Summary

The Senior Human Resources Manager will serve as the primary HR leader and advisor to executive leadership, overseeing all aspects of the employee experience and organizational infrastructure. This role is responsible for developing HR strategies, leading organizational change, and building systems that support a high-performing, engaged workforce.

Job Description

As Organizations grow, they need the people, systems, and leadership to support that growth while staying true to their mission and values. Visión y Compromiso is at that stage, strengthening its organizational infrastructure to support continued growth and long-term stability.

We are looking for an experienced Senior Human Resources Manager to help establish a strong HR function, support leaders, and to create a positive employee experience across the organization.

Visión y Compromiso Is a California-based nonprofit organization serving Latino communities through community-based health initiatives, outreach, advocacy, and capacity building efforts.  With approximately 170 employees and 30 supervisors working primarily throughout California, the organization supports a diverse portfolio of programs that improve health and community well-being.

This is a remote position based in California, with regular travel throughout the State to collaborate with leaders and staff, support organizational priorities, and attend meetings and events.

The Opportunity

This position serves as Visión y Compromiso’s senior Human Resources leader and trusted advisor to executive leadership. Reporting to the Executive Director, the Senior Human Resources Manager will oversee every aspect of the employee experience, from recruitment and onboarding to leadership development, performance management, employee relations, workplace investigations, total rewards, disability management, workers’ compensation, and employment law compliance.

More importantly, this role will help strengthen the organization’s leadership capacity, guide cultural evolution, and build the systems and practices that support a healthy, engaged, and high-performing workforce.

The successful candidate will understand that Human Resources is not simply about records and policies; it’s about helping its workforce to succeed.

Why This Role Matters

This is a unique opportunity for an experienced HR professional who enjoys building, coaching, and leading through change. We’re investing in stronger leadership development, building more consistent management practices, and creating clearer expectations. We are also strengthening accountability while preserving the warmth, humility, and sense of community that define who we are. We’re looking for someone who sees this work not as a challenge to endure, but as meaningful work worth doing.

What Success Looks Like

Success in this position won’t be measured simply by completed paperwork or compliance reports; instead, it will look like an organization where:

  • Managers feel confident leading their teams.
  • Supervisors know how to coach, develop, and hold employees accountable.
  • Employees trust that workplace concerns will be addressed fairly and respectfully.
  • Recruitment processes consistently attract talented, mission-driven employees.
  • Performance conversations are constructive, timely, and meaningful.
  • Leaders seek HR’s guidance early, not only when problems arise.
  • Policies and practices are clear, practical, and consistently applied.
  • Organizational culture balances compassion with accountability.
  • The workplace is prepared to support the organization’s continued growth.

ESSENTIAL FUNCTIONS

Strategic Human Resources Leadership

  • Serve as the organization’s senior Human Resources professional and trusted advisor to executive leadership.
  • Develop and implement HR strategies that support organizational priorities and long-term sustainability.
  • Build scalable HR systems and processes that support continued organizational growth.
  • Analyze workforce trends and recommend practical solutions to strengthen organizational effectiveness.
  • Foster strong partnerships with leaders across the organization.

Organizational Development & Change Management

  • Lead organizational change initiatives that support continued growth while preserving the organization’s mission and values.
  • Assess organizational effectiveness and recommend improvements to structure, communication, and workforce practices.
  • Help leaders navigate change with confidence, transparency, and empathy.
  • Support initiatives that strengthen employee engagement and organizational culture.
  • Champion continuous improvement across all areas of Human Resources.

Leadership Development

  • Design and implement programs that strengthen the effectiveness of managers and supervisors.
  • Coach leaders in communication, accountability, performance management, conflict resolution, documentation, and employee development.
  • Develop practical tools and resources that help supervisors succeed.
  • Create learning opportunities that build leadership capability throughout the organization.
  • Support succession planning and leadership pipeline development

Employee Relations & Workplace Investigations

  • Conduct prompt, impartial, and thorough workplace investigations involving employee complaints, policy violations, discrimination, harassment, retaliation, and other sensitive matters.
  • Prepare investigative findings and recommendations.
  • Advise leadership regarding appropriate corrective action and organizational risk.
  • Promote respectful, productive working relationships throughout the organization.

