The Opportunity:
The Requirements Traceability Manager will own and manage end-to-end requirements traceability across a large-scale Agile program, ensuring that strategic themes, portfolio epics, features, and program milestones are accurately connected within the program’s agile work management tools. The role will initially manage traceability within Jira and will support the program’s eventual transition to ServiceNow. The Requirements Traceability Manager will establish, maintain, monitor, and report traceability across the following relationships: Strategic Themes → Epics → Capabilities → Features → Stories

Responsibilities:

• Own and maintain end-to-end requirements traceability across Strategic Themes, Epics, Capabilities, Features, Stories, ITFRs, and Program/IMS Milestones.
• Manage traceability within Jira, with responsibility transitioning to ServiceNow as the program migrates platforms.
• Establish and maintain traceability standards, required relationships, fields, and data-quality expectations across Portfolio, Solution, ART, and Team levels.
• Partner with LPM and Portfolio-level leads to coordinate the creation, decomposition, alignment, and maintenance of Epics and Capabilities.
• Support Product Management and ART-level leads with coordinating Feature creation, decomposition, refinement, and alignment to approved Epics and Capabilities.
• Drive standardization of Epics, Capabilities, and Features, including structure, required information, naming conventions, relationships, and minimum readiness criteria.
• Ensure Features are appropriately mapped to Epics/Capabilities and Stories are appropriately mapped to Features, maintaining bidirectional traceability throughout delivery.
• Coordinate with appropriate stakeholders to ensure ITFRs and Program/IMS Milestones are mapped to the Features responsible for satisfying or supporting them.
• Conduct recurring traceability and data-quality reviews to identify and drive resolution of orphaned, missing, duplicate, or incorrectly linked work items.
• Develop and maintain dashboards, reports, and metrics that provide visibility into traceability completeness, gaps, and overall data quality.
• Support Portfolio and ART Backlog Refinement, PI Planning, Portfolio Syncs, and other planning/governance activities where backlog structure and traceability are established or validated.
• Collaborate with LPM, Product Management, RTEs, Product Owners, Business Analysts, Architects, and other stakeholders to resolve backlog and traceability gaps.
• Provide guidance and training to stakeholders on backlog hierarchy, traceability standards, and proper Jira/ServiceNow usage.
• Support the Jira-to-ServiceNow migration, including data mapping, relationship validation, reconciliation, and verification that traceability is preserved.

Qualifications:

Required: 

• Must be a U.S. Citizen with the ability to pass background investigation, criteria include but is not limited to: 3-year check for felony convictions, 1 year check for illegal drug use, 1 year check for misconduct such as theft or fraud
• College degree (B.S.)
• Excellent verbal and written communication skills.
• Minimum five (3+) years’ experience in technical writing for software development projects.
• Familiarity with SAFe or Agile methodologies.
• Strong skills with MS Office tools (Excel, Word, Project, Visio) and SharePoint

The proposed salary range for this position is:

$75,200-$158,100
