Position Summary

Colorado Network Staffing (CNS) is seeking an experienced Mechanical / Plumbing & Fire Protection Assessor – BUILDER Assessor to conduct Facility Condition Assessments (FCAs) at government and military locations. This position will focus primarily on evaluating, identifying, measuring, and documenting HVAC, plumbing, fire protection, and related mechanical building systems to support repair requirements, cost estimates, and long-range maintenance planning.

The Mechanical / Plumbing & Fire Protection Assessor will work as part of a multidisciplinary assessment team evaluating facilities such as hangars, warehouses, administrative and operations buildings, vehicle maintenance shops, and other federal facilities. Assessments are conducted using the BUILDER™ Sustainment Management System (SMS).

Collected BUILDER™ data is used to evaluate facility conditions and develop repair or replacement requirements, anticipated replacement intervals, preliminary scopes, and cost estimates for major facility systems and components.

Essential Functions

Mechanical & HVAC Assessments

Conduct visual condition assessments of HVAC and mechanical equipment and systems.

Identify hydronic heating and cooling system components, including boilers, chillers, pumps, air separators, expansion tanks, pot feeders, and related equipment.

Identify packaged HVAC systems and associated components.

Identify air-side components, including air handling units, Variable Air Volume (VAV) boxes, fans, duct-related equipment, and other air distribution components.

Identify exhaust fans and ventilation equipment.

Identify split systems and other common heating and cooling equipment.

Identify Variable Frequency Drives (VFDs), controls, and other associated mechanical system components.

Identify elevators, lifts, and other conveyance equipment when required by the assessment scope.

Document equipment type, quantity, configuration, and observable condition.

Identify visible signs of deterioration, corrosion, leakage, damage, or other deficiencies affecting mechanical systems.

Plumbing Assessments

Identify, count, and document plumbing fixtures, including toilets, sinks, urinals, drinking fountains, and other common fixtures.

Identify domestic and service water heaters.

Identify plumbing pumps and associated equipment.

Identify backflow prevention devices.

Estimate linear footage of piping using field measurements, drawings, established formulas, or other available facility information.

Identify visible plumbing system components and document observable conditions.

Perform basic measurements and calculations necessary to accurately inventory plumbing assets.

Review building drawings and available facility documentation to assist with plumbing system identification.

Fire Protection Assessments

Identify, count, and document visible fire protection and fire alarm components.

Identify devices such as horns, strobes, pull stations, and other applicable fire protection or notification devices.

Follow established inventory requirements for documenting fire protection systems.

Identify visible fire suppression and associated system components within the assessment scope.

Document component quantities, types, locations, and observable conditions.

Review available facility drawings and system information to support accurate fire protection inventories.

Coordinate with other assessment disciplines when fire protection systems interface with electrical, architectural, or mechanical systems.

BUILDER™ Facility Condition Assessments

Conduct Facility Condition Assessments at federal and military facilities using BUILDER™ SMS.

Collect facility system condition information used to support repair projects, cost estimates, and long-range maintenance planning.

Use a tablet and stylus to enter asset and condition information while performing field assessments.

Accurately classify mechanical, plumbing, and fire protection components according to established assessment procedures.

Follow BUILDER™ inventory rules, naming conventions, data requirements, and quality standards.

Maintain organized electronic records for large volumes of facility asset data.

Review collected data for accuracy, consistency, and completeness before submission.

Support quality-control reviews and make corrections when discrepancies are identified.

Training may be provided for qualified candidates without previous BUILDER™ experience.

Field Data Collection & Documentation

Count, measure, and calculate quantities of mechanical, plumbing, and fire protection assets.

Review mechanical drawings, plumbing plans, equipment schedules, and available facility documentation.

Gather relevant information through field observations and discussions with facility occupants or representatives.

Capture photographs and supporting documentation of equipment and observable conditions.

Identify discrepancies between field conditions, drawings, and existing facility information.

Apply critical thinking and ask appropriate questions to resolve discrepancies and ensure accurate deliverables.

Maintain complete and organized field notes and electronic assessment records.

Take ownership of data quality and ensure collected information accurately represents facility conditions.

Multidisciplinary Facility Assessment Support

While the primary focus of this position is mechanical, plumbing, and fire protection systems, the assessor may assist with identifying and documenting related facility assets, including:

HVAC equipment and controls.

Plumbing fixtures and piping.

