As an asset based lender, this position plays a central role in ensuring the overall collateral quality held by CHFA.  As such, the incumbent serves as an expert and liaison throughout the company providing technical/knowledge support, advice, and recommendations for complex and difficult commercial real estate, appraisal, valuation, economic, and market condition matters. This positions reports to the Manager of Asset Quality and Commercial Loan Servicing.

essential functions

Appraisal/Evaluation:

Review appraisals ensuring they meet applicable appraisal standards and that reported values are reasonable and supportable.
Complete an Appraisal Review Report for the loan file and be available to answer questions from the applicable loan officer, Loan Committee, or other interested CHFA parties.
Prepare annual evaluations on CHFA’s multi-family and commercial properties loan portfolio.
Provide valuation assistance for loan closings when appraisals have become more than 12-months old.
Engage third party appraisers for commercial lending appraisals.
Maintain and update CHFA’s Appraisal and Review Guidelines on a biannual basis.

Tax Credit Market Study:

Discuss market areas with third party market analysts prior to Tax Credit submissions.
Review and analyze submitted market studies; provide a summary report to Tax Credit officer outlining the review, analyses, recommendations, and any concerns regarding the proposed project; and be available for questions at Tax Credit Committee.
Annual update of LIHTC Statewide Income Eligibility Tables.
Update and maintain existing LIHTC property data spreadsheet and maps.
Assist in annual update of LIHTC QAP.

Section 8 Rent Comparability Study:

Review Section 8 rent comparability studies (RCS) and complete required HUD review forms.  Be available for any questions from CHFA and/or HUD staff regarding the study.

Market/Economic Conditions:

Obtain and maintain third party market data sources (e.g. Apartment Insights, CoStar, and Ribbon Demographics).
Monitor apartment and general market conditions throughout the state; provide technical support and advice upon request.
Present to Tax Credit Committee, Special Asset Team, Leadership Team, and other internal groups regarding general market conditions.

Special Projects:

Complete valuation and/or market related projects upon request

knowledge, skills, and ability

Must possess:

Knowledgeable in

real property issues and rights (e.g. construction, design, management, lending, taxation, easements, eminent domain, environmental, etc.) 
valuation methodologies and techniques 
appraisal and review standards (e.g. USPAP, FIRREA, HUD, etc.)  
market data research

Knowledge of the LIHTC, New Market Tax Credit, Section 8 programs. 
Strong financial analysis, economic, verbal and written communication, planning, and organizational skills with an attention to detail required. 
Exceptional verbal communication and presentation skills, with the ability to effectively convey complex market data, valuation concepts, and recommendations to senior leadership audiences to support informed organizational decision-making.
Must be able to multi-task and work with a wide range of people with diverse interests. 
Must possess a working competency in all software typically used in the appraisal, lending, and affordable housing industries.

experience and education

Bachelor’s degree in Business, Finance, Real Estate, Economics, or a related field, or an equivalent combination of relevant education, training, and professional experience.
Must be a Certified General Appraiser in Colorado and demonstrate compliance with continuing education requirements.
MAI designation preferred.
10+ years of commercial real estate appraisal experience in various property types, with 3+ years of commercial review experience with various property types preferred.
Primary experience in multifamily property desired; experience in all property types as well as affordable housing programs preferred.
Demonstrable skills in financial and economic analyses.
Excellent data research skills.
Experience with appraisal and market study analysis and review.
Proven ability to multi-task and work with a wide range of people with diverse interests.
Experience with the LIHTC and New Market Tax Credit programs is desirable.

The incumbent in this position will perform the essential functions of the position primarily in an office environment, which requires sitting for long periods at a desk. Must be able to assess the physical condition of the properties which may require accessing areas such as individual units, roofs, basements, boiler rooms, common areas, etc., which may or may not be handicapped accessible.  To access these areas, the incumbent may be required to walk, crawl, climb, and move and position items.This position requires travel within the state, including occasional overnight trips.
