About Oakland Rising Action

Oakland Rising Action (ORA), a fiscally sponsored project of the Center for Empowered Politics, is a community led political organization that has a long-term, shared vision for winning a community-based political infrastructure and governing majority in Oakland that centers racial, economic, and environmental justice. Over the past sixteen years, ORA's political operation has grown into one of the largest, longest-lasting, and most sophisticated programs in the area. We have built a voter base in Oakland's working-class, immigrant, and communities of color neighborhoods that make up more than 25% of the city's electorate. ORA has helped to craft and win ballot measures for racial, economic, and environmental justice while promoting a vision for transformational governance in Oakland and beyond. This position is shared with our sister entity Oakland Rising, a separate 501(c)3 organization. 

In order to advance the work of OR and ORA, we are looking for someone who will bring to the Outreach Manager role a personal connection to the communities in which we organize as well as a commitment to the advancement of racial, economic, and environmental justice. The successful candidate will confidently support the cultivation and building of the relationships necessary to sustain and grow the OR and ORA projects and understand the importance of aligning and building the power of movement organizations.  

Position Overview

The Outreach Manager will work in partnership with the OR staff team to oversee OR/A’s 2026 General Election resident and voter outreach operations and strategy. The position requires the implementation of an integrated civic engagement strategy to engage working-class people of color and immigrants in Oakland and beyond to build and flex people power in the 2026 general election. The position requires the development and management of a multi-pronged organizing and political strategy to advance our mission and build our movement. 

The ideal candidate will be a self-starting, enterprising thinker with manager level experience working on political campaigns, with advocacy organizations, and in complex coalition spaces.  They will have deep grounding in the social justice movement; sharp racial, economic, and environmental justice analysis; and a demonstrated commitment to movement building and transformational, values-based leadership. They will bring strong supervisory and management experience; and a proven commitment to coaching and developing the leadership of others. This position is shared with our sister entity, Oakland Rising Action, a separate 501(c)4.

Supervisory Responsibility

The Outreach Manager supervises the Outreach Lead and Outreach Team, which is made up of seasonal paid canvassers. This position reports to the OR/A Director.  

Responsibilities

Field Campaign Development and Oversight

• Manage, track, and analyze voter file data and OR/A supporter data to inform campaign planning and overall field strategy design

• Work with OR/A Director and staff to design electoral campaign field strategy

• Manage implementation of electoral campaigns field strategy through a paid outreach team and volunteers

• Develop strategic and technical electoral organizing and campaign trainings for OR/A staff, outreach team, and volunteers

• Manage daily tracking of field strategy implementation including universe creation, log-ins management and precinct completion

• Manage campaign evaluation including post-campaign reports that track campaign outcomes, organization member and ally developments, and the political impact.

• Provide content for grant proposals and reports

Canvassing Team Management

• Work with OR/A staff to build an outreach team of paid canvassers by recruiting within the local community, interviewing prospective canvassers, and making hiring decisions and administration of HR protocols

• Supervise and manage the schedules and workplans of the Outreach Team Lead and paid canvassers

• Train Outreach Team Lead to supervise and manage an outreach team of at least 10-16 people

• Work with Outreach Team Lead to conduct daily training, coaching and trouble shooting with outreach team members to improve field results

• Work with Outreach Team Lead to quality control phone, text and canvassing conversations

• Work with Operations Manager to execute logistics for successful execution of canvassing team campaign field operations

Community Organizing

• Conduct follow-up calls and texts to opt-ins weekly to recruit as volunteers to OR/A

• Work with OR/A staff to track opt-ins engagement into OR/A organizing framework

• Work with OR/A staff to coordinate volunteers engagement into electoral field strategy

• Support OR/A staff with community engagement events such as voter mobilization events, actions and coordination with other electoral campaigns

• Support with management of and production of PDI data requests from member organizations

Strategic Partnerships

• Represent OR/A at partner events, broader community events, campaign events, and other spaces as needed to support short-term campaign goals

• Build and sustain relationships with ballot measure and candidate campaigns including but not limited to electeds, city staff, labor, community leaders by representing OR/A in key meetings when necessary and strategic

Organizational Leadership and Strategy

• Participate in the staff meetings to support overall organizational coordination of systems, planning, budgeting, fundraising, and organizational culture 

• Partner with the OR/A Director to evaluate the impact of the campaign field towards OR/A overall strategic direction and key organizational priorities, and to support healthy growth of the organization, the collaborative and coalition partnerships, and the movement.  

• Support grant proposals and reports by providing timely and accurate information and analysis about our programmatic, collaborative, and coalition work. 

Required Qualifications

• Three or more years of previous campaign, union, or community organizing experience in the social justice sector, with a focus on Black, Indigenous, People of Color, and working-class community leadership and power-building.

• Prior knowledge of, participation in, and development of electoral strategies.

• Mid-level management experience (minimum of 2 years) preferred.

• Personal experience and deep roots in the Black and Brown flatlands communities of Oakland.

• Excellent intellectual, analytical, and strategic thinking skills.

• An adaptive leadership style with the ability to problem-solve, navigate complex situations and relationships, take advantage of strategic opportunities, and handle the ups and downs of electoral organizing.

• Political smarts and a sophisticated intersectional analysis, which includes a local to global perspective.

• Openness to experimentation and new ways of doing things.

• A high level of emotional intelligence. Capacity for self-reflection and self-improvement.

• Familiarity with the political terrain and existing relationships with key stakeholders.

• A track record of accountability and reliability.

• Bilingual Spanish a plus

Work Environment and Physical Demands

This position will work out of our Oakland office. This position requires daily travel to and from the location of the outreach team conducting neighborhood outreach throughout the flatlands of Oakland.

Physical Demands:

Able to work on a computer including sitting at a desk for extended periods of time with or without reasonable accommodation; manual dexterity to operate a keyboard; able to see or read a computer screen and printed material with or without vision aids; able to speak clearly and in audible tones on the phone and in-person and be understood by others; able to hear and understand speech, including on the phone; able to understand and follow oral and written instructions; able to occasionally lift objects weighing up to 10 pounds, etc. Must be able to stretch, bend, kneel, twist, squat, reach above or below the shoulder, push, grasp, and lift up to 20 pounds. able to walk, drive, write, stand, and sit.

Employment Terms

This is a temporary full time position. The position starts on September 14, 2026 and ends on November 20, 2026. This position works Monday- Friday September 14 to October 2, 2026. This position transitions to working Sunday through Thursday starting October 4, 2026 to November 3, 2026. Then resumes Monday-Friday November 4- 20, 2026.

This position is 40 hours per week. This position has an hourly rate of $48 (equivalent to $99,840 annually). This position is non-exempt.
