Senior Systems Engineer/Cost Account Manager

Stellar Solutions is seeking a senior systems engineer/cost account manager to support NASA's Advanced Nuclear Technology Office supporting the Space Reactor (SR) -1 Boom in a part-time role of approximately 20 hours a week. This position requires the ability to identify, analyze and solve NASA's programmatic challenges in new or different ways that involve the application of management, contracting and engineering best practices to achieve success.

Role/Responsibilities/Qualifications

As a member of the NASA Data Analysis and Technical Support Services team, the successful candidate will be working with the Advanced Nuclear Technology Office at NASA’s Marshall Space Flight Center (MSFC) in Huntsville, AL, and be responsible for providing direct support to Advanced Nuclear Technology Office’s cost account manager for the SR-1 Boom in the areas of project management, acquisitions strategy, and systems engineering.

• Acquisition Strategy Development
• Development and Execution of Program/Project Governance and Business Processes
• Performance Assessment and Reporting
• Systems Engineering and Integration Processes

The successful candidate will advise and support Advanced Nuclear Technology Offices SR-1 Cost Account Manager and other senior office managers during all phases of project execution on mission critical issues while managing cost, schedule, and risk performance, development of the project budget, assessing contract performance data, and supporting acquisition strategy development supporting the SR - 1 Boom design, development, test and evaluation (DDT&E), manufacturing, and integration of the SR - 1 Boom. This position requires considerable subject matter expertise in order to provide credible recommendations senior program/project leadership.Demonstrated program/project management experience is required, as well as a working knowledge of federal procurement processes. Performance of tasks in this part-time position is expected to take place in a hybrid environment distributed between on-site work at Marshall Space Flight Center (MSFC) in Huntsville, Alabama and off-site work from home. All information systems and tools will be provided by the Government and Stellar Solutions.

Required Qualifications:

• Bachelor’s degree in Engineering or related field
• Minimum of 15 years space systems program/project management and systems engineering and integration experience, including acquisition of space systems
• Working knowledge of NASA program/project management and systems engineering principles and applying those principles to NASA space flight programs
• Demonstrated initiative and ability to communicate effectively with a broad range of customers, senior leadership, program managers, mission managers, systems engineers and chief engineers
• Possess strong interpersonal skills and be able to achieve results within organizationally diverse teams through influence rather than direction
• Ability to travel up to other NASA centers and supplier locations, up to 1- week per month on average

Preferred Qualifications:

• Master’s degree in Engineering
• Broad experience in space systems program/project management,to include financial management, schedule management, and risk management; systems engineering and integration; research and development; acquisition and procurement management support; and expertise in developing strategic relationships with industry and Government agencies/partners
• General understanding of Systems Engineering fundamentals (including concept development, systems requirements, implementation, interface management, system integration, and verification).
• Familiarity with the NASA program management fundamentals and mission development processes
• Professional certification in program management, contracting, systems engineering or other applicable fields

Deliverable(s)

Deliverables will be in the format of reports, briefings, spreadsheets, or other documents as directed by the Government, using government approved and/or mandated systems/software and processes governed by guidance/instructions/policy or direction.
