The Northrop Grumman (NG) Human Resources organization is seeking a Learning Measurement & Evaluation Analyst (Level 3 or 4) to join the Enterprise Critical Skills Development (CSD) team. This position will be virtual remote and can be performed anywhere within the continental United States. Teleworking arrangements are subject to change based on the needs of the business.

CSD delivers development resources to the global NGC workforce through three primary activities:

• Understanding the company’s current and future development needs
• Defining, developing, and deploying strategic content and programs
• Ensuring resources are accessible and relevant to all users

In support of this mission, CSD provides thought leadership, strategic design, and enterprise execution of learning and talent development solutions.

Key Responsibilities

The Measurement & Evaluation Associate, reporting to the Learning Design & Measurement Manager, applies measurement and evaluation expertise, instructional systems design (ISD), and project management skills to deploy learning solutions/experiences that address our most critical business and workforce development needs.

In this role, you will primarily focus on Measurement & Evaluation for Learning & Development (L&D):

Learning Measurement & Evaluation

• Collect & Synthesize Data: Gather quantitative and qualitative training data via surveys, assessments, focus groups, and interviews.
• Develop Performance Metrics: Create and refine problem statements, program objectives, and metrics aligned to business goals and learning objectives.
• Analyze & Report Findings: Evaluate data impact on learning objectives; produce concise reports and stakeholder slide decks that clearly communicate insights, recommendations, and implications for program design.
• Leverage Learning Analytics: Use LMS and learning dashboards to monitor participation, completion rates, learner progress, and other key indicators.
• Drive Continuous Improvement: Recommend program enhancements based on evaluation results, participant feedback, and business performance.
• Research Best Practices: Identify and summarize industry‑standard measurement and evaluation methodologies for the team; ensure alignment with ISO learning metrics standards and stay current on new industry practices and trends.
• Maintain Documentation: Keep Measurement & Evaluation documentation (glossary, toolkit, framework) up to date and log data in program change logs.
• Support Projects: Assist with measurement and evaluation initiatives that advance the organization’s learning strategy.

Instructional Design & Project Support

• Apply an instructional design lens to measurement activities so evaluation strategies align with learning objectives and audience needs.
• Support instructional design work (e.g., needs analysis, objectives, assessments, content structure) using ISD and adult learning principles.
• Use evaluation insights to improve content, delivery methods, and the overall learner experience.
• Develop and apply standard templates and branding for surveys, dashboards, reports, and learning materials to ensure consistency and usability.
• Partner with the CSD team to maintain clear, user‑friendly formats that make content easy to find and use.
• Manage measurement and evaluation workstreams, coordinating stakeholders and tracking timelines, risks, and dependencies for key L&D initiatives.

Basic Qualifications for Level 3:

• Bachelor’s degree with at least 5 years of relevant experience OR Master’s degree with at least 3 years of relevant experience.

Basic Qualifications for Level 4:

• Bachelor’s degree with at least 8 years of relevant experience OR Master’s degree with at least 6 years of relevant experience.

Additional Basic Qualifications for Both Levels:

• Demonstrated experience assessing student learning/development or evaluating learning programs.
• Experience in L&D Measurement & Evaluation, including designing and implementing evaluation plans for training programs.

• Familiarity with ISD methods and adult learning principles; experience partnering with instructional designers or content developers.
• Proven experience building and maintaining interactive dashboards in Tableau and Power BI.
• Demonstrated ability to design measurement dashboards that track key performance indicators, trend analyses, and operational metrics.
• Strong knowledge of data visualization best practices, including chart selection, storytelling, and visual encoding to convey insights effectively.
• Experience with LMS configuration, reporting, and learning analytics.

Preferred Qualifications:

• Configure, maintain, and continuously improve courses within our LMS (Learning Management System).
• Create and manage metadata, taxonomy, and tagging strategies to ensure content discoverability and compliance with SCORM, xAPI, and AICC standards.
• Perform LMS administration tasks: user provisioning, role assignments, enrollment automation, reporting, and analytics dashboards.

Primary Level Salary Range: $77,800.00 - $116,800.00

Secondary Level Salary Range: $97,100.00 - $145,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
