Role Overview

Senior Development Finance & PPP Expert
 United States – Remote (Washington, DC area preferred)
 Contractor | Hourly

Delphos is seeking a Senior Development Finance & PPP Expert to support our financial and transaction advisory mandates, with a focus on project-financed energy and infrastructure transactions across emerging and frontier markets.

Working alongside our Energy & Infrastructure team, the Expert will provide senior-level advisory support across project preparation, PPP structuring and bankability, blended finance, DFI and concessional capital solutions, private capital mobilization, and financial structuring.

The role will also support donor- and DFI-funded project preparation assignments, including feasibility studies and technical assistance engagements funded by organizations such as USTDA, the World Bank Group, and other bilateral and multilateral institutions.

Key Responsibilities

Key areas of responsibility include:

• Structuring bankable PPPs and advising on project documentation, risk allocation and financing requirements
• Identifying and structuring DFI, ECA, climate fund and blended/concessional finance solutions
• Supporting projects from feasibility and financing through construction and implementation
• Advising governments, SOEs, PPP units, developers and other public- and private-sector clients
• Mobilizing private debt and equity for infrastructure projects in emerging markets

Requirements

We are looking for someone with:

• 15+ years of relevant experience in development finance, infrastructure/project finance, PPP advisory, project preparation or transaction advisory
• Demonstrable experience with DFIs and PPP transactions in emerging markets
• Strong knowledge of blended finance and capital mobilization structures
• Experience with donor/DFI/government-funded feasibility studies, technical assistance or project preparation assignments
• Recent comparable advisory or transaction experience
• Experience across sectors such as energy/power, critical minerals, transport & logistics, digital infrastructure/ICT or water is preferred

U.S. work authorization is required. Candidates must also be eligible to work on USTDA-funded projects. Travel may be required up to 25%.
