Sustainable Markets (SM) - The Sustainable Markets Pillar, one of three Pact Pillars which also includes Health and Governance Pillars, covers four of Pact's impact areas (Energy, Environment, Extractives and Livelihoods). This Pillar has a range of world-leading initiatives for responsible mineral sourcing, improved energy access, green finance, livelihoods and natural resource management.

Position Overview

Founded in 1971, Pact works with partners to build resilience, improve accountability, and strengthen knowledge and skills for sustainable social impact. For more than 20 years, Pact has worked at the center of responsible mining and mineral supply chains, spanning artisanal and small-scale mining (ASM), responsible sourcing, natural resource governance, labor rights, and mineral traceability and transparency. We continue to build a robust practice that ensures communities benefit from expanded mineral investment, including by supporting regulatory reforms, strengthening supply chains through initiatives focused on economic and social development, improving mining standards and labor practices, advancing traceability and transparency, and addressing enabling-environment risks such as weak governance and conflict.

The Senior Director for Responsible Mining will lead the growth of Pact’s Responsible Mining practice. As a senior member of the Programs team, they will design and lead high-quality programs implemented by expert staff, ensuring rigor, measurable impact, and genuine community ownership in line with Pact’s “engaged communities” ethos. As a senior leader responsible for growth, they will identify and shape strategic fundraising and partnership opportunities in close partnership with Pact's Chief Development Officer and Business Development team, treating each program as both a delivery commitment and a platform for the practice's next opportunity. As part of the larger Governance and Sustainable Markets team, the Senior Director will contribute to integrated programming that addresses critical challenges related to governance, peacebuilding, social protection, and market failures. They will be guided by the effort to empower communities at the center of the global race to secure and process critical minerals, remaining aligned with Pact’s commitment to locally led development.

The position reports to the Vice President for Governance and Sustainable Markets and is a member of Pact’s Senior Management Team.

Key Responsibilities

• Lead and manage the Responsible Mining team, fostering a strong and collaborative team culture while prioritizing constructive engagement with other technical and non-technical teams within Pact.
• Provide oversight and support to a team of project managers responsible for delivering on public and private sector-funded projects and initiatives, elevating their strategic contributions inside and outside of Pact.
• Serve as the project lead for high priority projects and consultancy assignments within the Responsible Mining sector.
• With Responsible Mining team members and other key colleagues, including the Vice President for Governance and Sustainable Markets and Chief Development Officer, develop, refine, and champion a “critical minerals strategy” aimed at driving organizational growth and advancing local communities’ empowerment and agency in the global race to secure and process critical minerals.
• Actively contribute to the wider strategy of the Governance and Sustainable Markets team, ensuring that Pact advances integrated programming that addresses hybrid governance, security, conflict, and market challenges impacting mining communities.

Working closely with other team members, lead business development of the Responsible Mining portfolio, including:

• Cultivating funder relationships with an expansive range of public sector, private sector, and multilateral donors.
• Conducting market analysis and pre-positioning research for potential bids.
• Forging short and long-term partnerships with local, regional, and international institutions for specific and general market opportunities.
• Leading the design and writing of priority proposals, ensuring that they are technically sound and reflect Pact’s global knowledge base.
• As strategic, contributing to the business development efforts of other technical sectors, including for Governance, Health, Capacity Development & Innovation, and Energy.
• Building a strong business development culture across the Responsible Mining team, fostering individual staff growth and contributions.

Build Pact’s visibility, relationships, and leadership in the sector by:

• Managing and growing Pact’s many relationships with peer networks and industry associations.
• As applicable, serving on key boards of industry associations and sectoral initiatives.
• Presenting and representing Pact at international conferences and industry events.
• Writing articles and blogs that profile Pact’s work and advance Pact’s commitment to empowering mining communities.
• Developing tools, methodologies, and other technical resources that guide Pact and other actors’ programming within the Responsible Mining sector.
• All other duties as assigned. 

Basic Requirements

• Master’s degree and 12+ years relevant experience or equivalent combination of education and experience, including 7 years of management experience.
• Minimum of 10 years of experience implementing and managing multimillion dollar portfolios of public and private-sector-funded Responsible Mining-related projects and initiatives.
• Technical experience across several key dimensions of mining such as: responsible production and sourcing; mineral traceability; ASM formalization and its intersection with large-scale mining; governance, peace, and security; occupational health and safety (OHS); community engagement; livelihoods; human rights and social protection; and environmental and social impacts of mining. Priority will be given to individuals who can combine in-depth experience in one or more of these areas with a broad familiarity with other dimensions.  
• Proven experience managing Responsible Mining projects and initiatives across challenging operational environments, while maintaining technical rigor and community ownership.
• Proven experience in managing and growing teams to achieve to manage complex programs across an expansive geography; preference for individuals who have managed diverse and multicultural teams.
• Documented success in fundraising and business development, including familiarity with private sector clients, U.S. government, and other bilateral and multilateral donors.
• Established and relevant network of senior officials and leaders within the Responsible Mining sector, including relationships with public, private, multilateral, academic, and civil society communities.
• Demonstrated understanding of trends and key economic, social, and political dynamics associated with critical minerals.
• Ability to work as part of a team to coordinate across departments and between country offices.
• Proven experience with organizational representation and public engagement at a senior level, including success presenting at public conferences.
• Excellent verbal and written communication skills.
• Ability to work independently in a fast-paced, multitasking environment.
• Ability to travel internationally.
• Fluent English.

Preferred Qualifications

• Experience designing and managing large, complex mining-sector programs for the U.S. government, including agencies such as the U.S. Department of State, USAID, Millenium Challenge Corporation, and/or Development Finance Corporation (DFC).
• Academic and/or technical expertise in the mineral sector combined with an understanding of the economic, social, or political dimensions of mining.
• Experience overseeing and coordinating with international field offices.
• Experience designing, managing, or advising public-private partnerships that combine public sector and private sector finance to advance development projects in the mining sector.
• Documented thought leadership within the mining and development sector, including a record of publications in relevant journal articles or technical reports.
• Direct experience working with public or private sector funders welcomed.
• Proficiency in at least one language other than English (French and/or Spanish most preferred).

Strong preference will be given to candidates based in the Washington, DC area. Candidates outside the DC area may be considered if they reside in one of the following states where Pact is registered to employ staff: CO, DC, ID, MA, MD, MI, NV, and VA. This is a hybrid role requiring two in-office days per week.

The salary for this position is determined based on a wide variety of factors including but not limited to an individuals skill sets, experience, training, certifications, education, as well as business needs and internal equity. At Pact, employees are typically not hired at the top of the range for their role and compensation decisions are made based on the aforementioned circumstances. A reasonable estimate of the current range is $130,000-$180,000
