Pre-Startup Safety Review (PSSR) Coordinator

The Pre-Startup Safety Review (PSSR) Coordinator position is an exciting opportunity to join PM Group’s quickly growing Outsourced Technical Services (OTS) team near Indianapolis, IN. PM Group is seeking an experienced Pre-Startup Safety Review (PSSR) Coordinator to support a client project within a regulated life sciences manufacturing environment. Embedded within the client’s project team, the PSSR Coordinator will plan, coordinate, and facilitate the Pre-Startup Safety Review process for new and modified equipment, utilities, facilities, and manufacturing systems. The role will work closely with Engineering, Construction, Commissioning and Qualification (CQV), EHS, Operations, Maintenance, Automation, and Quality to confirm that applicable safety, operational, engineering, and documentation requirements have been satisfied before startup.

The successful candidate will be highly organized, comfortable working across multiple disciplines, and capable of driving outstanding actions to closure in a fast-paced project environment.

Responsibilities

• Plan, schedule, and facilitate multidisciplinary PSSR meetings and field reviews involving Engineering, Construction, CQV, EHS, Operations, Maintenance, Automation, and Quality representatives.
• Coordinate PSSR activities for new installations, equipment modifications, facility upgrades, and systems returning to service following significant maintenance or shutdown activities.
• Verify that installed equipment and systems align with approved design documentation, including P&IDs, engineering drawings, specifications, equipment data sheets, and applicable change-control records.
• Confirm that required safety, operational, and regulatory documentation is complete and current before startup, including SOPs, operating manuals, emergency procedures, training records, risk assessments, and maintenance requirements.
• Ensure applicable Management of Change (MOC), Process Hazard Analysis (PHA), HAZOP, What-If, and other risk-assessment actions are appropriately addressed and documented.
• Develop, maintain, and manage PSSR checklists, readiness trackers, dashboards, action logs, and supporting documentation.
• Document, categorize, assign, and track PSSR findings through closure, with particular focus on safety-critical items that must be resolved before startup.
• Perform field walkdowns to verify equipment installation, system labeling, guarding, access, emergency controls, safety devices, and general operational readiness.
• Coordinate closely with commissioning, qualification, and turnover teams to align PSSR activities with system completion and startup schedules.
• Escalate overdue, safety-critical, or schedule-impacting actions to the appropriate project and client stakeholders.
• Assemble final PSSR packages and support the client’s formal review and startup-authorization process.
• Participate in project planning and readiness meetings, providing clear updates on PSSR status, risks, constraints, and upcoming milestones.
• Identify opportunities to improve PSSR templates, workflows, reporting tools, and lessons-learned processes.
• Perform all work in accordance with client procedures, PM Group standards, applicable EHS requirements, and current Good Manufacturing Practices (cGMP).

Qualifications

• Bachelor’s degree in Chemical Engineering, Mechanical Engineering, Occupational Health and Safety, or another relevant engineering or technical discipline.
• 3–5+ years of relevant experience within the pharmaceutical, biotechnology, medical-device, or other regulated manufacturing industry.
• Experience coordinating PSSR, startup-readiness, commissioning, turnover, EHS, or process-safety activities.
• Working knowledge of Management of Change, risk assessments, HAZOP, What-If analysis, and other process-safety methodologies.
• Familiarity with engineering and project documentation, including P&IDs, equipment specifications, SOPs, turnover packages, commissioning documentation, and action-tracking systems.
• Strong organizational and documentation skills, with the ability to manage multiple systems, priorities, deadlines, and stakeholders simultaneously.
• Effective communication, leadership, facilitation, and conflict-resolution skills.
• Ability to work collaboratively within an integrated client and project-delivery team.
• Proficiency with Microsoft Office applications and electronic document-management or action-tracking platforms.
• Ability to work on-site and participate in field walkdowns in active construction and manufacturing environments.

Preferred Qualifications:

• Professional certification such as Certified Safety Professional (CSP), Associate Safety Professional (ASP), or an equivalent EHS or process-safety credential.
• Experience supporting commissioning, qualification, validation, or operational-readiness programs in a cGMP environment.
• Previous experience coordinating plant shutdowns, turnarounds, outages, or large-scale project turnover activities.
• Familiarity with OSHA Process Safety Management requirements and applicable life sciences industry standards.
• Experience using electronic MOC, PSSR, commissioning, turnover, or project-management systems.
• Knowledge of pharmaceutical manufacturing equipment, clean utilities, process utilities, automation systems, and facility infrastructure.