Talent Acquisition & Workforce Planning

  • Lead recruitment strategies that attract diverse, mission-driven talent.
  • Partner with hiring managers throughout the recruitment process.
  • Strengthen onboarding practices that help new employees succeed.
  • Develop retention strategies that improve employee engagement and organizational stability.

Performance Management

  • Lead the organization’s performance management program.
  • Coach supervisors on setting expectations, providing feedback, documenting performance, and addressing performance concerns.
  • Develop performance improvement strategies that encourage employee success while maintaining accountability.

Compensation, Benefits & Total Rewards

  • Administer compensation and classification programs.
  • Conduct salary analyses and recommend equitable compensation practices.
  • Oversee employee benefits administration.
  • Partner with vendors and brokers to maintain competitive, cost-effective benefit programs.

Leave Administration, ADA/FEHA & Workers’ Compensation

  • Ensure compliance with all applicable leave laws.
  • Lead the interactive process and reasonable accommodation program.
  • Oversee disability management and return-to-work efforts.
  • Coordinate workers’ compensation administration and modified duty programs.

Employment Law & Compliance

  • Ensure compliance with all federal, state, and local employment laws.
  • Maintain HR policies, procedures, and the employee handbook.
  • Monitor legislative developments and recommend organizational responses.
  • Partner with legal counsel when appropriate.
  • Reduce organizational risk through proactive HR practices.

Culture & Employee Experience

  • Foster a workplace culture grounded in respect, inclusion, accountability, and continuous learning.
  • Develop initiatives that strengthen employee engagement and organizational trust.
  • Encourage collaboration, communication, and recognition across the organization.
  • Help preserve the organization’s humility and sense of community while supporting a more consistent, professional work environment.

Minimum Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, Organizational Development, Public Administration, or a related field (or equivalent combination of education and experience).
  • Seven or more years of progressively responsible Human Resources experience with broad generalist responsibility.
  • Significant experience conducting complex workplace investigations.
  • Demonstrated success leading organizational change and culture transformation initiatives.
  • Experience coaching managers and developing leadership capability.
  • Strong working knowledge of California employment law, including wage and hour, ADA, FEHA, FMLA, CFRA, workers’ compensation, and employee relations.
  • Excellent judgment, discretion, and interpersonal skills.

Preferred

  • SHRM-SCP, SHRM-CP, SPHR, or PHR certification.
  • Experience working in nonprofit or mission-driven organizations.
  • Bilingual English/Spanish.
  • Experience building or modernizing HR functions during periods of organizational growth.

The Kind of Person Who Will Thrive Here

We’re looking for someone who:

  • Leads with humility.
  • Builds trust before offering solutions.
  • Is equally comfortable coaching a first-time supervisor and advising an executive leader.
  • Understands that accountability and compassion strengthen one another.
  • Can navigate difficult conversations with confidence and empathy.
  • Enjoys creating systems that make organizations stronger.
  • Believes developing leaders is one of HR’s highest responsibilities.
  • Wants to leave an organization healthier than they found it.

About the company

Visión y Compromiso

Established in 2000, Visión y Compromiso (VyC) is dedicated to improving the health and well being of under resourced and underrepresented communities by providing support, training and leadership development to promotoras and other grassroots community leaders (collectively referred to herein as “promotores”) throughout California. At the center of VyC’s programs is the promotor model, a model for community transformation accepted among Latino communities (The Promotor Model: A Framing Paper, 2011). Promotores develop trusting relationships and share personal experiences, information and resources in culturally and linguistically relevant ways drawing from people’s own strengths in order to transform their communities into healthier, more vibrant places for all families to live, work and play. Trusted community members, they are natural leaders – “go to” people in their neighborhoods – who are characterized by their servicio de corazón (heartfelt service). They share the ethnicity, language, cultural traditions, socioeconomic status, and life experiences of the communities they serve and provide information, resources and culturally and linguistically relevant outreach and education. Promotores may be paid staff or volunteer community workers and are known by many titles (e.g., peer educator, community health worker, community educator, outreach worker, systems navigator, patient liaison); they are expert at promoting changes in life-long health habits. With decades of experience engaging “hard to reach” residents, promotores are first-responders serving immigrant and undocumented communities, migrant workers, homebound seniors, childcare providers, etc.
