Web Developer/Webmaster

Overview

Abacus Technology is seeking a Web Developer/Webmaster to design, develop, administer, and support the public website and suite of intranet sites for the NOAA Office of Marine and Aviation Operations (OMAO).  This is a full-time position.

Responsibilities

• Serve as webmaster for OMAO's public-facing website and Google-based intranet sites, overseeing site structure, content, functionality, standards, lifecycle, priorities, and day-to-day administration.
• Partner with OMAO offices, programs, content owners, end users, and the NOAA Web Committee to identify, gather, analyze, document, validate, and prioritize web requirements.
• Provide web design, user-interface development, content development, client-side and server-side configuration, webpage development, and ongoing website support.
• Design, develop, update, administer, and maintain OMAO's public website using Drupal and approved modules, themes, templates, integrations, and configuration standards.
• Design, build, update, and manage Google intranet sites for OMAO offices and programs, including site navigation, permissions, content organization, collaboration features, and user support.
• Develop and maintain responsive, accessible, usable, and consistent web experiences.
• Design and implement approved customizations, including workflows, features, templates, web parts, forms, integrations, front-end components, and back-end portions of custom GOTS code.
• Integrate websites and web applications with SQL Server, MySQL, Oracle, APIs, directories, content repositories, and other approved enterprise systems and data sources.
• Develop and maintain web project plans, coding plans, implementation schedules, test plans, deployment activities, release plans, and operations and maintenance documentation.
• Evaluate customer needs and recommend web platforms, content-management solutions, configurations, licenses, upgrades, hosting approaches, technical support requirements, and COTS-versus-GOTS options.
• Evaluate, test, and document emerging web technologies, cloud-supported products, development tools, languages, and standards in support of acquisition, modernization, and development efforts.
• Ensure web products and services comply with OMAO cybersecurity requirements and applicable federal acquisition, NIST, FIPS, NIAP, Common Criteria, privacy, and security guidance.
• Develop web test plans that map user requirements to functionality, capture typical use conditions, incorporate performance and stress testing, and document mitigations for errors and defects.
• Perform unit, system, functional, interface, regression, performance, integration, interoperability, cross-browser, and Section 508 accessibility testing; coordinate user testing and resolve anomalous results.
• Troubleshoot and resolve website, web application, content-management, permissions, configuration, integration, display, performance, and publishing issues and deploy approved fixes.
• Provide technical support for public websites, intranet sites, and custom web applications, including user assistance, incident resolution, escalation, and system-support documentation.
• Collect, analyze, and report website and application usage statistics, performance data, content metrics, and other information requested by OMAO stakeholders using custom or packaged tools.
• Conduct quality assurance throughout the web development lifecycle using NOAA tools and processes for source-code control, code review, change management, configuration management, release management, content review, and testing.
• Perform design reviews, code walkthroughs, test-plan evaluations, accessibility reviews, and documentation reviews; prepare and deliver web-development reviews and administrator, support, and user documentation.
• Maintain accurate website, application, interface, content, configuration, access, and deployment documentation and adhere to OMAO change-management and configuration-management procedures.
• Follow Agile practices, Capability Maturity Model Integration Level 3 processes, and applicable federal, Department of Commerce, NOAA, and OMAO IT policies, mandates, web standards, and guidelines.

Qualifications

5+ years experience in web development, website administration, content-management system administration, or webmaster responsibilities.  Bachelor's degree in computer science, web development, information technology, software engineering, information systems, digital media, or a related field is required.  Experience designing, developing, testing, deploying, maintaining, and supporting public websites, intranet sites, and web applications.  Hands-on experience with Drupal or another enterprise content-management system and proficiency with HTML, CSS, JavaScript, and responsive web design.  Experience with one or more related technologies such as AngularJS, ASP.NET, .NET Core, C#, Java, J2EE, IIS, SQL Server, MySQL, Oracle, or Google Sites.  Knowledge of Section 508 accessibility, cross-browser testing, web security, source-code control, code review, configuration management, change management, release management, quality assurance, and web analytics.  Able to translate stakeholder requirements into usable, accessible, secure, and maintainable web solutions and coordinate effectively with content owners, developers, cybersecurity personnel, infrastructure teams, vendors, and end users.  Strong communication, customer-service, collaboration, organization, and documentation skills.  Experience supporting federal government, NOAA, public-sector websites, Google-based intranets, COTS/GOTS acquisition, CMMI Level 3 processes, or Agile delivery is preferred.  Must be a US citizen.
