Position Overview

The System Director, Facilities, Security & Asset Management is responsible for enterprise oversight of Environment of Care, Safety, Emergency Management, Regulatory Compliance, Facilities Operations, Asset Lifecycle Management, Recall Management, and Facilities Vendor Governance. This role serves as the primary leadership contact for the organization's facilities management partners and ensures compliance with DNV, CMS, OSHA, NFPA, and internal standards while supporting long-term asset reliability, capital planning, and operational excellence across all Emerus facilities.

Essential Job Functions

Safety Management

• Promote a culture of safety.
• Manage others within the system with clear expectations to identify and detect incidents that may impact safety.
  • Initiate and oversee the development of a comprehensive general safety improvement program inclusive of the analysis and trending of data.
  • Conduct Safety Officer education, training and provide regulatory
• Responsible for physical environment plans, policies, and procedures to include Safety, Security, Emergency Management, Hazardous Materials, and BioMed.
• Complete annual physical environment evaluations and hazard vulnerability analysis. Complete Annual HVA (hazard vulnerability analysis) SVA (security vulnerability analysis) Annual Environment of Care Evaluation, Annual Life Safety Evaluation, and contribute to (LRA) Ligature Risk Assessment for CMS and DNV review.
• Responsible for new market development regulatory compliance of industry safety standards in compliance with NFPA, OSHA, CMS and DNV regulations
• New market state regulatory inspections for biohazard/medical waste licensing and
• Conduct emergency preparedness planning, including disaster drills, decontamination, and all hazard planning events for each CCN. Collaborate with market leaders to ensure the market runs market-led drills each year.

• Co-Chair Safety program and provide status updates to the market CEO’s and Quality Management System
• Ensure all DNV-GL, OSHA, NFPA, CMS guidelines for the Physical Environment of Care standards at the hospitals remain compliant. This includes ensuring the facilities vendor conducts annual review and completion of the Periodic Performance Review (PPR) of facilities.
• Ensure safety and facility quality control is in compliance with local, federal, state regulations and provide consultations.
• Review and track data provided within the Environment of Care program to make ongoing improvements at regional levels.
• Participate in hospital committees as This includes community involvement regarding emergency preparedness and serve as support to other departments.
• Participate in performance improvement and information management activities. Coordinate a multidisciplinary team to conduct ongoing safety tours of clinical and nonclinical areas during new construction.
• Assist in the enforcement of interim life safety plans and coordinate with infection control for risk assessments.

Facilities Management & Vendor Oversight

• Serve as primary system liaison for the JLL Integrated Facilities Management partnership and ensure contractual obligations, service levels, Key Performance Indicators (KPIs), and audit requirements are achieved.
• Conduct routine performance reviews with JLL and monitor corrective action plans for any KPI, compliance, or operational deficiencies.
• Review monthly operational reports, compliance reports, risk registers, financial reports, and vendor performance metrics provided by JLL.
• Ensure facility maintenance activities are completed in accordance with contractual service level agreements and regulatory requirements.
• Lead system facility audits and validate compliance with vendor contractual obligations, DNV standards, CMS requirements, and internal policies.
• Oversee Emerus-managed facilities vendor categories, including but not limited to shredding services, biomedical waste management, solid waste and recycling services, pest control, and other facility support contracts.
• Manage vendor performance, contract compliance, service levels, issue resolution, and renewal activities for all Emerus-owned facility service agreements.
• Partner with Supply Chain, Operations, and Finance to identify cost-saving opportunities, standardize contracted services, and ensure consistent vendor performance across all facilities.
• Develop and monitor key performance metrics for Emerus-managed facility vendors and implement corrective action plans as needed to address service or compliance deficiencies.

Equipment Maintenance & Asset Management

• Manage enterprise equipment maintenance service agreements and ensure preventative maintenance programs are executed effectively.
• Maintain oversight of equipment service providers, performance metrics, contract renewals, and associated budgets.
• Obtain and review manufacturer end-of-life (EOL) reports and replacement recommendations for facility and capital assets.
• Evaluate asset condition, reliability, utilization, and maintenance history to support capital replacement planning.

Recall Management Program

• Monitor regulatory agencies, manufacturers, and industry alerts for equipment recalls, hazard notifications, and field correction notices.
• Ensure Recall Management software is kept up to date with Emerus point of contacts so that recalls and safety alerts are correctly disseminated.
• Run reports of open alerts in Recall management software and send out to market leaders to ensure they close out all alerts.
• Coordinate with Supply Chain, Clinical Engineering, Operations, Risk Management, and facility leadership to ensure regulatory compliance regarding recalled equipment.
• Maintain education for market/department leaders on documentation and reporting related to recall activities and corrective actions.
• Report recall program metrics and compliance performance to executive leadership and regulatory bodies as required.

Basic Qualifications

• Bachelor’s Degree, required
• Master’s Degree, preferred
• 5 years General Safety or Environment of Care experience in lieu of education
• Hospital experience required
• 3 years Management level experience in a position dedicated to either General Safety or Environment of Care programs, Required
• Supervisory Responsibilities: Directly supervises Safety Management personnel as assigned and provides oversight of contracted facility management partners, consultants, and vendors. Responsible for performance management, employee development, work prioritization, goal setting, and ensuring achievement of departmental objectives.
• Preferred Certifications include: CHFM (Certified Healthcare Facility Manager), CHSP (Certified Healthcare Safety Professional), CHEP (Certified Healthcare Emergency Professional), Certified Facility Manager (CFM), Project Management Professional (PMP)
• Knowledge of and experience with hospital Infection Prevention & Control systems and standards
• Knowledge of state and federal laws including but not limited to, Occupational Safety and Health Administration (OSHA) guidelines and National Fire Protection Association (NFPA) codes.
