Quality Assurance and Compliance Manager

Job Details: Job Location: UCP of Central Arizona Laura Dozer Main Campus - Phoenix, AZ, Salary Range: Undisclosed, The Quality Assurance & Compliance Manager provides organization-wide leadership and oversight of UCP’s quality management, regulatory compliance, audit and licensing readiness, and continuous improvement activities. Serving as UCP’s Compliance Officer and centralized compliance resource, this position interprets regulatory, contractual, licensing, and quality requirements; identifies organizational risks and compliance gaps; and develops practical solutions, internal controls, and standardized workflows that support both regulatory requirements and effective business operations.

The position leads the development and monitoring of UCP’s quality management and continuous readiness framework, including internal compliance reviews, corrective action monitoring, survey administration, policy and SOP governance, Business Continuity planning, HIPAA compliance monitoring, and organizational preparedness. Working collaboratively with program and department leadership, the Quality Assurance & Compliance Manager promotes consistent practices, measurable quality outcomes, regulatory readiness, and shared accountability across all UCP programs and services.        

Essential Functions:

Organization-Wide Compliance & Regulatory Readiness

Serve as UCP's centralized resource for regulatory compliance, quality assurance, audit preparedness, and continuous organizational readiness.
Maintain organization-wide visibility of regulatory, contractual, licensing, accreditation, and quality requirements, including deadlines, renewals, audits, findings, and corrective actions.
Develop and maintain compliance calendars, dashboards, tracking systems, documentation, and standardized readiness workflows.
Partner with program and department leaders to assess compliance, identify gaps, coordinate corrective actions, and maintain required documentation.
Monitor regulatory, licensing, contractual, and industry changes and communicate applicable requirements and organizational impacts to leadership.
Develop and implement compliance best practices, internal controls, monitoring processes, and standardized protocols.
Conduct internal compliance and quality reviews and monitor corrective actions through resolution.

Audit, Survey & Licensing Preparedness

Coordinate organizational readiness for audits, licensing reviews, regulatory surveys, monitoring visits, and other external compliance reviews.
Coordinate documentation, internal reviews, readiness activities, and follow-up requirements with program and department leadership.
Track audit findings, corrective action plans, required submissions, and ongoing monitoring through completion.
Develop and maintain standardized audit-readiness tools, checklists, workflows, and documentation practices.
Support internal and external survey administration and required quality reporting.

Regulatory, Contract & Industry Relations

Serve as a primary organizational contact for applicable regulatory entities, licensing agencies, state contracts, RFQVA requirements, and external compliance partners.
Represent UCP in relevant regulatory meetings, provider forums, industry associations, committees, and stakeholder groups.
Monitor regulatory and legislative developments affecting Arizona's disability and human services community and communicate relevant changes to leadership.
Maintain productive relationships with regulatory agencies, funding sources, industry associations, and community partners.
Advise leadership of emerging requirements, compliance risks, and potential organizational impacts.

Quality Management & Continuous Improvement

Develop and maintain UCP's organization-wide quality management framework and monitoring processes.
Partner with program leadership to establish and monitor quality indicators, performance measures, outcomes, and improvement initiatives.
Analyze compliance and quality data to identify trends, risks, performance gaps, and opportunities for improvement.
Support program evaluation, outcome measurement, data integrity, and external quality reporting.
Identify and implement best practices that strengthen service quality, operational consistency, compliance, and organizational effectiveness.
Provide compliance and quality support related to incident reporting, investigations, and corrective actions.

Policy, Procedure & Document Governance

Oversee organizational policy administration and UCP's centralized policy and Standard Operating Procedure (SOP) repositories.
Establish and maintain workflows for policy and SOP development, review, approval, revision, version control, distribution, retention, and accessibility.
Partner with program and department leaders to ensure policies and procedures remain current and aligned with regulatory, contractual, licensing, and operational requirements.
Promote consistent documentation standards and accountability for maintaining current organizational policies, procedures, and compliance records.

Business Continuity & Organizational Preparedness

Manage UCP's Business Continuity Plan (BCP) and organizational preparedness framework.
Coordinate periodic review, updates, testing, documentation, and readiness activities with program and department leadership.
Monitor follow-up activities and ensure continuity plans remain aligned with organizational operations, identified risks, and regulatory requirements.

Privacy, HIPAA & Organizational Risk

Serve as UCP's Compliance Officer and oversee the administration and monitoring of organizational compliance practices.
Monitor HIPAA and protected health information requirements and conduct appropriate compliance reviews.
Partner with UCP's Privacy Officer, Information Technology, Human Resources, and operational leadership regarding privacy, information protection, and organizational risk.
Maintain processes for documenting, reviewing, investigating, resolving, and tracking applicable compliance concerns and complaints.
Identify compliance risks and recommend practical corrective or preventive actions that support regulatory requirements and operational effectiveness.

Qualifications: Minimum Qualifications:

Bachelor’s degree in related field and/ OR, any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved in the health and human services field.

3- 5 years managed care and quality risk or quality assurance management and compliance experience.
Knowledge of health care administration system.
Computer skills: proficient with Microsoft Office programs (Word, Excel, and Outlook), Sharepoint, cloud-based platforms and share file environments.
Must demonstrate knowledge of state insurance programs i.e. AHCCCS, DDD, Medicare and/or private insurance
Be familiar with a variety of relevant concepts, practices, and procedures including to Standard Level of care and CMS guidelines.
Must pass background checks as required by law and UCP. 
Must have a valid driver’s license and meet our insurance provider’s requirements for insurability. 
Must be able to obtain an AZ Level 1 Fingerprint Card

Certified Professional in Healthcare Quality (CPHQ)
HIPAA certified
Professional Healthcare Compliance Certification
Supervisory experience
