Program Manager, Virtual PIR – Remote

Overview

Lead the delivery of the Virtual Program for Initial Resettlement (VPIR) to achieve client enrollment and employment outcomes while ensuring high-quality, compliant service delivery in a fully virtual environment. Supervise staff, manage workloads, and provide ongoing coaching and training to support program success. Oversee program reporting, documentation, performance monitoring, and contract compliance while coordinating with partners and stakeholders to strengthen outcomes. Work closely with CWS Pre-Arrival and Post-Arrival teams to ensure alignment and compliance with PIR requirements and regularly collaborate with other Initial Resettlement Providers (IRPs) implementing VPIR services.

Responsibilities

Core Duties 

Program Management 

• Responsible for meeting program goals, client enrollments, and job placements as established by the contract guidelines. 

• Monitor general client well-being and conduct random sample reviews of client case notes and case files to ensure quality and timeliness of service provision and fulfillment of documentation requirements. 

• Ensure coordination among the different components of programming and community partners. 

• Stay up to date on program changes, best practices and funder requirements. 

• Ensure professionalism and quality employment service provision. Provide ongoing training to staff on program developments and service requirements. 

People Management  

• Recruit, hire, train, supervise, and evaluate staff in accordance with CWS personnel policies and guidance from CWS Human Resources. 

• Promote teamwork, coordinate the workload of staff, delegate responsibilities, and hold staff accountable. 

• Provide ongoing training to staff on program developments and service requirements. 

• Develop trainings which include a detailed explanation of program services, including but not limited to; acculturation, adult education, employment, mentoring/youth services and immigration legal services. 

• Promote teamwork, coordinate the workload of staff, delegate responsibilities, and hold staff accountable. 

Grants, Reporting, and Compliance  

• Coordinate and manage all aspects of the program including contract compliance, workflow coordination, quality control and the enhancements of services. 

• Monitor compliance of programs with program requirement and CWS guidelines and procedures 

• Complete required funder reports, coordinating with team members to ensure proper tracking and reporting of activities. 

• Prepare for and participate in on-site monitoring visits with leadership teams. 

Partnerships and Development  

• Develop partnerships with local providers, volunteers, mentors and community organizations that support program goals and client needs  

• Present programs to employers, local school districts, state health clinics, state refugee coordinator’s offices, medical providers, and other relevant service providers  

• Participate in meetings on the national, state, and local levels, including those with services of stakeholders, other VOLAGS, and colleague agencies. 

• Record clients’ progress in case files and master trackers, including compliance, job offers, placements, job retention, public assistance usage, follow-up on placements, and possibilities of upgrades. 

• Address emergency situations as they arise and mediate conflict as necessary 

Qualifications

Education:                               

• Bachelor's degree in social work, human services, sociology, psychology, public administration, public health, or a related field or equivalent experience in lieu of degree.

Experience: 

• Minimum 6 years of previous work experience in refugee or immigrant-related services.
• Minimum 2 years of previous demonstrated work experience supervising others.
• Experience in a local resettlement affiliate or a national office of a resettlement agency (preferred)
• Experience in social services or nonprofit sectors (preferred). 

Skills:                          

• Strong interpersonal and diplomacy skills; ability to work collaboratively and effectively with partners and teams;  

• Strong attention to detail a must  

• Ability to always conduct oneself in a professional and courteous manner to represent the professional and institutional interests of CWS;  

• Strong knowledge and experience in working with Microsoft Word, Excel, Power Point and database software is essential;  

• Strong writing skills are required. 

• The ability to work in a multi-cultural environment is required.
