General Summary:

The Site Safety and Health Officer is responsible for overseeing and administering the site safety, occupational health, and industrial hygiene functions in support of DHA facility operations and maintenance activities. This position ensures full compliance with applicable federal regulations, safety standards, and safety performance metrics. The selected individual will serve as the primary point of contact for the contractor's safety programs and will ensure all work is performed in accordance with contract requirements, EM 385-1-1 standards, DHA policies, and approved Accident Prevention Plans.

Essential Duties and Responsibilities:

Serves as the designated Level 1 Safety and Health Officer (L1 SSHO) for all O&M activities performed under the task order.
Develops, implements, administers, and continuously improves the site Accident Prevention Plan (APP) and overall safety management program.
Ensures compliance with EM 385-1-1, standards, and all applicable federal, state, local, and DHA safety regulations for HHS Employees and Sub-Contractors.
Conducts hazard analyses, identifies workplace risks, and develops effective hazard mitigation and control measures. Creates Activity Hazard Analysis (AHA's).
Performs safety inspections, audits, and assessments of contractor and subcontractor activities.
Investigates incidents, accidents, and near misses; prepares reports and recommends corrective actions.
Coordinates and delivers safety training, toolbox talks, and remedial instruction as necessary.
Maintains required safety documentation, certifications, training records, and compliance reporting.
Serves as the primary on-site point of contact for all aspects of the contractor's safety management program.
Performs other duties as assigned.

Knowledge, Experience and Skill Requirements:

OSHA 30-hour training card (or course completion certificate if within 90 calendar days of having completed the training and card has not yet been issued).
Resume or certificates demonstrating that twenty-four (24) hours of documented formal classroom or online Safety and Occupational Health (SOH) related training within the past five years and must maintain competency by taking twenty-four (24) hours every three-year period for the duration of the task order. The initial OSHA 30-hour training does not count towards the twenty-four (24) hour competency training requirement. A detailed description is required for any training for which a certificate is not available. Generic descriptions are not acceptable;
Resume demonstrating five (5) years of cumulative safety experience, within the last ten (10) years in managing or implementing a SOH program on projects similar in industry type, size, and complexity as this task order.
CSP or Other Recognized Safety Certifications recommended.

Work Environment:

Work is performed both in an office setting and throughout O&M work sites, including mechanical rooms, construction areas, and other facility spaces where safety oversight is required.
May require exposure to construction sites, mechanical equipment, and other conditions typical of an O&M work environment; appropriate PPE will be provided and required.
