Program Manager

Program Management, 3–5 years' experience

Position Summary

As a Program Manager, you will move strategic initiatives forward from concept through delivery by defining requirements, driving execution, and delivering measurable outcomes that meet client needs and business objectives. This role blends product thinking (requirements, vision, strategy, and roadmap) with disciplined program management (milestone planning, dependency management, stakeholder alignment, and delivery).

Key Responsibilities

1. Requirements and Discovery

• Define, document, and prioritize user stories and requirements based on research, customer feedback, and business objectives.
• Serve as the voice of the client, advocate for client needs, and define clear acceptance criteria.
• Assess feasibility, analyze stakeholders, and evaluate risks to determine viability.

2. Vision, Strategy, and Roadmap

• Contribute to program vision, strategy, and roadmap in alignment with client business objectives.
• Partner with peers supporting the same or adjacent stakeholders to keep roadmaps aligned.
• Translate strategic goals into structured program plans with clear timelines, owners, success criteria, and go/no-go gates.

3. Program Delivery and Accountability

• Own delivery from ideation through deployment, including milestone planning, dependency management, risk identification, and stakeholder alignment.
• Drive accountability across engineering, operations, design, data science, and vendor partners so deliverables ship on time and blockers are escalated quickly.
• Manage shared resource constraints, inter-program dependencies, and external blockers across concurrent initiatives.
• Manage change requests and keep scope, timelines, and costs aligned.

4. Cross-Functional Collaboration

• Work with client stakeholders to understand needs, pain points, and priorities, and communicate solutions, timelines, and trade-offs clearly.
• Partner with design to bring requirements and vision to life, and with engineering on requirements, resources, timelines, blockers, and sprint rituals.
• Partner with data science teams to guide data-informed feature decisions.
• Escalate blocking issues to client and Astreya Strategic Team leadership as needed, and lead regular status meetings, presentations, and executive briefings.

5. Launches, Readiness, and Adoption

• Plan and execute launches and feature releases, including launch plans, demos, and training.
• Develop test plans, facilitate user acceptance testing against acceptance criteria, and fold feedback back into plans and roadmaps.
• Champion end-user readiness by addressing adoption, usability, and operational readiness.
• Use phased rollouts where appropriate, such as piloting at limited scope, defining promotion criteria, and scaling based on validation.
• Verify data validation and cross-system consistency before production deployments.

6. Metrics, Reporting, and Continuous Improvement

• Define KPIs (for example, cycle time reduction, error rate improvement, and efficiency gains) and maintain centralized dashboards and reports for features, roadmaps, and outcomes.
• Report outcomes to leadership clearly, and use data analysis and visualization to inform decisions and drive results.
• Lead post-launch reviews to capture lessons learned and best practices, and promote consistent program management standards.
• Stay current on industry trends, emerging technologies, and best practices.

Required Skills and Qualifications

1. Technical and Professional Skills

• Program management rigor: a demonstrated ability to run multi-workstream programs, track deliverables across teams, hold stakeholders accountable, and drive decisions amid ambiguity.
• Experience with development tools such as Jira, Asana, or Trello, plus a solid understanding of software development lifecycles and Agile methods (Scrum, Kanban).
• Experience with data analysis and visualization tools such as Tableau or Power BI.
• Enough technical fluency to partner with engineering on APIs, data pipelines, integrations, and deployment decisions, including automation safety such as validation and human-in-the-loop judgment.
• Strong analytical and problem-solving skills for complex challenges.
• Excellent written and verbal communication, collaboration, and program management skills.
• Familiarity with LLM platforms and agentic AI tools (for example, Claude, GPT, and Gemini), with hands-on experience using AI agent frameworks to automate workflows and coordinate multi-step tasks preferred.

2. Leadership and Interpersonal Skills

• Resourceful, entrepreneurial mindset with a strong work ethic and the ability to think on your feet.
• Proven ability to lead cross-functional teams in dynamic, fast-paced, and often ambiguous environments.
• A track record of managing competing priorities and meeting deadlines.
• Strong facilitation skills with the ability to weigh trade-offs and drive stakeholders to decisions.
• Ability to distill complex technical programs into clear leadership updates.

3. Industry Experience

• 3–5 years of experience in program management, product management, or a related field.
• Experience managing enterprise-level projects with multiple stakeholders.
• Familiarity with network operations, ticketing, and dispatch workflows (including SLA and MTTR concepts) is a plus but not required.
• Familiarity with data center and fiber optic networking software solutions or utility operations software is a plus but not required.

Education and Certifications

• Bachelor's degree in Computer Science, Engineering, Business Administration, or a related field is required.
• Product, program, or Agile certifications are a plus but not required.

Additional Requirements

• Ability to travel occasionally to company sites as needed.
• Flexibility to work extended hours or weekends when timelines require.

Salary Range

$92,880.00 - $154,800.00 USD (Salary)

• Please note that the salary information provided herein is base pay only (gross); it does not include other forms of compensation which may or may not apply to this specific position, namely, performance-based bonuses, benefits-related payments, or other general incentives - none of which are guaranteed, may be subject to specific eligibility requirements, and are wholly within the discretion of Astreya to remit.
• Further, the salary information noted above is a range that consists of a minimum and maximum rate of pay for this specific position. Where an applicant or employee is placed on this range will depend and be contingent on objective, documented work-related considerations like education, experience, certifications, licenses, preferred qualifications, among other factors.
