Technical Product Experience Manager

Overview

DecisionPoint seeks a Technical Product Experience Manager to ensure Military Community and Family Policy (MC&FP) products are useful, usable, feasible, accessible, testable, and aligned to the intended experience before they move through delivery. The role supports the Service Design & Experience team under the MODES III contract. This role serves as a critical integration point between user and service experience strategy and technical product delivery, helping translate research, design intent, stakeholder needs, and business requirements into actionable product requirements and measurable digital experiences.

Working under the Strategic Design and Experience Lead (SDEL), the Technical Product Experience Manager collaborates across Task 2 Outreach and Engagement and Task 3 IT, Cybersecurity, and Data Operations to maintain alignment between experience objectives and technical execution. The role works closely with UX researchers and designers, experience strategists, architects, product and development teams, QA/test personnel, data and analytics teams, and Government stakeholders throughout the product lifecycle.

The Technical Product Experience Manager supports product visioning and roadmapping, requirements definition, backlog refinement, user stories and acceptance criteria, design-to-development handoffs, release readiness, and post-release evaluation. The role brings sufficient technical experience to understand software delivery, system dependencies, integration considerations, and implementation tradeoffs while maintaining a strong focus on user needs and desired experience outcomes.

Accessibility and inclusive design are embedded throughout this role. The Technical Product Experience Manager ensures Section 508, WCAG, usability, responsive design, and other experience-quality requirements are incorporated early into product definition and acceptance criteria rather than treated solely as downstream compliance activities.

This position is fully remote. 

Duties & Responsibilities

• Serve as a product management and technical integration resource within the Service Design & Experience team, supporting the SDEL in translating experience strategy and design intent into executable digital product requirements.
• Bridge Task 2 experience, research, content, and engagement activities with Task 3 product, application development, architecture, data, CMS, API, DevSecOps, QA/testing, and other technical capabilities.
• Translate user research, journey maps, service-design findings, analytics, stakeholder requirements, and strategic objectives into clear product requirements, capabilities, user stories, acceptance criteria, and measurable experience outcomes.
• Support product visioning and develop and maintain experience-oriented product roadmaps aligned with MC&FP strategic goals, user needs, technical dependencies, and delivery priorities.
• Partner with Task 3 product management and development teams to refine and prioritize feature and enhancement backlogs while maintaining traceability to user needs and intended experience outcomes.
• Participate in Agile planning, backlog refinement, sprint planning, design reviews, demonstrations, release planning, and retrospectives to maintain alignment between design intent and technical implementation.
• Establish and document experience acceptance criteria addressing usability, accessibility, responsive behavior, interaction design, content experience, and other applicable design and experience standards.
• Partner with UX researchers, designers, experience strategists, and technical teams to translate prototypes, user flows, information architecture, interaction models, and other design artifacts into implementation-ready requirements.
• Evaluate technical feasibility, system dependencies, integration considerations, and implementation constraints in partnership with architects, engineers, developers, cybersecurity, and other technical SMEs.
• Identify and communicate tradeoffs among user needs, business and mission requirements, accessibility, technical feasibility, security and privacy considerations, delivery constraints, and desired experience outcomes.
• Support design-to-engineering handoffs and maintain traceability between approved experience designs, product requirements, implementation decisions, and delivered functionality.
• Participate in product demonstrations and design acceptance reviews to evaluate whether implemented functionality reflects approved experience intent and documented acceptance criteria.
• Ensure Section 508 and WCAG requirements are incorporated throughout product planning, design, development, testing, and release activities, coordinating with designers and QA/508/test personnel as appropriate.
• Collaborate with usability and QA/test teams to validate product functionality, experience quality, accessibility, and conformance with documented requirements before release.
• Use user feedback, usability findings, product analytics, digital performance measures, customer-support insights, and other available data to identify opportunities for product optimization and continuous improvement.
• Maintain product and experience documentation needed to support decision-making, requirements traceability, knowledge transfer, and continuity across Task 2 and Task 3 teams.
• Provide the SDEL with clear assessments of product status, experience risks, unresolved design or implementation decisions, and issues requiring design-authority direction.

Qualifications

Clearance Requirement 

Candidate must possess an active Secret clearance or higher.

Education (Required) 

Bachelor’s degree in Graphic Design, Visual Communications, Digital Arts, or a related field. 

Experience (Required) 

• Minimum of 5 years of experience supporting digital product management, product design, UX, service design, or digital experience initiatives, including experience translating user and business needs into requirements for technical delivery.
• Experience applying Section 508 and WCAG standards to digital experiences.
• Experience integrating accessibility early in design and development workflows.
• Experience supporting federal or public-sector digital platforms preferred.

Technical Knowledge 

Required: 

• Expertise in Section 508 and WCAG accessibility standards. 
• Knowledge of inclusive and accessible design methodologies. 
• Ability to evaluate designs, interfaces, and content for accessibility. 
• Strong documentation and guidance development skills. 
• Experience working directly with software development, engineering, architecture, QA/testing, or DevSecOps teams in Agile or iterative digital delivery environments.

Preferred: 

• Experience with accessibility testing tools. 
• Familiarity with UX, design systems, and digital platforms. 
• Experience working in Agile or iterative delivery environments. 
• Experience working with analytics and product-performance measures.
• Understanding of DevSecOps/software delivery to participate credibly in technical planning and tradeoff discussions.

Certifications 

Required: 

• Section 508 or WCAG certification 

Preferred: 

• Additional certifications in accessibility or inclusive design 
• SAFe POPM or related agile-based certification
