SMPES Futures Team SME (NC3 & Cyber)

Overview

Apogee has an exciting new opportunity for an SMPES Futures Team Specialist (NC3 & Cyber) in support of United States Strategic Command (USSTRATCOM).

The SMPES Futures Team SME provides senior requirements integration, governance, and operational analysis support for the Strategic Mission Planning and Execution System (SMPES), with primary emphasis on Nuclear Command, Control, and Communications (NC3) and cyberspace mission needs. The incumbent translates operational capability gaps and mission requirements into actionable requirements products, governance materials, assessments, and recommendations supporting J56, program, technical, and operational stakeholders. The position also provides secondary support to the Integrated Requirements Oversight Board (IROB) Secretariat, including requirements package coordination, meeting preparation, action tracking, records support, and requirements flow continuity.

 This is a full-time position located at Offutt AFB, NE

Responsibilities

• Analyze NC3, cyberspace, SMPES, and related capability gaps to identify operational impacts, mission dependencies, requirements implications, risks, and priorities affecting planning, campaign, contingency, and nuclear deterrence activities.
• Support Requirements and Resourcing Alignment Board (RRAB), Software Acquisition Pathway, Agile software development, and SMPES implementation activities by translating operational needs into clear, feasible, traceable, and mission relevant requirements.
• Develop, revise, coordinate, staff, and track requirements products and related materials, including operational needs analyses, capability requirements, issue papers, staffing packages, implementation recommendations, and decision support products.
• Coordinate with operational users, requirements managers, Product Owners, program management personnel, developers, systems engineers, cyberspace stakeholders, and other mission partners to resolve requirements issues and maintain alignment between capability delivery and operational priorities.
• Facilitate requirements working groups, coordination sessions, and issue resolution meetings; prepare agendas, read aheads, discussion materials, action trackers, meeting summaries, and follow up products.
• Maintain and improve requirements governance processes, standards, templates, documentation, traceability, revision control, status tracking, and process guidance for SMPES and related capability efforts.
• Provide secondary Integrated Requirements Oversight Board (IROB) Secretariat support, including requirements package coordination, meeting preparation, minutes, action item tracking, records management, and requirements flow continuity.
• Support operational assessments by evaluating capability implementation, user feedback, capability performance, mission impacts, and identified shortfalls; develop assessment summaries, measures, dashboards, findings, and recommended actions for leadership review.
• Apply working knowledge of NC3 and cyberspace mission considerations to ensure requirements and implementation discussions address operational needs, interoperability, system dependencies, resiliency, and expected mission outcomes.
• Prepare concise briefings, reports, analytical products, and senior leader updates communicating requirements status, operational impacts, governance issues, capability risks, and recommended actions.

Qualifications

Minimum Experience:

Citizenship: Must be a US citizen

Clearance: Must possess and maintain a TS w/SCI eligibility

Education and Experience: One of the following education/experience combinations:

• Master’s degree and 10+ years relevant experience, including at least 5 years supporting the DoW.
• Bachelor’s degree and 12+ years relevant experience, including at least 5 years supporting the DoW.
• 15+ years of relevant experience in lieu of a degree, including at least 8 years supporting the DoW. Strong knowledge and experience of DoW and AF acquisition processes, policies, procedures, and statutory/regulatory requirements

Experience should include:

• 5 years supporting the DoW.
• Strong knowledge and experience across the Software Development Life Cycle (SDLC) 
• Understanding of Agile software methodology and processes   
• Experience with Jira and Confluence

• Demonstrated experience in requirements management, capability integration, operational analysis, systems analysis, program analysis, mission planning, or related mission support discipline.
• Working knowledge of NC3, cyberspace, strategic deterrence, command and control, mission planning, or related USSTRATCOM mission areas.
• Experience supporting requirements development, governance, staffing, tracking, review, or coordination processes.
• Familiarity with RRAB, Agile software delivery, Software Acquisition Pathway concepts, requirements traceability, and capability development processes.
• Ability to facilitate cross-functional working groups and communicate effectively with operational, technical, programmatic, and senior leader audiences.
• Strong analytical and writing skills sufficient to develop requirements products, assessments, briefings, issue papers, and decision support materials.

Preferred Qualifications:

Education: Bachelor's degree

Preferred Experience:

• Experience creating and maintaining technical documentation and knowledge bases in Confluence and Jira.
• Experience supporting USSTRATCOM weapon systems and/or capabilities.
• Strong knowledge and experience across the Software Development Life Cycle (SDLC)
• Strong knowledge and experience implementing the DoW Systems Engineering “V” Model

• Experience supporting SMPES, NC3, nuclear planning, command and control, cyberspace operations, or similar mission critical systems.
• Experience with IROB or comparable requirements governance forums, Secretariat support, and formal staffing processes.
• Experience using Jira, Confluence, SharePoint, requirements management tools, workflow tools, or issue tracking systems.
• Experience developing operational assessments, capability gap analyses, readiness assessments, measures of performance, measures of effectiveness, or mission impact analyses.
