About the Opportunity

DMI, LLC is seeking an opportunity for a Project Manager to lead delivery of a ServiceNow service management maturity, support, and development program for the U.S. Senate Sergeant at Arms (SAA). The program runs in two phases: an assessment and planning phase producing a current-state baseline, future-state service delivery model, and prioritized implementation roadmap; followed by iterative implementation against the customer-approved roadmap.

The Project Manager is the single accountable point for schedule, budget, risk, and a deliverable set spanning project management, governance, implementation, testing, training, organizational change management, and closeout. The role runs an Agile delivery cadence inside a formal Government acceptance process, so the right candidate is fluent in both sprint mechanics and deliverable discipline, and does not treat either as overhead.

Duties and Responsibilities:

• Project Planning and Schedule
• Develop the Project Plan covering approach, schedule, milestones, activities, dependencies, resources, deliverables, and proposed delivery methodology, due within 20 business days of award.
• Develop, monitor, and maintain the project schedule and product backlog; track and report progress against both.
• Maintain the deliverable cadence map aligning every required deliverable to a specific sprint, release, or phase timeline, kept current throughout the period of performance.
• Deliverable and Acceptance Management
• Track and manage all deliverables through draft, Government review and comment, and formal written COR acceptance.
• Produce the Weekly Status Report covering accomplishments, planned activities, schedule status, deliverable status, risks and issues, dependencies, decisions needed, and upcoming milestones.
• Manage rework and resubmission when a deliverable is rejected, without losing the underlying delivery cadence.
• Agile Delivery
• Serve as Scrum Master for the delivery team: facilitate ceremonies, remove impediments, and protect sprint scope.
• Implement Agile project management methodologies in practice, adapting where Government acceptance gates are sequential rather than iterative.
• Support release and sprint planning, including scope, user stories, acceptance criteria, dependencies, testing, and change management considerations.
• Risk, Issue, and Financial Management
• Identify, assess, and mitigate risks and issues; own the Risk, Issue, Action, and Decision Log throughout the period of performance.
• Track and manage budget, burn, and resource utilization against funded scope.
• Escalate funding, dependency, and technical feasibility constraints that affect roadmap sequencing.
• Stakeholder Communication
• Develop, monitor, and maintain the project schedule and product backlog; track and report progress against both. Maintain the deliverable cadence map aligning every required deliverable to a specific sprint, release, or phase timeline, kept current throughout the period of performance.
• Serve as the primary management interface to the COR and customer leadership.
• Ensure the use of industry best practices, techniques, and standards across the delivery team.
• Brief status, risk, and recommendations in plain language to technical and non-technical audiences.

Qualifications

Education, Certification, and Years of Experience:  

• Bachelor of Science degree.
• Project Management Professional (PMP) certification.
• Four to six years of relevant project management experience.

Required Skills and Qualifications: 

• Demonstrated experience managing enterprise IT service management or platform implementation projects of comparable scope and complexity.
• Demonstrated ability to serve as Scrum Master and implement Agile project management methodologies in practice.
• Working familiarity with Waterfall methodologies and the ability to operate in a hybrid delivery environment.
• Demonstrated experience managing a formal Government deliverable set through draft, review, and written acceptance.
• Experience managing project budget and reporting financial status to a Government customer.
• Experience owning a risk and issue register and driving mitigation to closure.
• Exceptional interpersonal skills and a proven ability to build and maintain effective working relationships with all project stakeholders.
• Strong written and verbal communication skills.
• Ability to successfully complete the background investigation required for U.S. Senate facility and system access, and to meet ongoing personnel security reporting requirements. [Confirm investigation level and adjudication timeline.

Additional Requirements:

• Prior Legislative Branch, U.S. Senate, or Capitol Hill program experience.
• Experience managing a program carrying both recurring deliverables and phase-gated acceptance milestones.
• Prior experience on a ServiceNow implementation, migration, or platform maturity engagement.
• Experience managing a delivery team that includes organizational change management and training functions.
• This position is designated Key Personnel under the contract. Substitution requires customer notification and approval.
• Deliverables are subject to formal Government review and written Contracting Officer's Representative (COR) acceptance.

Work Arrangement: 

• This is a hybrid position, with some work performed on-site in Washington, DC in support of the U.S. Senate Sergeant at Arms
• Occasional after-hours or weekend support may be required around production releases.
