Senior Telecommunications / Network Engineer

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Telecommunications / Network Engineer based in United States.

Support the modernization of approximately 40 distinct customer networks through complex telecommunications research, technical validation, and service transition planning.
You will serve as a senior technical resource for network inventory analysis, requirements development, vendor solution evaluation, and service migrations.
The role requires deep expertise across WAN transport, IP services, optical telecommunications, legacy infrastructure, and modern network technologies.
You will advise government customers and program leadership on technical feasibility, performance trade-offs, budgets, and acquisition requirements.
You will also coordinate with government agencies, carriers, and technical stakeholders throughout installation, activation, cutover, and legacy service disconnection.
This is a remote role with a strong preference for candidates near Scott Air Force Base, Illinois, and requires availability during Central Time business hours.
The position offers an opportunity to contribute directly to large-scale federal telecommunications modernization and mission-critical network transformation.

Accountabilities:

• Research and analyze complex network inventories, configurations, technical requirements, and service information across approximately 40 customer networks.
• Support agency customers in developing individual network Performance Work Statements used to solicit vendor proposals for Fair Opportunity competitions.
• Evaluate technical and provisioning solutions proposed by carriers and EIS vendors, providing guidance on feasibility, performance trade-offs, technical alignment, and customer budgets.
• Provide specialized technical input for acquisition and engineering documentation, including Bid Models, technical evaluation plans, Quality Assurance Surveillance Plans, and Independent Government Cost Estimates.
• Plan, coordinate, and participate in service installations, scheduling activities, and technical cutover events through conference bridges and other coordination channels.
• Provide engineering recommendations on modern technologies capable of meeting or exceeding existing legacy LAN/WAN network capabilities.
• Act as a technical liaison among DISA, DITCO, carriers, customers, and other stakeholders involved in telecommunications migration activities.
• Support senior data network customers through final activation of transitioned services and coordinate required documentation for disconnecting replaced legacy services.
• Analyze WAN transport and access technologies, including MPLS, Ethernet, SONET, optical wavelengths, and dark fiber.
• Assess IP-based services such as premises-based and network-based IP VPNs, VoIP transport, IP telephony, Layer 2 VPNs, and IP video transport.
• Evaluate related management and application services, including VTC, hosted data environments, unified messaging, satellite, and wireless infrastructure.
• Use relevant federal provisioning data registries and systems to research network line elements and validate service information.
• Support secure handling of Controlled Technical Information and Controlled Unclassified Information in accordance with applicable federal requirements.
• Contribute technical expertise within federal defense acquisition environments and ensure engineering activities align with applicable cybersecurity and personnel security requirements.

Requirements:

• Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or a related technical discipline.
• 8+ years of total IT experience, including at least 4 years of specialized network engineering experience.
• Extensive engineering knowledge of WAN transport and access architectures, including MPLS, Ethernet, SONET, optical wavelengths, and dark fiber.
• Functional understanding of IP-based services, including premises-based and network-based IP VPNs, VoIP transport, IP telephony, Layer 2 VPNs, and IP video transport.
• Familiarity with VTC, hosted data environments, unified messaging, satellite infrastructure, and wireless technologies.
• Experience working with federal provisioning data registries and systems such as GSA E-Morris, TIBI, TBI, TCOSS, or DISA StoreFront.
• Strong understanding of federal defense acquisition environments, engineering delivery requirements, and applicable DISA cybersecurity instructions.
• Demonstrated experience safeguarding Controlled Technical Information and Controlled Unclassified Information in accordance with DoDI 5200.48.
• Ability to operate in environments governed by federal personnel vetting and continuous evaluation requirements.
• Direct experience supporting the DISA/DITCO Telecommunications Service Support Team is preferred.
• Strong understanding of legacy telecommunications transition frameworks, including migrations from GSA NETWORX, WITS 3, and GSA Regional contracts to EIS.
• Experience serving as a technical evaluator or developing technical requirements for Department of Defense communications programs is preferred.
• Strong analytical, communication, documentation, and problem-solving skills, with the ability to coordinate effectively across government, carrier, and technical teams.
• Must be available to support meetings and engineering deliverables between 8:00 a.m. and 4:30 p.m. Central Time, Monday through Friday, with flexibility to support technical cutover windows outside core hours when required.
• U.S. citizenship is required.
• Must possess an active or interim Tier 1 National Agency Check with Inquiries eligibility at the start of performance.
• A signed Letter of Intent must be completed before candidate submission to the government.
