ICITAP Customs Enforcement Advisor - East Asia Pacific

POSITION SUMMARY:

Amentum is currently seeking a qualified candidate to serve as a Customs Enforcement Advisor. Location: Remote but must reside in the DMV. This position will be responsible for providing project management, strategic planning, and subject matter expertise in support of U.S. border security and customs assistance with a focus on export controls, cargo security, border interdiction, criminal investigations, mentoring foreign counterparts to combat illicit trafficking, cross-border crime, and effective customs practices. The candidate will be working as an ICITAP advisor to strengthen the capacity of East Asia Pacific region and should be capable of performing the required skills and qualifications as stated in the respective job description. The engagement will last approximately 12-18 months, with an estimated 3-5 foreign assistance events per year.

JOB DUTIES AND RESPONSIBILITIES:  

• Provide expert guidance on the implementation of modern customs enforcement frameworks, including targeting, risk analysis, intrusive/non-intrusive inspection (NII) methodologies, and the legal seizure of illicit goods.
• Deliver expert consultation on customs enforcement workflows, border investigations, and the pursuit of administrative, civil, or criminal penalties against smugglers and trafficking networks.
• Conduct comprehensive assessments of partner nation border vulnerabilities, customs enforcement capabilities, and the adequacy of legal/regulatory frameworks governing customs enforcement.
• Design, develop, and deliver specialized virtual and in-person training curriculum covering illicit smuggling trends, concealment vectors, border security typologies, and modern customs enforcement tactics.
• Partner with foreign ministries, customs authorities, and industry stakeholders to optimize interagency coordination, cross-border cooperation, and public-private compliance.
• Draft Standard Operating Procedures (SOPs), operational checklists, organizational frameworks, Memoranda of Understanding (MOUs), and strategic communication plans.
• Plan, organize, and lead stakeholder coordination meetings involving U.S. Government (USG) interagency partners and recipient country organizations.
• Provide detailed after-action reports documenting findings, operational gaps, and strategic recommendations for both the assistance provider and the host-nation government.

REQUIRED SKILLS AND QUALIFICATIONS:  

• Minimum 10 years of experience in customs inspection, border interdiction, or customs-related criminal enforcement.
• Demonstrated experience managing complex, multi-stakeholder projects, including planning, execution, monitoring, and reporting
• Strong knowledge of U.S. border security policies, international customs frameworks, cargo security standards, and global enforcement practices.
• Experience working with U.S. government agencies, international organizations, or foreign government counterparts
• Ability to develop strategic plans and translate high-level border security policy objectives into actionable operational programs.
• Excellent written and verbal communication skills, including the ability to produce reports, briefings, and policy documents for senior audiences
• Strong organizational skills and attention to detail, with the ability to manage multiple priorities under tight deadlines
• Experience delivering training, workshops, or technical assistance programs
• Ability to travel internationally, including to countries in the East Asia Pacific region
• Clearable: Must be able to obtain and maintain a Secret US Government Clearance

DESIRED QUALIFICATIONS:  

• At least two (2) years of experience specializing in the development and delivery of customs enforcement and border security training programs.
• Experience engaging in the trade and logistics industry on customs compliance, supply chain security, and commercial enforcement topics. 
• At least three years of experience working with, advising, or mentoring foreign customs and border enforcement personnel.
• Regional expertise or prior work experience in East Asia and the Pacific and Latin America.
• Familiarity with international export control regimes (e.g., multilateral control regimes) and customs standards (e.g., WCO frameworks)
• Experience designing and evaluating capacity-building or security assistance programs
• Knowledge of cargo screening technologies, risk management systems, and modern customs practices
• Prior experience working in or with government agencies responsible for border security, trade compliance, or law enforcement
• Foreign language proficiency relevant to the East Asia Pacific and Latin America region
• Experience coordinating inter-agency or international initiatives
• PMP (Project Management Professional) or similar project management certification
• Demonstrated ability to work effectively in cross-cultural environments and build strong international partnerships

Compensation Details:

$66.35/hour
