Manager, Proposals

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Manager, Proposals based in United States.

This role leads the end-to-end proposal development process for RFPs, RFQs, and RFIs from municipal and government agency clients.
You will combine strong writing and editing expertise with disciplined project management to deliver accurate, persuasive, and timely proposals.
The position requires close collaboration with Sales, Operations, Product, Finance, Marketing, subject matter experts, and corporate leadership.
You will translate complex technical and program information into clear content tailored to different audiences, markets, and program implementations.
A key part of the role is ensuring every submission meets quality, brand, compliance, and professional standards before delivery.
You will also contribute to proposal strategy, competitive win/loss analysis, training, and continuous improvements to the proposal process.

Accountabilities:

• Lead the end-to-end development of customized responses to RFPs, RFQs, and RFIs from municipal and government agency clients.
• Write, edit, proofread, and refine proposal content to ensure it is clear, persuasive, accurate, and appropriate for audiences ranging from novice to expert.
• Collaborate with subject matter experts and cross-functional teams to develop technical, management, and program content for written responses.
• Partner with Marketing to refine existing content and develop reusable proposal materials aligned with organizational standards.
• Manage multiple concurrent proposals throughout the full lifecycle, maintaining strong project management, prioritization, and quality assurance.
• Establish target dates and priorities for information gathering, writing, review, approvals, and final submission to ensure deadlines are consistently met.
• Monitor proposal workflows in Monday.com and ensure established RFP and government bid processes are followed consistently.
• Serve as the final quality checkpoint, verifying accuracy, consistency, professionalism, brand alignment, and compliance across proposal documentation.
• Collaborate with corporate leadership to develop proposal win strategies and ensure those strategies are reflected throughout each submission.
• Maintain competitive win/loss information and use insights to strengthen future proposal strategy and positioning.
• Train Sales teams on proposal processes, timelines, and best practices.
• Identify opportunities to improve proposal workflows and lead initiatives that create a more effective experience for internal stakeholders.
• Support special projects and other initiatives that contribute to overall departmental efficiency.

Requirements:

• 4+ years of experience in proposal management, technical writing, RFP response, or a related field, ideally within B2B, government, or public-sector environments.
• Demonstrated ability to write, edit, and proofread clear, persuasive, audience-specific content while working under tight deadlines.
• Proven experience managing multiple concurrent proposals with strong project management, organization, and prioritization skills.
• Excellent collaboration skills and experience working with subject matter experts, Sales teams, and executive stakeholders.
• Strong attention to detail and a consistent commitment to accuracy, consistency, quality, and brand compliance.
• Proficiency with Microsoft Office Suite and familiarity with Monday.com or comparable project management platforms.
• Bachelor’s degree in English, Communications, Marketing, Business, or a related field, or equivalent professional experience.
• Experience responding to government or municipal RFPs, RFQs, or RFIs is a plus.
• Background in automated traffic enforcement, public safety technology, or GovTech is advantageous.
• APMP certification or formal proposal management training is a plus.
• Experience maintaining competitive win/loss databases or knowledge libraries is beneficial.
• Familiarity with sales enablement or CRM platforms is advantageous.
