The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low- and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. Program Overview

The Market Shaping cluster works to address structural barriers to access and foster competitive, sustainable markets for new and innovative health products. The cluster coordinates global efforts to accelerate the introduction and uptake of promising products in low- and middle-income countries (LMICs), working closely with manufacturers, governments, and multilateral organizations to lower prices, expand availability, and build the evidence base that drives adoption at scale.

Position Overview

The Senior Program Manager (SPM) will lead a large, complex, and cross-cutting portfolio of work focused on introducing innovative health products in low- and middle-income countries. The SPM will manage the full lifecycle of program delivery, including work planning, budget oversight, donor and partner management, and coordination across a distributed, multi-country team. This role carries accountability for program outcomes, may involve line management of junior and mid-level staff, and requires the judgment to navigate ambiguity, risk, and competing stakeholder priorities with minimal oversight.

The SPM will also play a leading role in shaping the cluster's technical and market shaping strategy, including guiding product landscaping efforts, supply-side engagement, and the analyses that inform CHAI's positioning and negotiations with manufacturers and donors. This role requires excellent project management judgment, well-developed people management skills, the ability to build and sustain senior-level relationships across levels and functions, and a high degree of initiative, ownership, and follow-through.

Responsibilities

Program Leadership and Management

• Lead the operating rhythm of a large, complex program, including work planning, milestone tracking, risk management, and budget oversight across a distributed, multi-country team
• Own program delivery end-to-end, ensuring workstreams stay on schedule, on budget, and aligned with donor and organizational expectations
• Design and continuously improve project management tools and processes to track work plans, milestones, deliverables, and risk across the portfolio
• Oversee the production of high-quality program deliverables globally and across countries, including donor reports, board materials, and presentations for senior external audiences
• Lead high-level calls and convenings with partner organizations, donors, and senior stakeholders, and represent the program in relevant external forums
• May directly manage and develop junior and mid-level staff, including providing feedback, supporting professional growth, and contributing to hiring decisions
• Anticipate and proactively resolve roadblocks that cross program or organizational boundaries, escalating and building buy-in for solutions as needed
• Ensure organized, complete, and accessible program documentation and files

Technical and Supply-Side Engagement

• Lead the development of analyses and frameworks to identify and prioritize new product opportunities and market shaping interventions
• Guide and quality-assure product landscaping efforts to inform CHAI strategy and programs
• Shape and deliver presentations, briefs, and other materials for senior stakeholders, country teams, and donor engagement
• Cultivate and manage relationships with existing and prospective donors, and lead identification of new program and funding opportunities
• Contribute to the cluster's broader strategy and help set the technical approach for the program area
• Other responsibilities may be assigned as needed
• Up to 25-40% international travel may be required

Qualifications

• Advanced degree in Business, Economics, Public Health, or a related discipline, with at least 9–11 years of relevant work experience
• Demonstrated success independently managing large, highly complex programs with multiple stakeholders, significant budgets, and numerous moving parts
• Proven experience managing, developing, and mentoring staff
• Excellent written and oral communication skills, including the ability to prepare and deliver polished, persuasive materials for senior internal and external audiences
• Strong organizational skills and exceptional attention to detail
• Ability to set direction, manage multiple competing priorities, and operate independently with minimal oversight
• Ability to perform effectively in high-pressure situations and in fast-paced, multicultural environments with significant ambiguity
• Strong relationship management skills, including demonstrated ability to build, manage, and navigate senior internal and external stakeholder relationships, including through conflict
• Strong understanding of program financial management, budgeting, and donor fiscal requirements
• High proficiency in Microsoft Office (Excel, PowerPoint, Word)
• Familiarity with global health issues

Advantages
