About the Role:

We are seeking an experienced Site Safety and Health Officer (SSHO) to oversee health, safety, and environmental compliance for field-based disaster response and infrastructure recovery operations. The SSHO will be responsible for ensuring employee safety, verifying that work activities comply with applicable codes and regulations, identifying hazardous conditions, and recommending corrective actions to reduce risk.

In this role, the SSHO will prepare written safety reports, support the implementation of workplace safety processes and procedures, and provide guidance to project leadership on health, safety, and environmental requirements. The SSHO will also serve as part of the ICS command staff and provide safety guidance to the Incident Commander regarding HSE policies, procedures, and applicable agency regulations.

Minimum Qualifications:

• 5–7 years of experience in a safety and health-related environment
• Broad knowledge of safety and occupational health principles, methods, and techniques
• Strong ability to recognize hazardous or potentially hazardous conditions
• Ability to develop measures to eliminate, reduce, or control unsafe conditions
• Experience effectively communicating safety concerns, corrective actions, and required procedures to field personnel
• Practical knowledge of methods, techniques, and procedures used by industrial hygienists, environmental professionals, and fire prevention engineers
• Understanding of EM 385-1-1 safety methodology and requirements
• Familiarity with EPA and SPCC requirements
• Ability to prepare written reports documenting findings, observations, corrective actions, and safety recommendations
• Ability to maintain SSHO competency through 8 hours of documented formal safety training annually
• Ability to work in a fast-paced field environment supporting emergency response operations

Preferred Qualifications:

• Prior experience supporting USACE, federal, military, disaster response, or emergency power operations
• Experience serving as an SSHO on government or construction-related projects
• Familiarity with temporary emergency power missions, generator staging areas, and field recovery operations
• Experience coordinating with project leadership, field personnel, subcontractors, and government representatives
• Experience conducting safety briefings, site inspections, hazard assessments, and daily debriefs
• HAZWOPER certification preferred
• Strong knowledge of USACE EM 385-1-1 compliance requirements
• Experience working within an Incident Command System (ICS) structure

Responsibilities:

• Ensure compliance with local, state, and federal health and safety guidelines and procedures
• Monitor field activities to ensure safe work practices are being followed
• Identify hazardous or potentially hazardous work conditions and recommend corrective actions
• Design, implement, and support workplace processes and procedures that protect workers from unsafe conditions
• Prepare written reports documenting safety findings, deficiencies, observations, and recommendations
• Provide safety guidance to project leadership and the Incident Commander regarding HSE policies, procedures, and applicable regulations
• Support compliance with USACE EM 385-1-1 requirements
• Conduct safety inspections, hazard assessments, and site observations
• Communicate pending safety actions and observations during daily debriefs and shift transitions
• Advise personnel on safety improvements, risk mitigation, and corrective measures
• Coordinate with USACE key personnel whenever possible when unsafe conditions are identified
• Direct stand-downs of specific unsafe actions when necessary
• Ensure safety expectations are communicated to all field personnel, including subcontractors
• Support continued adherence to OSHA, EPA, SPCC, and project-specific safety requirements

This role requires strong communication, documentation, and problem-solving skills, along with the ability to identify unsafe conditions, recommend corrective actions, and effectively communicate safety requirements to field personnel, subcontractors, and project leadership. The SSHO must be confident in enforcing safety procedures, directing stand-downs when necessary, and supporting compliance with USACE EM 385-1-1, OSHA, EPA, SPCC, and project-specific safety requirements.
