POSITION SUMMARY

Ataero is seeking an experienced Project Analyst 4 to provide senior-level project, program, financial, and analytical support to the F/A-18 and EA-18G Program Office (PMA-265). The Project Analyst will support program leadership in the planning, analysis, execution, and reporting of program requirements, with particular emphasis on financial management, funding execution, resource planning, forecasting, sustainment activities, and management reporting.

The successful candidate will work closely with Government program managers, financial managers, Fleet Support Teams, contracting personnel, technical organizations, and other stakeholders to analyze program requirements, monitor execution, identify discrepancies and risks, develop forecasts, and provide accurate and timely information supporting program decisions.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Provide senior-level project and program analysis supporting PMA-265 program objectives, financial execution, sustainment activities, and operational requirements.
• Analyze program financial data and support the planning, execution, tracking, and reconciliation of multiple appropriations and funding types, including OMN, RDT&E, APN, FMS, direct cite, and reimbursable funding.
• Develop, maintain, and analyze detailed financial models, spend plans, execution reports, funding projections, and other management tools used to monitor program performance and forecast future requirements.
• Support development of current-year and Future Years Defense Program (FYDP) funding requirements by analyzing historical execution, projected workload, program requirements, burn rates, and resource needs.
• Monitor program expenditures, commitments, obligations, and funding execution to identify trends, discrepancies, potential shortfalls, excess funding, and other issues requiring management attention.
• Develop and maintain advanced Microsoft Excel models, spreadsheets, reports, and analytical tools used to consolidate financial and operational information and provide actionable information to program leadership.
• Review Enterprise Resource Planning (ERP) and other Government financial-system information to monitor funding execution, expenditures, obligations, procurement activity, and program requirements.
• Support establishment, maintenance, and reconciliation of funding structures, including work breakdown structures, network activities, job orders, spend plans, and other program financial elements.
• Assist with the development and processing of funding documents and coordinate with Government financial, contracting, technical, and executing organizations to ensure funding is properly documented, accepted, executed, and tracked.
• Monitor program funding execution against approved spend plans, CSPTs, SPIDs, and other program financial plans and identify variances requiring corrective action or additional analysis.
• Support budget formulation and execution activities, including development of budget estimates, funding requirements, spend plans, execution projections, Continuing Resolution impacts, carryover requirements, and responses to financial data calls.
• Analyze program workload and resource requirements and assist leadership in aligning personnel and other resources with funded requirements, priorities, and projected workload.
• Conduct operations research and detailed analysis to identify and resolve discrepancies in financial, programmatic, resource, and execution data.
• Collect, validate, consolidate, and analyze information from multiple organizations and data sources in response to recurring and short-notice program-office data calls and drills.
• Prepare weekly, monthly, quarterly, semiannual, and ad hoc reports addressing program execution, financial status, task completion, resource utilization, program metrics, and other management requirements.
• Develop executive-level summaries, charts, briefing materials, spreadsheets, and other products that translate complex financial and operational information into clear information for Government leadership and program stakeholders.
• Coordinate with PMA-265 financial points of contact, Fleet Support Teams, contracting organizations, executing activities, and other Government stakeholders to support timely and accurate execution of program requirements.
• Support procurement and funding activities involving Government acquisition and logistics mechanisms, as applicable, including contracts, Basic Ordering Agreements (BOAs), DTIC, DLA, SAP, PCard, MILSTRIP, and other approved procurement methods.
• Assist with reconciliation and closeout activities associated with expiring and expired funding, including researching outstanding obligations and coordinating corrective actions with appropriate organizations.
• Maintain accurate program information, spend plans, resource information, schedules, deliverables, and performance metrics in Government-approved project and financial management systems.
• Develop and maintain organizational charts, process documentation, workflow products, and other program-management materials using Microsoft Visio and other Microsoft Office applications.
• Independently manage multiple projects, analytical requirements, financial drills, and recurring deliverables while meeting established deadlines and maintaining a high degree of accuracy.
• Establish and maintain effective working relationships with Government program offices, financial management personnel, contracting organizations, engineering and logistics organizations, Fleet Support Teams, and other internal and external stakeholders.
• Identify emerging programmatic, financial, schedule, or resource issues and provide analysis and recommended courses of action to Government leadership.
• Perform additional project and program analysis duties as required in support of PMA-265 mission requirements.

REQUIRED QUALIFICATIONS

• Bachelor's degree in Business Administration, Finance, Accounting, Management, Logistics, or a related discipline. Additional directly relevant experience may be considered in accordance with contract LCAT requirements.
• Extensive professional experience providing project, program, financial, business, or analytical support to Government or DoD organizations.
• Demonstrated experience analyzing complex financial and operational data and translating results into useful management information.
• Experience developing and maintaining financial models, forecasts, spend plans, execution reports, and management metrics.
• Demonstrated ability to research and reconcile discrepancies involving funding, expenditures, obligations, resources, or program data.
• Advanced proficiency with Microsoft Excel, including formulas, calculations, data analysis, financial modeling, forecasting, and reporting.
• Proficiency with Microsoft Office applications, including Word, PowerPoint, Access, and Visio.
• Ability to independently manage multiple priorities, recurring requirements, and short-notice data calls in a deadline-driven environment.
• Strong written and verbal communication skills with the ability to interact effectively with Government leadership, program managers, financial personnel, contracting personnel, technical teams, and other stakeholders.
• Strong organizational skills, attention to detail, analytical judgment, and commitment to data accuracy.
• Ability to obtain and maintain the security clearance and Government credentials required for the position.

DESIRED QUALIFICATIONS

• Previous experience supporting NAVAIR PMA-265 or another NAVAIR Program Management Activity.
• Experience supporting the F/A-18 and/or EA-18G aircraft programs, Fleet Support Teams, or related aviation sustainment activities.
• Working knowledge of NAVAIR financial management, program management, acquisition, sustainment, and funding-execution processes.
• Experience with ERP, WBS-based program management, CSPTs, SPIDs, spend plans, and other NAVAIR financial or program-management tools.
• Experience managing or analyzing OMN, RDT&E, APN, FMS, direct cite, and reimbursable funding.
• Experience supporting Foreign Military Sales programs.
• Familiarity with Navy aviation maintenance and sustainment activities at the Operational, Intermediate, and Depot levels.
• Experience coordinating requirements across multiple PMAs, warfare centers, Fleet Readiness Centers, contracting organizations, and other Government activities.
