Pricing Director

Basic Qualifications

Bachelor’s degree or in Accounting, Finance or Business equivalent combination of education and relevant work experience is required plus a minimum of 15 years of demonstrated leadership; or

Master's degree plus a minimum of 13 years of demonstrated leadership. Experience in a government contracting environment is strongly preferred.

Certified Public Accountant or Certified Management Accountant designation is preferred.

Due to the nature of work performed within our facilities, U.S. citizenship is required.

Responsibilities for this Position

The Pricing Director resides within the finance domain and is responsible for directing the pricing, cost proposal development and cost estimating compliance activities for the GDMS enterprise.  The position requires deep credibility and integrity, calm cross-functional leadership, compliance discipline and decisiveness under deadlines. The Pricing Director is responsible for managing estimating tools and processes, ensuring smooth cost estimating, pricing and cost proposal development. The Pricing Director will lead a fundamental process change to incorporate AI into pricing and proposal development activities.

Key Responsibilities:

• Responsible for establishing and maintaining a DFARS compliant and Government-approved estimating system.
• Directs cost estimating, pricing and cost proposal development activities.
• Responsible for maintaining all Pricing / Cost Estimating policies, procedures, tools, boilerplate cost estimating narrative and proposal disclosure documentation.
• Maintains a common cost proposal template, ensuring adherence to regulatory requirements.
• Influences various Finance, Contracts and Supply Chain policies and procedures related to Pricing / Estimating.
• Leads identification, development, and implementation of changes necessary to improve current estimating and proposal development performance.
• Responsible for overseeing the pricing activities associated with ~1,500 annual firm cost proposals and change order submissions.
• Responsible for maintaining estimating training material and providing guidance to the GDMS enterprise.
• Must maintain in-depth understanding of Government acquisition policies, regulations and proposal and accounting compliance requirements (e.g., FAR Part 15.4, DFARS, TINA and CAS).
• Acts as subject matter expert and focal point for all estimating system reviews performed by the Government and by Corporate Internal Auditors, achieving positive outcomes.
• Assists with developing responses to adverse DCAA/DCMA audit findings.
• Responsible for overseeing activities related to the annual Internal Pricing Review, performing self-testing of the estimating system, reviewing findings, generating final audit reports, sharing lessons learned and performing necessary corrective action training for the business.
• GDMS representative to the GD CHQ Contracts Council, Estimating Subcommittee, discussing current initiatives and sharing best practices across the corporation.
• Responsible for managing direct rate structures, including influencing the GDMS compensation structure and ensuring the viability for estimating.
• Responsible for providing pricing strategy support, acting as a key participant in proposal color team reviews, reviewing cost proposal submissions for estimating system and customer RFP requirements, making recommendations for improvements.
• Responsible for talent development, coaching estimators and pricing analysts in both technical craft and business judgment.
• Hires, assigns responsibilities, reviews performance, trains, counsels, develops, and evaluates assigned management staff.
• Develops and assigns annual Pricing department goals and objectives.
• Manages Pricing department overhead, labor utilization and headcount performance.
• Assists with special projects both within and outside the Pricing functional area.

Knowledge, Skills & Abilities:

• Identifies opportunities to apply AI for continuous improvement and innovation.
• Extensive leadership and management skills.
• Extensive expertise in proposal pricing and cost proposal development.
• Extensive knowledge of government regulations (FAR Part 15.4, DFARS estimating adequacy requirements, Truthful Cost or Pricing Data (TINA) requirements and CAS) and ability to perform compliance enforcement.
• Extensive communication and collaboration skills.
• Ability to perform complex financial/business analyses.
• Extensive proficiency in proposal development operations.
• Extensive computer skills, including, but not limited to MS Excel, MS Word, ProPricer and Oracle.

This estimate represents the typical salary range for this position based on experience and other factors (geographic location, etc.). Actual pay may vary. This job posting will remain open until the position is filled.

Combined Salary Range

USD $198,353.00 - USD $214,624.00 /Yr.
