.
• Excellent collaboration and problem-solving skills and the ability to navigate complex systems
• Ability to maintain electronic records.
• Basic knowledge of ethical conduct, professional boundaries and confidentiality.
• Ability to communicate clearly and effectively in English and Spanish, in writing and orally.
• Computer literate, including MS Office (Word, Excel, Access, Outlook)
Other Eligibility Requirements
• Must complete a criminal history background check and receive authorization from the State of Oregon’s Background Check Unit.
• Must not be excluded from participation in federal healthcare programs, including but not limited to listings on the Office of Inspector General (OIG) List of Excluded Individuals/Entities and the System for Award Management (SAM) exclusion list.
• Must be legally authorized to work in the United States without sponsorship.
• If driving is required for the position, the individual must have an active driver’s license, current insurance, reliable transportation and ability to meet VOA Oregon’s and VOA Oregon’s insurer’s driver standards.

Supervisory Responsibilities:
This position has no supervisory responsibilities but may provide guidance to interns.
Physical Demands & Work Environment
The physical demands described here must be met by an employee while performing the essential duties of this job. The employee is regularly required to sit for extended periods, use hands and fingers to operate a computer and other office equipment, and communicate effectively in person and by phone. The employee may occasionally be required to stand, walk, bend, and lift up to 50 pounds. The position involves frequent movement throughout a residential treatment environment and interaction with clients, staff, and visitors.

Work is primarily performed in residential treatment and office settings with frequent use of standard office equipment such as computers, phones, and printers. The noise level is generally moderate. Employees in this position may occasionally be exposed to crisis or emergency situations and are expected to maintain safety and professionalism in environments where clients may present unpredictable or escalated behavior. Occasional travel between program sites and community locations may be required.
