About the Role:
The Program Consultant will provide analytical, operational, and programmatic support to enhance program performance and organizational effectiveness. This role supports federal budget formulation, execution, reporting, and analysis, to support cross-functional initiatives, improve data-driven decision-making, and increase efficiency across programs.
Roles & Responsibilities:
- Collaborate with a federal budget office and program areas to support budget formulation, execution, reporting, and analysis activities, such as:
- Support budget formulation and submission (e.g., annual budget estimates, congressional justifications, and strategic operating plans)
- Collaborate with program offices on budget planning and execution (e.g., tracking, allocating, loading, and reporting on Central Cost budget (CCB) funds; request Common Accounting Numbers (CAN))
- Oversee program execution to ensure that distributions align with plans (e.g., track and allocate funds for program use)
- Executive order compliance and reporting (e.g., realigning funds based on dynamic OMB guidance)
- Produce financial reports (e.g., quarterly financial report development, formatting, and standardization; update and extract data from the Execution Reporting System (ERS))
- Analyze program data, performance metrics, and operational trends to assess effectiveness and identify areas for improvement.
- Support planning, coordination, and execution of agency initiatives and projects.
- Collaborate with program offices, support planning, coordination, and stakeholders across functional areas.
- Assist with business process improvements, digital transformation, and modernization efforts.
- Develop reports, presentations, and recommendations based on data analysis.
- Ensure compliance with agency standards, federal policies, and regulatory requirements.
- Monitor program performance and support continuous improvement efforts.
Required Professional Skills:

- Experience in government or public sector environments.
- Knowledge of federal policies, compliance requirements, or regulatory frameworks.

- Proficiency in financial data analysis, transformation, and reporting.
- Familiarity with program performance management and operational processes.
Preferred Professional Skills:
- Experience supporting transformation or modernization initiatives.
- Experience supporting or leading cross-functional programs or initiatives.

Education/Experience Requirements:
- Bachelor's degree in Finance, Accounting, Economics, and Public Administration, Business Administration, Management, Data Analytics, or a related field.
- An equivalent combination of education and relevant work experience may be considered.
