Manager, Workforce & Organizational Transformation

As Manager, Workforce & Organizational Transformation, you will lead a multidisciplinary team supporting workforce management, organizational transformation, training, communications, and Real Property initiatives.
You will translate government priorities into actionable plans while coordinating people, resources, timelines, risks, and deliverables.
The role combines hands-on team leadership with program and stakeholder management across complex federal environments.
You will contribute to workforce planning, organizational design, change management, process improvement, and audit readiness initiatives.
You will also oversee training programs, executive communications, performance reporting, and Real Property accountability efforts.
Success in this position requires strong leadership, analytical thinking, and the ability to deliver high-quality results in a mission-focused environment.
This is a remote opportunity requiring an active Secret clearance.

Accountabilities:

• Lead, mentor, and develop consultants and subject matter experts while fostering collaboration, accountability, and professional growth.
• Assign work, establish priorities, manage workloads, monitor performance, and identify staffing or capability gaps.
• Review deliverables for quality, accuracy, timeliness, and alignment with government requirements.
• Support recruiting, onboarding, training, and professional development activities for team members.
• Serve as a primary point of contact for government stakeholders and lead working groups, status meetings, and stakeholder engagements.
• Translate government requirements and priorities into execution plans, team assignments, milestones, and deliverables.
• Track program progress, risks, performance, and emerging requirements while providing regular updates and recommendations to leadership.
• Lead workforce assessments covering staffing requirements, capability gaps, organizational risks, workforce realignment, and organizational design.
• Develop workforce development and organizational improvement strategies and recommend process improvements that strengthen organizational effectiveness and mission performance.
• Support the integration of personnel and functions across organizations and organizational levels.
• Lead the development of training programs, curricula, job aids, playbooks, knowledge-management resources, and workforce development solutions.
• Support change management and adoption of new policies, processes, and systems through communications, implementation plans, executive briefings, memoranda, and taskers.
• Lead initiatives related to Real Property accountability, audit readiness, internal controls, facility assessments, documentation, corrective actions, and lifecycle management.
• Identify control weaknesses, compliance risks, and opportunities for operational improvement.
• Develop and monitor performance metrics and management dashboards, tracking team and program performance against established objectives.
• Prepare executive-level reports, briefings, analyses, and recommendations while developing mitigation strategies for identified risks.

Requirements:

• Bachelor's degree required; a Master's degree or relevant professional certification is desirable.
• 10+ years of experience supporting the Department of Defense, Department of the Navy, Federal Government, or similarly complex organizations.
• 3+ years of experience leading teams, programs, or organizational initiatives.
• Demonstrated experience managing personnel, priorities, workloads, deliverables, and competing deadlines.
• Experience in workforce development, organizational management, change management, strategic planning, or process improvement.
• Experience developing policies, standard operating procedures, guidance, training materials, or strategic communications.
• Experience working directly with senior leadership and cross-functional stakeholders.
• Strong written, verbal, analytical, and presentation skills, with the ability to communicate complex information clearly.
• Demonstrated ability to manage multiple priorities, identify risks, and deliver high-quality work on schedule.
• Active Secret clearance or higher required.
• Experience with the Navy, CNIC, NAVFAC, DLA, or broader DoD environment is preferred.
• Experience with Navy Real Property, facilities, asset accountability, audit readiness, or internal controls is desirable.
• Workforce planning, organizational realignment, enterprise training, workforce development, POM/resource planning, or organizational transformation experience is a plus.
• Familiarity with Power BI, Power Automate, SharePoint, and Microsoft Office is desirable.
