We are seeking an experienced Microsoft 365 (M365) Project Manager to lead the delivery of short-term technology initiatives supporting a key Department of Homeland Security (DHS) component agency. This role will manage discrete M365, Power Platform, collaboration, migration, modernization, and related technical projects from initiation through completion.

The M365 Project Manager will work closely with government stakeholders, technical leads, developers, engineers, and other project resources to define scope, establish delivery plans, manage priorities and dependencies, and ensure projects are completed successfully.

The ideal candidate combines strong project management and Agile delivery skills with practical knowledge of the Microsoft 365 ecosystem. This individual does not need to serve as a solution architect but should have sufficient technical understanding to effectively manage M365-focused projects, facilitate discussions between technical and business stakeholders, identify risks, and drive issues to resolution.

Project & Agile Delivery Management

• Lead M365 and Power Platform projects from planning and initiation through implementation, transition, and closeout (likely multiple smaller to mid-size projects or one larger long term project).
• Develop and maintain project plans, schedules, milestones, deliverables, dependencies, risks, and action items.
• Coordinate multidisciplinary teams that may include M365 engineers, Power Platform developers, SharePoint specialists, architects, business analysts, UX resources, and other technical personnel.
• Manage Agile or hybrid delivery using Jira or comparable tools, including backlog management, sprint planning, prioritization, status tracking, and release coordination.
• Facilitate project meetings, sprint ceremonies, technical discussions, customer reviews, and working sessions.
• Track project commitments and proactively identify schedule, resource, dependency, and delivery risks.
• Ensure project documentation, decisions, risks, requirements, and deliverables remain current and appropriately communicated.
• Coordinate project closeout, transition, knowledge transfer, and handoff to operational or support teams.

M365 & Power Platform Delivery

• Maintain working knowledge of the Microsoft 365 and Power Platform ecosystems, including SharePoint Online, Teams, OneDrive, Power Apps, Power Automate, Power BI, Dataverse, and related Microsoft capabilities.
• Work closely with technical leads and subject matter experts to understand solution approaches, technical dependencies, implementation risks, and project impacts.
• Coordinate M365 configuration, migration, development, integration, governance, and modernization activities as applicable to assigned projects.
• Help ensure appropriate security, governance, accessibility, lifecycle management, and federal compliance requirements are incorporated into project delivery.
• Facilitate technical decision-making by ensuring the appropriate stakeholders and subject matter experts are engaged.
• Translate technical issues, dependencies, and risks into clear impacts and recommended actions for customers.

Customer & Stakeholder Management

• Serve as the primary day-to-day project interface with government stakeholders for assigned initiatives.
• Establish clear project objectives, scope, priorities, milestones, roles, and expectations with customer and contractor teams.
• Provide concise and consistent status reporting on accomplishments, upcoming activities, risks, issues, dependencies, and decisions.
• Facilitate requirements discussions, demonstrations, project reviews, and stakeholder feedback sessions.
• Manage customer expectations and help resolve competing priorities, scope questions, and emerging requirements.
• Coordinate responses to urgent customer requests, project issues, and delivery blockers to ensure timely resolution.
• Build effective working relationships with government business owners, technical stakeholders, and contractor team members.

Microsoft Platform Awareness

• Maintain awareness of relevant Microsoft 365 roadmap items, Message Center notifications, product releases, service changes, and feature deprecations that may affect assigned projects.
• Work with technical leads to evaluate Microsoft-driven changes that could create project risks, dependencies, or opportunities.
• Incorporate relevant platform changes and technical considerations into project planning and customer communications.

Project Administration & Resource Coordination

• Coordinate project staffing and resource needs with delivery and account leadership.
• Monitor project labor usage, staffing levels, schedule performance, and remaining work against established project plans and funding constraints.
• Identify potential resource or delivery variances early and escalate them to appropriate program, account, or corporate leadership.
• Support development of project estimates, resource plans, levels of effort, and rough-order-of-magnitude estimates for new or evolving requirements.
• Coordinate with other contractor teams, subcontractors, vendors, or customer organizations when project dependencies require cross-team collaboration.
• Support lightweight project reporting and administrative requirements associated with assigned work.

Required Qualifications

• Bachelor's degree or equivalent combination of education and relevant professional experience.
• 6+ years of relevant professional experience supporting technology projects, enterprise platforms, application development, or IT service delivery.
• Demonstrated experience managing technical projects and coordinating multidisciplinary delivery teams.
• Experience managing projects using Agile, Scrum, Kanban, hybrid, or similar delivery approaches.
• Experience using Jira or comparable project and work-management tools.
• Working knowledge of Microsoft 365 and Power Platform, with the ability to effectively manage projects involving Microsoft cloud technologies.
• Ability to develop and manage project schedules, milestones, risks, dependencies, action items, and deliverables.
• Ability to manage multiple priorities and drive issues, decisions, and project activities through completion.
• Ability to communicate effectively with both technical and non-technical stakeholders.
• Strong customer-management, facilitation, presentation, organizational, and written communication skills.

Preferred Qualifications

• Experience supporting federal government technology projects, preferably DHS or another large federal agency.
• Experience managing projects involving SharePoint Online, Teams, OneDrive, Power Apps, Power Automate, Power BI, Dataverse, or related Microsoft technologies.
• Experience with M365 migrations, collaboration solutions, workflow automation, application modernization, or Power Platform implementations.
• Familiarity with M365 and Power Platform governance, security, application lifecycle management, and deployment practices.
• Familiarity with federal cybersecurity, records management, accessibility, and compliance requirements.
• Experience coordinating technical discovery, requirements gathering, design, development, testing, deployment, and transition activities.
• Experience developing project estimates, resource plans, schedules, and levels of effort.
• Microsoft certifications related to Microsoft 365, Power Platform, Azure, or Microsoft AI/Copilot.
• PMP, CAPM, Scrum, SAFe, or other relevant project management or Agile certification.

Required Education, Experience, and Skills

• Bachelor’s degree in a technical field and 5+ years of relevant development experience, or equivalent experience in lieu of a degree.
• 5+ years of experience using Microsoft development tools and technologies, including some combination of Visual Studio, SQL Server, C#, .NET, .NET Core / .NET 5+, WCF, SSIS, SSRS, and Azure DevOps
• Hands-on experience working with Microsoft Azure, including Azure Functions and serverless architecture, Azure App Services and cloud-hosted solutions, deployment/configuration/environment management, and building applications in Azure.
• Experience working with NoSQL and cloud storage solutions, including Azure Storage accounts such as Blob Storage, Table Storage, and Queues, with an understanding of scalable non-relational data design patterns.
• Experience with Azure DevOps CI/CD pipelines, including automated builds, testing, and deployments..
• Strong verbal and written communication skills.
• Ability to collaborate effectively within a development team.
• Solid problem-solving skills and a demonstrated interest in building and improving software solutions.

Preferred Education, Experience, and Skills

• Experience developing or supporting systems for financial users.
• Familiarity with financial systems related to commodity futures, options, or swaps.
• Exposure to federal or regulated environments.

Our estimated salary range for this position is $120,000-$155,000. This presented salary range is not a guarantee of compensation or salary. Offered salary is based on experience, geographic location, and possibly contractual requirements as appropriate to the role. *Salary could fall outside of this range.
