What We’re Looking For

Oxford is looking for a leader to shape how we work with Associate Vendors and build our approach to nearshore and offshore delivery. Today, vendor relationships support several distinct business needs, including access to specialized talent, H-1B supply, and delivery capacity in other markets. This role will assess how those relationships operate today, identify where greater structure is needed, and develop a strategy that supports growth, delivery quality, sound economics, and appropriate oversight.

You’ll work closely with executive leadership and partner across Sales, Recruiting, Legal, Finance, and HR. The right person can move between the details of bill rates, vendor performance, and delivery models and the broader decisions those details inform. You’ll bring experience building vendor or global delivery capabilities, along with the judgment to recommend a practical operating model for Oxford.

What You’ll Do:

• Assess Oxford’s current Associate Vendor network, how relationships are managed, and the distinct needs each vendor supports. Develop a clear view of existing capabilities, gaps, economics, and risks.

• Recommend a vendor strategy that distinguishes among different use cases, including specialized talent supply, H-1B-related supply, and nearshore/offshore delivery. Define where Oxford should strengthen existing partnerships or build new capabilities.

• Design a more consistent approach to vendor selection, due diligence, onboarding, contractual review, performance management, and ongoing oversight in partnership with the teams responsible for each area.

• Evaluate nearshore and offshore markets and delivery partners based on capability, quality, cost, scalability, and fit with Oxford’s client needs. Help determine where external partnerships or other delivery models make the most sense.

• Establish meaningful measures for vendor and delivery performance, including quality, fill rates, service levels, bill rates, margin, and other measures that help leaders make informed decisions.

• Work with Recruiting and Sales leaders to understand how vendors are used in practice and recommend processes that support adoption while giving Oxford more consistent visibility and control.

• Partner with Legal, HR, and other stakeholders on contractual and compliance considerations associated with vendor relationships and cross-border delivery.

• Translate detailed operational and financial findings into clear recommendations for Oxford’s executive team, including the resources and decisions needed to put the strategy into practice.

• Lead implementation of the agreed operating model and refine it as Oxford learns what works across its businesses and markets.

What You Bring to the Table:

• Significant experience in vendor strategy, global delivery, staffing operations, or professional services, including senior-level responsibility for nearshore or offshore programs across multiple markets.

• Strong command of staffing and delivery economics, including bill rates, pay rates, margin, and the financial tradeoffs among delivery models.

• Experience creating vendor governance practices, such as selection standards, due diligence, onboarding, service expectations, and performance reviews.

• An understanding of how recruiters and sales teams work with vendors in a staffing or professional services business.

• The ability to assess an existing operation, identify priorities, and turn findings into a strategy that can be implemented.

• Sound judgment when working through contractual, worker classification, immigration, and cross-border considerations with Legal, HR, and other specialists.

• Executive-level communication skills and the ability to build credibility with both operational teams and senior leadership.

What We Bring to the Table: 

Salary Range

The reasonably expected annual base compensation range for this position is $146,000–$176,000. This range reflects the minimum and maximum targets for new hires across the United States. Within the range, individual compensation is determined by job-related skills, experience, geographic location, and applicable state or local laws.

Bonus Eligibility

This position is also eligible for a performance-based bonus, resulting in on-target earnings (OTE) of $175,000–$220,000. Bonus eligibility and payments are subject to the terms of the applicable incentive compensation plan.
