Position Summary

Under general direction, plans, organizes, supervises, schedules, and monitors the activities of utility personnel and treatment plant operations. Oversees the operation, maintenance, and repair of the City’s water wells, water treatment and distribution systems, wastewater treatment facilities, lift stations, sanitary sewer systems, and related utility infrastructure and equipment. Establishes work priorities, assigns personnel and resources, and coordinates projects within available budget and operational requirements. Evaluates utility operations, maintenance activities, and system performance; identifies operational needs and deficiencies; and implements or recommends improvements to enhance efficiency, reliability, safety, and regulatory compliance. Provides technical guidance and leadership to assigned personnel and assists the Assistant Public Works Director with utility operations, projects, planning, and other departmental needs.

Work Schedule

Monday through Thursday, 7:00 a.m. to 3:00 p.m., and Friday, 7:00 a.m. to 11:00 a.m. Weekend work may be required as needed. Work hours are subject to change based on operational needs, emergencies, or other departmental requirements.

Job Responsibilities

Additional duties may be assigned as necessary to meet the operational needs of the City. 

Supervises, oversees, coordinates, and monitors utility personnel engaged in the operation, maintenance, and repair of water and wastewater systems, treatment facilities, lift stations, and related utility infrastructure; assigns and reviews work, establishes schedules and priorities, monitors performance, and recommends appropriate personnel actions.
Leads, trains, and provides technical guidance to employees in the proper use of materials, methods, tools, vehicles, and equipment and ensures compliance with established safety practices and procedures.
Monitors employee work activities, job sites, and equipment operations to ensure compliance with City policies, established procedures, and applicable safety requirements.
Oversees the operation, inspection, maintenance, and testing of utility equipment, including pumps, motors, valves, generators, gauges, compressors, storage facilities, and related equipment.
Oversees routine maintenance and upkeep of utility buildings, facilities, equipment, and grounds to ensure they are maintained in a safe, clean, and serviceable condition.
Monitors changes to applicable federal and state laws, regulations, treatment standards, and TCEQ requirements and assists in implementing operational changes necessary to maintain regulatory compliance.
Oversees compliance with applicable cross-connection control and backflow prevention requirements in accordance with City ordinances and state regulations and responds to regulatory inquiries and inspections as required.
Provides information and updates necessary for the preparation and completion of the annual Consumer Confidence Report (CCR).
Ensures the timely preparation and submission of reports, records, documentation, and other information required by the City and applicable regulatory agencies.
Oversees and monitors Supervisory Control and Data Acquisition (SCADA) and Geographic Information System (GIS) applications related to utility operations and coordinates system updates, data accuracy, communication, and operational needs.
Reviews and responds to utility-related inquiries associated with new development and industrial and commercial properties; coordinates utility locates for City projects and communicates with engineering firms, contractors, developers, investors, and other parties as necessary.
Coordinates and monitors utility projects, construction activities, maintenance operations, and field work to ensure compliance with City requirements, project specifications, established schedules, and applicable regulations.
Evaluates utility operations and system performance, identifies operational or maintenance concerns, and recommends or implements corrective actions and process improvements.
Responds to customer inquiries and complaints; conducts or coordinates field observations, evaluates concerns, discusses potential solutions, and provides appropriate follow-up.
Responds to utility emergencies, equipment failures, service interruptions, and other operational issues and coordinates personnel, equipment, and resources as necessary.
Prepares activity reports, project status reports, operational records, and other documentation; evaluates and forecasts operational, equipment, staffing, and resource needs.
Provides backup assistance, on-call coverage, and support to other City departments as assigned.
Coordinates with and provides technical and operational assistance to the Assistant Public Works Director regarding utility operations, projects, regulatory matters, planning, and departmental needs.
Travels to utility facilities, project locations, and work sites to inspect and monitor operations and attends meetings, conferences, training, and other work-related activities as required.
Performs other duties as assigned.
 

Qualifications:
Job Requirements

Knowledge of –

Principles and practices of leadership, supervision, personnel management, and employee development.
Municipal water production and treatment methods, water distribution systems, wastewater treatment and operations, and lift station operations.
Chemical, microbiological, and physical processes associated with water and wastewater treatment, sampling, testing, and laboratory analysis.
Current methods, materials, equipment, and practices used in the maintenance, rehabilitation, repair, and construction of municipal water and sanitary sewer systems and related utility infrastructure.
Operation, maintenance, repair, and replacement of pumps, valves, motors, lift stations, and related water and wastewater equipment and facilities.
Heavy equipment, machinery, power tools, and other equipment used in utility operations, including appropriate operating and maintenance practices.
Texas Commission on Environmental Quality (TCEQ) rules and regulations and other applicable federal, state, and local laws, regulations, standards, and reporting requirements governing water and wastewater operations.
Occupational hazards, safety regulations, and appropriate safety practices and procedures related to water and wastewater operations, utility construction, maintenance, and field activities.
Regulatory sampling, monitoring, recordkeeping, and reporting requirements applicable to municipal water and wastewater systems.
Supervisory Control and Data Acquisition (SCADA) systems, computer applications, related equipment, and software used in utility operations.
Inventory control practices and procedures necessary to maintain adequate parts, materials, supplies, tools, and replacement equipment for routine operations and emergency response.
Principles and practices of utility operations, system planning, project coordination, construction inspection, and contractor oversight.
City policies, procedures, ordinances, and departmental rules applicable to assigned duties and responsibilities.
Geographic service areas, utility infrastructure, and the location and operation of municipal water and wastewater facilities and systems.

Ability to –

Inspect work in progress and completed work to ensure compliance with plans, specifications, safety requirements, City standards, and applicable regulations.
Identify and locate water and sanitary sewer lines, facilities, equipment, and related utility infrastructure.
Read, understand, and interpret construction plans, blueprints, specifications, technical manuals, reports, regulatory documents, and other technical information.
Coordinate utility projects, operations, and activities with contractors, engineers, regulatory agencies, other City departments, and the public.
Identify and evaluate operational problems, develop alternatives, and implement effective solutions.
Manage multiple projects, assignments, and priorities while meeting established schedules and deadlines.

Education and Experience:

High school diploma or GED is required.
Four (4) years of experience in water and sewer construction and heavy equipment operation is required.
Two (2) years of lead or supervisory experience is required.
Municipal utility experience is preferred.

Licenses, Certifications, and Equipment:

Valid State of Texas Driver’s License is required.

Class C Wastewater Treatment Operator License is required; Class B preferred.

Class C Groundwater Operator License is required; Class B preferred

Physical Requirements and Work Environment:

Work is performed primarily inside the May exert up to 50 pounds of force occasionally, up to 40 pounds frequently, and up to 20 pounds constantly to move or handle objects, equipment, tools, and materials. Regularly requires sitting, standing, walking, climbing ladders, kneeling, stooping, bending, twisting, reaching, and lifting or carrying equipment and materials. Must be able to perform repetitive motions and safely operate hand tools, power tools, and other equipment associated with utility operations. Requires sufficient visual and auditory acuity to read instruments, monitors, gauges, and other work-related materials and to recognize alarms, equipment sounds, and verbal instructions. Work is performed in both office and field environments and may require entering and working in confined spaces. May be exposed to varying weather conditions, temperature extremes, wet or humid conditions, noise, dust, dirt, odors, chemicals, wastewater, moving machinery, electrical equipment, uneven terrain, excavations, and other conditions associated with municipal utility operations. Appropriate personal protective equipment (PPE) may be required. May be required to work outside normal business hours, including evenings, weekends, holidays, and during emergencies, system failures, severe weather events, or other operational needs.​​​​​​​
