Senior IT Application Developer - ASP.NET Core, C#, and SQL Server

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior IT Application Developer - ASP.NET Core, C#, and SQL Server based in United States.

This remote contract role offers the opportunity to contribute to a large-scale statewide technology modernization initiative.
You will design and develop applications, APIs, data services, and workflow components that create a centralized source of truth for critical asset information.
The position combines full-stack .NET development with database architecture, cloud deployment, integration, security, and workflow automation.
You will help establish a data exchange layer that enables multiple business systems to communicate and share standardized information.
A key part of the role involves building approval workflows that ensure changes are validated, auditable, and accurately propagated across connected systems.
You will collaborate with application, database, network, business, and subject-matter experts throughout agile development cycles.
The role is well suited to a senior developer who enjoys solving complex integration challenges and building reliable enterprise applications.

Accountabilities:

• Design, develop, and maintain web applications, REST APIs, and modular services using ASP.NET Core, C#, SQL Server, Entity Framework Core or Dapper, HTML, CSS, and JavaScript.
• Design and implement a mechanism for generating and managing globally unique Asset Keys and associating them with system-specific identifiers.
• Collaborate with data modelers to design and implement database crosswalks, schemas, and source-of-truth structures.
• Develop a Data Exchange Layer (DEL) with APIs that allow connected systems to send and receive standardized asset data.
• Implement business rules governing asset changes, lifecycle management, staging, validation, and audit logging.
• Design and develop a Gatekeeper component that enables authorized users to review, approve, correct, or reject pending changes.
• Ensure approved changes are propagated correctly into the centralized ecosystem while maintaining complete audit trails.
• Build query mechanisms and user interfaces that allow business users to retrieve source-of-truth data using Asset Keys or other identifiers.
• Implement authentication, authorization, role-based access controls, administrative configuration, and contextual in-application guidance.
• Develop workflow-related functionality for managing pending changes and approval processes.
• Deploy and maintain applications using cloud services such as Azure Web Apps, Azure SQL, and Key Vault.
• Participate in code reviews, CI/CD processes, automated testing, sprint planning, demonstrations, retrospectives, and other development activities.
• Collaborate with business analysts, subject-matter experts, application teams, database teams, and network specialists to gather requirements and deliver solutions.
• Troubleshoot, enhance, optimize, and maintain existing applications during pilot and implementation phases.
• Document APIs, interfaces, processes, and technical workflows for users, developers, and maintainers.
• Contribute to user guidance, help documentation, and end-user training materials while ensuring data integrity, privacy, and auditability.

Requirements:

• Strong professional experience developing web applications, REST APIs, and modular services with ASP.NET Core, C#, and SQL Server.
• Hands-on experience with Entity Framework Core or Dapper, HTML, CSS, JavaScript, and full-stack application development.
• Experience with modern .NET versions, including .NET 6, 7, or 8.
• Experience designing REST APIs and defining API endpoints and integration interfaces.
• Experience with Git, source control, code review systems, CI/CD pipelines, and automated testing frameworks.
• Practical experience deploying applications to cloud environments, particularly Azure Web Apps, Azure SQL, and Key Vault.
• Strong understanding of database design, data modeling, data integrity, and source-of-truth architectures.
• Experience implementing business rules, workflow logic, approval processes, lifecycle management, and audit logging.
• Experience implementing authentication, authorization, and role-based access controls.
• Strong troubleshooting, problem-solving, optimization, and software maintenance capabilities.
• Ability to collaborate effectively with application, database, network, business, and subject-matter experts.
• Strong communication skills and the ability to translate requirements into scalable technical solutions.
• Experience working within Agile or Scrum development environments is preferred.
• Experience with geospatial technologies such as ESRI is a plus.
• Familiarity with BIM/IFC data standards, bSDD, and large-scale SaaS or COTS software implementations is desirable.
• Previous experience delivering IT application development services for state agencies, particularly the State of Washington, is preferred.
• Must reside in the United States and be available to work Monday through Friday from 8:00 AM to 5:00 PM Pacific Time.
• Must be available to start on October 12, 2026.

• Contract compensation of $75–$85 per hour on a W2 basis, assuming full benefits participation.