Domestic water systems.

Boilers and chillers.

Pumps and water heaters.

Exhaust and ventilation systems.

Fire alarm and notification devices.

Fire suppression system components.

Maintenance equipment, including lifts and air compressors.

Conveyance equipment.

Other related facility assets encountered during assessments.

Field Coordination & Team Support

Work collaboratively with mechanical, electrical, architectural, structural, and other assessment team members.

Follow established project schedules, assessment procedures, and site-access requirements.

Communicate professionally with facility personnel, occupants, project managers, and team members.

Coordinate assessment activities to minimize disruption to occupied and operational facilities.

Support completion of assessments according to project schedules while maintaining high data-quality standards.

Contribute to reliable facility information used to support maintenance and infrastructure decisions for federal and military facilities.

Qualifications: Qualifications

Required Qualifications

Bachelor’s degree in Mechanical Engineering, Architectural Engineering, Civil Engineering, or a related engineering discipline.

Minimum of three (3) to five (5) years of relevant experience in mechanical systems, facility assessments, building inspection, construction, facility management, or a related field.

Registered engineer or eligible for professional registration within approximately two (2) years.

Working knowledge of commercial or institutional HVAC and mechanical systems.

Ability to identify hydronic system components, packaged HVAC equipment, air-side systems, exhaust systems, split systems, VFDs, and associated equipment.

Working knowledge of plumbing systems, fixtures, piping, pumps, water heaters, and backflow prevention devices.

Ability to identify and inventory common fire protection and fire alarm components.

Ability to read and interpret mechanical and plumbing drawings, equipment schedules, and facility documentation.

Ability to perform field measurements, quantity estimates, and basic calculations.

Ability to use a tablet, stylus, measuring devices, camera, and other field equipment.

Strong organizational skills, attention to detail, and commitment to accurate data collection.

Ability to work independently and collaboratively within a multidisciplinary assessment team.

Preferred Qualifications

Previous BUILDER™ Sustainment Management System (SMS) experience.

Previous Facility Condition Assessment experience.

Experience assessing HVAC, plumbing, and fire protection systems in commercial, institutional, federal, or military facilities.

Mechanical engineering, mechanical inspection, or mechanical asset management experience.

Facility management or asset management experience.

Experience with boilers, chillers, hydronic systems, air handling systems, plumbing infrastructure, and fire protection systems.

Experience reviewing mechanical and plumbing construction documents.

Experience supporting federal or military facilities.

Military experience is a plus.

Work Environment

This position involves extensive field work at federal and military facilities, including mechanical rooms, equipment spaces, hangars, warehouses, maintenance shops, administrative buildings, operations facilities, and other active environments.

While performing field assessments, employees may be exposed to fumes or airborne particles, moving mechanical equipment, vibration, loud noise, heat, cold, and varying indoor and outdoor conditions.

The position also includes remote office work for data review, documentation, quality control, and completion of assessment deliverables.

Physical Demands

This is a highly active field position that requires the ability to:

Walk approximately 10,000–15,000 steps per day during on-site assessments.

Stand and walk for extended periods.

Climb stairs and ladders.

Bend, kneel, stoop, crouch, and occasionally crawl to observe mechanical and plumbing equipment.

Navigate mechanical rooms, equipment areas, and active facility environments.

Work in hot and cold conditions.

Frequently lift and/or move field equipment or materials weighing up to approximately 50 pounds.

Use tablets, measuring devices, cameras, and other assessment equipment throughout the workday.

Visually identify equipment types, labels, system components, deterioration, and physical conditions.

Position Type / Expected Hours of Work

This is a full-time position with a rotational project schedule.

Two weeks per month: On-site facility assessments, generally consisting of approximately 50-hour work weeks.

One week per month: Remote work, generally consisting of approximately 40 hours.

One week per month: Scheduled off.

Schedules may vary depending on project requirements, travel, facility access, and assessment needs.

Travel

This position requires travel approximately two weeks per month to federal and military sites. Travel assignments may involve extended stays at project locations throughout the United States.

One week per month will generally consist of remote work, and one week per month will be scheduled off based on the project rotation.

Work Authorization / Security Clearance

Must be authorized to work in the United States.

Must be able to successfully complete a Federal Background Check.

Must be able to obtain and maintain access to federal and military facilities.

Must have or be able to obtain an applicable U.S. security clearance if required by the assigned project.
