Project Manager - Federal Construction

This role entails scheduling, subcontractor management, communication with the client and building occupants, safety and occupational health management, and assurance of quality and compliance. Responsible for overseeing a variety of construction projects, including design-build and bid-build projects typically ranging from $2M to $15M, with the potential to manage up to $20M of projects simultaneously.

Salary Range: $125,000-$145,000/annual

Essential Duties & Responsibilities:

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties, but not all duties performed for this position. Other duties may be assigned.

• Procurement of subcontractors, coordination, organization, and supervision of construction activities to ensure on-time delivery, adherence to budget constraints, and upholding high-quality standards and safety regulations.
• Analyze project RFPs and plans, collaborating with executives to define project objectives effectively. 
• Efficiently oversee labor, materials, equipment, and subcontractors within the allocated time and budget. 
• Foster strong relationships with vendors, subcontractors, field staff, and clients throughout the project lifecycle. 
• Manage the evaluation and acquisition of subcontracts, labor, materials, and equipment.
• Supervise the project closely to promptly address out-of-scope work requests, unforeseen conditions, and time impacts.
• Work closely/manage superintendents, stakeholders, and team members to develop and revise project schedules.
• Develop and scrutinize/manage project budgets and cost estimates meticulously.
• Client and Subcontractor Invoicing management and processing.
• Review and execution of subcontracts and purchase orders 
• Manage project from proposal stage through closeout
• Handle any issues that arise resulting from unforeseen conditions
• Effectively manage and build teamwork within the project execution team
• Manage subcontractors through project completion 
• Coordinate with Quality Control and Safety representatives
• Direct project activities to ensure conformance to project budget, plans, specs, and schedule 
• Forecast project cash flow in relation to the project schedule
• Track the financial performance of projects
• Prepare project reports for management and clients
• Interface with client/customer satisfaction
• Maintain our excellent reputation
• Manage overall project team activities 

Minimum Qualifications:

To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The qualifications listed are representative of the knowledge, skill, and/or ability required.

• 10+ years of related construction experience or equivalent combination of experience and education
• Bachelor's degree from a four-year college or university in engineering, construction, or a related field preferred
• 5 – 10 years of Federal construction (USACE, NAVFAC, GSA, VA, USAF, etc.)
• Management of Design Build and Bid Build projects

• MATOC/Task Order experience
• Ability to travel to project locations
• Proficient time management, organization, prioritization, action item tracking, reporting, computer, etc. skills
• Ability to help decipher and solve technical issues relating to construction
• Strong customer service ability
• Skilled in conflict resolution
• Good understanding of legal processes
• Able to maintain morale within the group and foster an environment of strong team spirit
• Scheduling
• Familiar with P6 Primavera
• Experience/proficient with RMS and the Quality Control process 
• Experience with Procore
• Experience with EM-385 safety requirements

Additional Qualifying Factors:

As a condition of employment, you will be required to pass a pre-employment drug screening (post accepted offer) and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.

Necessary Physical Requirements:

The position requires the ability to remain seated at a desk for extended periods, up to 7–8 hours per day. The employee must be able to operate a computer keyboard and mouse and view a monitor for extended periods, including performing repetitive hand and wrist motions. Close vision sufficient for reading documents and computer screens, as well as the ability to adjust focus, is required. The employee must be able to communicate clearly in person, by phone, and during virtual meetings. The position also requires the ability to move throughout the office environment, including between workstations, meeting rooms, and common areas, and to occasionally lift and carry items weighing up to 15–25 pounds, such as files, equipment, and supplies.

The position may also require occasional travel to and navigation of active project sites. This includes the ability to walk on uneven, unpaved, or unfinished terrain; climb stairs, ladders, or temporary structures; and stand for extended periods during site walkthroughs. Employees must be able to wear required personal protective equipment (PPE), including a hard hat, safety glasses, high-visibility vest, and steel-toe boots, and tolerate outdoor conditions such as heat, cold, dust, and noise for the duration of a site visit.

Working Conditions

Job is performed in a combination of office and outdoor site locations.  The office setting includes exposure to computer screens and requires extensive use of a computer, keyboard, and mouse.   Outdoor settings include walking, driving, and carrying supplies throughout all seasons with exposure to heat and cold conditions, and potentially wildlife. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals and loud noise.
