Job Description: Qualified Professional (QP)

Position Summary:

The Qualified Professional (QP) is responsible for the provision, coordination, and oversight of behavioral health services to individuals with mental health, intellectual/developmental disabilities (IDD), and/or substance use disorders. The QP ensures that all services are delivered in accordance with North Carolina Department of Health and Human Services (NC DHHS) regulations, Medicaid clinical coverage policies, and accreditation standards. This role provides clinical leadership, staff supervision, and quality oversight while maintaining compliance with documentation, service delivery, and performance improvement requirements.

Essential Duties and Responsibilities:

1. Clinical Service Delivery & Oversight

Complete and/or oversee Comprehensive Clinical Assessments (CCA).
·
Develop, implement, and monitor Person-Centered Plans (PCP) and treatment plans in  accordance with Clinical Coverage Policy 8F.

·
Ensure services are person-centered, trauma-informed, and promote community integration consistent with HCBS standards.
·
Monitor client progress and adjust interventions based on clinical need.

2. Documentation & Compliance
·
Ensure all documentation is completed within 24 hours of service delivery.
Maintain ≥95% documentation timeliness monthly.

Ensure records meet NC DHHS and **The Joint Commission standards for accuracy, completeness, authentication, and confidentiality.
·
Ensure compliance with billing, service authorization, and Medicaid requirements.
·
Participate in internal audits, external reviews, and corrective action plans.

3. Staff Supervision & Oversight
·
Provide clinical supervision to Associate Professionals (APs) and Direct Support Professionals (DSPs).
·
Review, approve, and sign off on staff documentation as required.
·
Conduct staff training, competency validation, and performance coaching.
·
Ensure staff operate within scope of practice and service definitions.
4. Quality Improvement & Performance Management

·
Participate in Performance Improvement (PI) initiatives, including outcome tracking and data analysis.
·
Assist in policy development and continuous quality improvement efforts.
·
Utilize data to improve client outcomes and compliance performance.

5. Risk Management & Safety
·
Review and respond to incident reports and ensure appropriate follow-up.
·
Implement crisis intervention and safety planning, including suicide risk protocols.
·
Participate in emergency preparedness and infection control activities.
·
Maintain compliance with HIPAA and confidentiality requirements.

6. Care Coordination
·
Coordinate services with LME/MCOs, medical providers, schools, and community partners.
·
Participate in interdisciplinary team meetings.
·
Advocate for client access to appropriate services and supports.

Minimum Qualifications (NC DHHS QP Criteria)

·
Bachelor’s degree in human services + 2 years experience; OR
·
Master’s degree in human services + 1 year experience
Preferred Qualifications

·
NC licensure (LCSW, LCMHC, LMFT, LCAS, RN, etc.)
·
Experience with Medicaid services and Innovations Waiver
·
Familiarity with **The Joint Commission standards
Knowledge, Skills, and Abilities

·
Strong knowledge of NC DHHS regulations and Medicaid compliance
·
Ability to supervise staff and ensure documentation accuracy
·
Strong organizational and crisis management skills
·
Proficiency with EHR systems
Working Conditions
