General Purpose of Job

To assist Child Protective Investigators (CPIs) with requests for services intended to prevent removal of children from their families. Evaluate referrals for front-end family preservation type services; assign and staff cases to the appropriate provider; troubleshoot barriers to services; analyze trends and needs; review requests for ancillary paid services needed throughout the investigation; participate in case staffings as needed, as well as contract monitoring activities; provide case management for Family Support Services (FSS) cases that are deemed to be “safe but high risk” by DCF Investigations.  This position may also be expected to schedule and facilitate Case Transfer Staffings (CTS), which are district-wide staffings between DCF Investigations and the Case Management Organizations (CMOs) for case transfer.

Essential Duties and Responsibilities

Receive and review referrals for a variety of family preservation services and assign and staff cases to appropriate provider.
Assesses and identifies needs of families as referred by CPI, to provide resources and referrals to families as indicated by assessing needs; includes referrals for resources and services including childcare, Medicaid, mental health referrals, emergency shelter/housing, transportation, and other resources as defined by federal, state, local, and judiciary requirements.
Track referrals to determine provider responsiveness and to confirm family engagement in services.
Assign and complete Parent Needs Assistance (PNA) referrals.
Work with Department of Children and Families and Department of Juvenile Justice on early identification of potential “lock-out” situations and teens at risk of entering the child welfare system.  Once identified work with parents and youth to prevent the lock-out and preserve the family.
Coordinate, schedule, and facilitate circuit-wide staffings between Department of Children and Families Child Protection Investigations Department and Case Management Organizations.

Work with the Utilization Management Team to prepare initial authorization of paid, purchased, and contracted services funded by the Lead Agency within three (3) working days of the case transfer staffing for child(ren) that require ongoing protective services.
Complete Home Studies on occasion as needed.
Complete field visits/home visits on occasion as needed.
Review staffing packets for accuracy and thoroughness of information.
Participate in C13 Community Interagency Staffing calls as needed.
Enter data into automated systems including FSFN (Florida Safe Families Network) and CCWIS (Comprehensive Child Welfare Information System).
Produce reports as requested.
Works in collaboration with system and community stakeholders to assist relatives and non-relatives so children can remain with family/friends and prevent them from entering the system of care.
Attends community meetings as assigned.
Establish an effective communication system with the Child Protective Investigators and other providers for the exchange of all appropriate information.
Monitors email on a daily basis.
Performs other related duties as required.

Working HOurs

CNHC’s believes in work life balance for all employees. This is an in-office position, Monday-Friday from 8:00am to 5:00pm averaging forty (40) hours per week. Working hours may vary based on business needs.

Travel

Travel within Hillsborough County is required. Occasional travel to surrounding counties may be required.

Training

All employees are required to complete fifteen (15) hours of training annually, which may be completed online or in a classroom setting. Employees who hold a credential or license relevant to their position must ensure that all training and continuing education requirements are met to maintain their credential or licensure.

Supervisory Responsibilities

This position does not have supervisory responsibilities.

 
Qualifications:  

EDUCATION and EXPERIENCE requirements

Bachelor’s Degree from a four-year accredited college or university in social work, counseling, human services, psychology, or related field, and two (2) years of child welfare related experience is preferred.
Child Welfare Professional Certification required.

Valid driver’s license required, with proof of insurance.
Driver’s license check is a requirement.

Criminal background screening (fingerprinting) (Local Law Enforcement and FBI/FDLE) (Required).
Drug Screening is a requirement.
Children’s Network participates in E-Verify.

Other Requirements

Skills and Abilities

Must be skilled in assessing family needs, coordinating and tracking service referrals, and ensuring provider responsiveness and family engagement. Experienced in crisis intervention and family preservation, including preventing “lock-out” situations and youth entry into the child welfare system. Adept at facilitating multi-agency staffings, preparing authorizations, conducting home visits, and maintaining accurate documentation. Proficient in FSFN, CCWIS, Microsoft Office Suite, and other case management systems, with strong communication, organizational, and collaboration skills. Knowledgeable in community resources and able to manage multiple priorities to support program goals.

Language Skills

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedural manuals.  Ability to effectively present information and respond to questions from managers, clients, customers, and the general public.

Mathematical Skills

Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Reasoning Ability

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  Ability to be proactive, as well as handle problems involving several concrete variables in standardized situations. Ability to define problems, collect data, establish facts, and draw valid conclusions.

Physical Demands

The physical demands of this position are generally moderate. The role may require extended periods of sitting, standing, and using a computer. Occasional lifting of office supplies, files, or materials up to 25 pounds may be required. WORK ENVIRONMENT

This is an in-office-based position focused on administrative work, where the noise level may be moderate. This role may involve occasional travel among agency locations, extended periods of computer work, and frequent interactions across multiple departments.
