Program Management Manager, Fleet Health, Reliability, and Central Engineering

Meta is seeking an experienced people leader to head program management within the Fleet Operations, Reliability and Central Engineering (FORCE) org. The FORCE organization designs, implements, and continuously evolves the systems and processes by collaborating with Meta's Engineering, Operations, Logistics, and other teams to operationalize new technologies, processes, and innovative automation to operate at a global scale.

In this role you will lead a multi-team organization of program managers and frontline managers accountable for the tooling portfolio that supports global provisioning, deployment, and 24x7 fleet operations. You will own the multi-year NPI portfolio for Infra Data Centers (IDC), set the operating model that helps tooling development for hardware NPIs, manage fleet health outcomes, and represent in Infra Data Center (IDC) and Infra leadership forums. In this role you will set direction and priorities across a broad space, bring clarity to complex problem areas, and identify new programs that drive step-change impact. You have experience securing resources across cross-functional teams and building programs that create growth opportunities for others. Responsibilities

• Organizational leadership
• Build, lead, and develop a multi-team organization, managing both frontline managers/TLMs and senior individual contributors
• Own hiring, onboarding, performance management, calibration, and career development across the org; build bench strength and succession depth
• Define team structure, charters, and role scoping as the portfolio evolves; drive clarity on ownership across pods and adjacent teams
• Set and sustain the org's operating norms, planning cadence, and decision-making forums
• Strategy and portfolio ownership
• Own the multi-year tooling strategy and roadmap for data center operations tooling, aligned to IDC and Infra long-range plans
• Own annual and quarterly OKRs, prioritization, and trade-off decisions across a portfolio of simultaneous programs
• Own headcount planning, budget, and capacity allocation for the org; partner with Workforce Strategy and Finance on headcount planning and forecasting
• Establish the metrics and KPI framework that defines tooling success, and hold the org accountable to it
• Execution through the team
• Hold the org accountable for tooling integration across EVT, DVT, PVT, and MP hardware development phases — setting standards and unblocking escalations rather than executing tactically
• Ensure phase exit criteria, dependency mapping, and validation gates are defined, adopted, and continuously improved across all programs
• Govern the roll-out of new systems and major enhancements, including change management, adoption, and post-launch stabilization
• Own the risk posture for the portfolio: ensure risks are surfaced early, mitigations are resourced, and systemic issues drive durable fixes
• Sponsor business process re-engineering at fleet scale, converting recurring operational pain into standardized, scalable solutions
• Cross-functional influence
• Serve as the senior tooling voice with Director- and VP-level partners across Hardware TPM, production engineering, software engineering, hardware engineering, DC Ops, and Infra business stakeholders
• Represent the org in IDC- and Infra-wide decision forums; negotiate scope, dependencies, and shared roadmaps with peer orgs
• Translate operational strategy into requirements that engineering partners can commit to, and communicate portfolio status and trade-offs to executive audiences
• Partner across geographies — U.S. and EMEA locations — to deliver globally consistent tooling

Minimum Qualifications

• Bachelor’s degree in computer science, systems engineering, electrical engineering, MIS, or a related field or commensurate technical experience
• 10+ years of experience in technical or product program management, with a track record of delivering business value through technology solutions in high-tech operations
• 4+ years of people management experience, including experience managing managers or leading a multi-team organization
• Demonstrated ownership of a multi-year strategy or portfolio, including prioritization and trade-off decisions under resource constraint (budget/headcount/materials)
• Experience influencing and negotiating with executive cross-functional leadership across engineering and operations
• Analytical and problem-solving skills, with judgment under ambiguity and pressure
• Experience communicating portfolio status, technical trade-offs, and strategic recommendations in writing and in person to both engineering teams and executive stakeholders
• Experience driving process re-engineering and standards adoption across multiple teams and geographies

Preferred Qualifications

• Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
• Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
• Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
• Experience with vendor management, contracts, and outsourcing strategy
• Experience operating in a matrixed organization with distributed global teams
• Knowledge of compute, storage, and networking technologies and hardware NPI lifecycle
• Experience leading teams that own enterprise tooling, automation, or internal platforms
• Data center or large-scale infrastructure operations experience
• Master’s degree in computer science, systems engineering, electrical engineering, MIS, or a related field
