Proposal Manager

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Proposal Manager based in United States.

This role is responsible for leading complex Federal proposal efforts that directly support business growth and competitive positioning.
You will manage major strategic pursuits valued at $100M–$300M+ while simultaneously coordinating task orders, BPAs, IDIQs, and rapid-turn opportunities.
The position combines disciplined proposal management with hands-on writing, editing, compliance, facilitation, and production responsibilities.
You will translate solicitation requirements, customer insights, win themes, and technical solutions into compelling, evaluator-focused proposals.
Working across capture, technical, pricing, contracts, recruiting, and executive teams, you will coordinate diverse contributors and maintain momentum under tight deadlines.
You will also help strengthen and scale capture-to-proposal processes, tools, templates, review practices, and performance metrics.
This is a hands-on leadership opportunity for an experienced Federal proposal professional who thrives in complex, high-volume environments and can balance strategic oversight with direct execution.

Accountabilities:

• Lead complex Federal proposals from solicitation analysis through final submission, including strategic pursuits valued at $100M–$300M+ and multiple concurrent task-order and rapid-response opportunities.
• Develop and manage proposal schedules, compliance matrices, outlines, assignment matrices, review schedules, production plans, and submission requirements.
• Translate solicitation requirements and evaluation criteria into clear proposal strategies, section structures, writing assignments, and reviewer guidance.
• Lead kickoff meetings, daily standups, solution sessions, color-team reviews, recovery meetings, compliance reviews, and final production activities.
• Maintain rigorous compliance with solicitation instructions, evaluation criteria, amendments, Q&A, page limits, formatting requirements, and submission procedures.
• Partner with capture managers to translate customer insights, competitive positioning, win themes, discriminators, and solution concepts into evaluator-focused content.
• Personally write, rewrite, edit, and integrate proposal content when required, maintaining a hands-on role throughout development.
• Identify content weaknesses, gaps, inconsistencies, unsupported claims, and compliance risks early enough for corrective action.
• Coordinate subcontractor and partner inputs, resumes, past performance, technical contributions, and other proposal data calls.
• Coordinate graphics, desktop publishing, document production, final quality control, and electronic submission.
• Lead proposals involving multiple technical disciplines, business units, subcontractors, consultants, and executive stakeholders.
• Facilitate development of technical, management, staffing, transition, past-performance, and corporate-experience narratives.
• Manage multiple task-order, BPA, IDIQ, and rapid-turn proposals concurrently while tailoring the level of process to each opportunity.
• Support RFIs, sources-sought responses, capability statements, oral presentations, and other growth-related submissions.
• Partner with leadership and cross-functional teams to improve capture-to-proposal handoffs, readiness criteria, gate reviews, color-team processes, compliance reviews, and post-submission activities.
• Develop and maintain templates, checklists, standard operating procedures, reusable content, review guidance, and proposal-management tools.
• Track proposal metrics including volume, win rates, review findings, compliance issues, production performance, and lessons learned.
• Establish clear roles, deadlines, and accountability across proposal teams and provide constructive editorial and strategic direction under deadline pressure.
• Mentor proposal coordinators, writers, technical contributors, and less-experienced proposal professionals.

Requirements:

• 8–12+ years of progressively responsible Federal proposal management, proposal development, capture/proposal integration, or related experience.
• Demonstrated experience serving as the lead Proposal Manager on major Federal procurements, preferably including $100M–$300M+ proposals.
• Experience managing multiple concurrent proposals, including task-order and rapid-turn competitions.
• Strong knowledge of Federal procurement processes and proposal practices, including FAR-based acquisitions, IDIQs, GWACs, BPAs, task orders, and best-value competitions.
• Proven ability to develop compliance matrices, proposal outlines, schedules, writing assignments, review plans, and production schedules.
• Strong understanding of Federal evaluation methodologies and the ability to organize responses so evaluators can quickly identify compliance, strengths, discriminators, proof points, and benefits.
• Experience leading Pink Team, Red Team, Gold Team, compliance, and final-production reviews.
• Exceptional writing, rewriting, editing, and document-integration skills.
• Ability to translate complex technical information into clear, persuasive, evaluator-focused proposal language.
• Experience coordinating subcontractors, consultants, subject-matter experts, executives, and geographically distributed proposal teams.
• Ability to work independently, manage competing priorities, and make sound decisions under compressed deadlines.
• Strong interpersonal, facilitation, organizational, project-management, and executive communication skills.
• Advanced proficiency with Microsoft Word, PowerPoint, Excel, SharePoint, Teams, and collaborative document-development environments.
• Bachelor’s degree or equivalent combination of education and relevant experience.
• Experience supporting Federal science, engineering, environmental, or mission-technology customers is preferred.
• Experience with proposals involving science, engineering, environmental services, AI/ML, cloud/HPC, cybersecurity, software development, data systems, or mission-critical IT is a plus.
• Experience working for a growing small or mid-tier Federal contractor where hands-on proposal execution is expected is preferred.
• Experience supporting unrestricted and small-business acquisitions is beneficial.
• Experience with technical solution development, oral presentations, scenario-based evaluations, or technical challenges is a plus.
• Experience supporting proposal pricing, staffing, workshare, and teaming strategy development is desirable.
• Experience developing or improving formal business development, capture, and proposal processes is preferred.
• Shipley training, APMP certification, or equivalent formal proposal-management training is beneficial.
• Experience with TechnoMile CRM, GovWin IQ, SharePoint, and Federal opportunity-tracking systems is a plus.
