SKILLED TRADESWORKER - BUILDING MAINTENANCE

Job Function:

To assist in establishing a maintenance program for City properties, i.e. buildings, parks, the downtown,. This is skilled manual work in maintenance and repair tasks involving concrete work, carpentry skill for concrete form construction, and block and brick laying. The position performs remodeling and new construction tasks including the plumbing, electrical and mechanical utilities. Light AC and electricaql work as needed.

Essential Duties:

1. Constructs, alters, maintains, and repairs City buildings and facilities.
2. Repairs and maintains cabinets, desks, tables, office furniture, administrative equipment, and other facility components.
3. Performs interior and exterior maintenance and repairs, including drywall installation and repair, painting, tile work, masonry, power washing, and minor air-conditioning repairs.
4. Assists with office renovations, remodeling projects, and new construction.
5. Performs rough and finish carpentry, including construction of concrete forms.
6. Performs concrete work and lays brick and block as required.
7. Performs general plumbing repairs and maintains plumbing systems and fixtures, including water and sewer lines, sinks, faucets, and toilets.
8. Performs minor electrical and mechanical repairs within the scope of assigned duties.
9. Estimates the time, materials, and equipment required for assigned work and maintains accurate activity and material-use records.
10. Performs general maintenance on equipment and ensures tools, equipment, and City vehicles are properly used, secured, and maintained.
11. Cleans and restores work sites after completing assigned tasks.
12. Participates in the development and implementation of applicable policies and procedures and follows all City safety policies and procedures.
13. Inspects City grounds, buildings, facilities, and related equipment for needed repair or replacement in accordance with established guidelines and standards. Responds to identified safety issues within 24 hours.
14. Inspects work sites before, during, and after completion to verify that work is thorough and meets City standards.
15. Assists with maintaining records of labor, materials, and equipment use.
16. Attends professional meetings and training and remains current on methods, materials, trends, and innovations related to building, grounds, and facility construction, maintenance, and repair.
17. Responds professionally to difficult or sensitive inquiries and complaints from the public and reports all incidents to the immediate supervisor.
18. Works cooperatively as a dependable team member to improve City programs, facilities, and working conditions.
19. Works independently or as part of a crew, depending on the assignment.
20. Works nights, weekends, and special events as required.
21. Serves as an essential employee during natural disasters and other emergencies to support rapid cleanup and restoration of City operations.
22. Operates City vehicles in the performance of assigned duties. A valid Florida driver's license is required.
23. Performs other related duties and responsibilities as assigned.

Knowledge, Skills, and Abilities:

• Knowledge of standard practices, methods, tools and materials of the trade
• Occupational hazards and safety precautions.
• Ability to make estimates of time and materials
• Works from sketches and plans; understand and follow oral and written instructions.
• Skill in the care and use of tools, materials, and equipment common to the trade. 
• Familiarity with the materials, methods, practices and equipment used in park grounds and facilities construction, maintenance and repair activities.
• Types and levels of operations, maintenance and repair activities generally performed in municipal park grounds and facilities operation and repair programs.
• Material Safety and Handling Standards management skill.
• Ability to communicate clearly and effectively verbally and in writing.
• Ability to clearly answer question by the public.

Required Qualifications:

• Graduation from high school or equivalent and two (2) years combination of job experience.
• Most possess a valid Florida Driver’s License.
• A comparable amount of education and/or experience can be substituted for the minimum qualifications.

• Complete the required National Incident Management System (NIMS) training within six (6) months of completion of probationary period.

Essential Physical Skills:

• Ability to talk by means of spoken words.
• Acceptable eyesight (with or without corrections).
• Acceptable hearing (with or with hearing aid).
• Walking or standing for periods of time.
• Occasionally lift over 75 pounds.
• Occasionally work around noxious fumes, chemicals. insects, and excessive noise.
• The wearing of a back-support brace is mandatory with heavy lifting.
• Very frequently must bend, dig, reach over head, kneel, climb ladders, stairs, hear and speak will, and make detailed inspections.

Environmental Conditions:

• Works primarily in the outdoor environment and is subject to sun, heat, humidity, rain, cold, and inclement weather.
• Works during daytime and nighttime hours.
