Head of Health, Economics & Outcomes Research (HEOR)

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Head of Health, Economics & Outcomes Research (HEOR) based in United States.

This senior leadership role will shape the HEOR strategy supporting a broad and growing portfolio of pipeline and marketed therapies. You will lead a team of HEOR scientists and oversee the development of scientifically credible value evidence across multiple indications and global markets. The role works closely with Real World Evidence, Clinical Development, Medical Affairs & Evidence Generation, Market Access, Commercial, Regulatory, and Patient Advocacy teams. You will help identify evidence gaps and translate them into targeted, timely evidence-generation plans that support development, launch, and sustained market access. The position combines scientific leadership, organizational strategy, stakeholder engagement, and team development in a highly collaborative environment. It also offers the opportunity to evolve the HEOR capability as technology, healthcare systems, payer expectations, and the product portfolio continue to change.

Accountabilities:

• Lead and maintain HEOR evidence-generation strategies in collaboration with RWE, Clinical Development, Regulatory, Medical Affairs & Evidence Generation, Market Access, and Commercialization teams, ensuring alignment with molecule and indication strategies and broader integrated evidence plans.
• Lead, mentor, and develop a team of HEOR scientists responsible for strategic evidence-generation planning, study execution, analysis timelines, and budget management, while partnering with internal stakeholders and external experts to deliver high-impact work on time.
• Develop the long-term evolution of the HEOR organization to support a growing commercialization portfolio and multiple anticipated launches across markets, while prioritizing resources and reducing unnecessary administrative burden.
• Partner closely with Market Access teams to identify local evidence needs and priorities and ensure coordinated, timely execution across relevant markets.
• Support HEOR scientists in identifying, prioritizing, and executing value-evidence projects while considering HCP and patient advocacy perspectives, regulatory requirements, legal considerations, and compliance standards.
• Monitor developments across the external HEOR, payer, HTA, healthcare, and technology environments and translate emerging trends into evidence-generation priorities and capability strategy.
• Lead dissemination of HEOR evidence through high-quality publications and scientific collaborations with investigators, HCPs, KOLs, and patient advocates, supporting engagement with payers and HTA organizations.
• Build and maintain relationships with relevant HCPs, KOLs, patient advocacy groups, and external experts to inform evidence strategies and support study execution.
• Contribute as a member of the Medical Affairs & Evidence Generation Leadership Team, supporting the broader vision, organizational excellence, and professional development of the community.
• Participate in government relations activities and support evidence-generation initiatives aligned with organizational strategies.
• Develop and deliver HEOR and value-evidence presentations to internal and external stakeholders when required, in partnership with Market Access and Medical Affairs & Evidence Generation teams.
• Conduct internal education and training to increase organizational understanding of HEOR, the importance of value evidence, and the challenges involved in developing and executing evidence-generation programs.

Requirements:

• Advanced degree in Health Economics, Epidemiology, Health Services Research, or a related discipline is required, such as a PhD, MS, or MPH.
• At least 12 years of consulting and/or pharmaceutical or biotechnology industry experience, including knowledge of pharmaceutical development, scientific project management, HEOR methodologies and deliverables, evidence generation, and relevant compliance and regulatory requirements.
• At least 7 years of HEOR experience, with in-depth knowledge of project development and execution from feasibility assessment and evidence-need identification through prospective study design, governance, external stakeholder management, and execution.
• Demonstrated expertise across a broad range of HEOR methodologies, including cost-effectiveness, cost-utility, cost-benefit and budget-impact modeling, literature reviews and evidence synthesis, comparative effectiveness research, observational and non-interventional studies, and prospective cohort studies.
• Experience supporting markets worldwide is strongly valued, particularly exposure to the United States, Europe, and Asia.
• Proven experience building, leading, and developing HEOR teams, with a leadership approach that empowers team members, supports ownership of work, and promotes continued professional growth.
• Strong cross-functional leadership skills and the ability to operate effectively in complex, matrixed environments while balancing the needs of multiple stakeholders and markets.
• Excellent communication skills, including active listening, clear and persuasive verbal communication, strong writing, and the ability to communicate complex HEOR evidence to diverse audiences.
• A collaborative and co-creative approach, with the ability to synthesize input from multiple stakeholders, give and receive feedback, and contribute to a positive team environment.
• Strong strategic and innovative thinking, with the ability to anticipate changes in treatment landscapes, technology, payer expectations, and HTA requirements and adapt evidence strategies accordingly.
• Strong prioritization, adaptability, and problem-solving skills, with the ability to manage competing demands, navigate unexpected changes, and balance short- and long-term objectives.
• Ability to travel up to 30% of the time as needed and spend some time each month in at least one company office. The role can be remote, with a preference for candidates based in the Northeast.

Benefits:

• Remote position in the United States, with a preference for candidates located in the Northeast.
• Annual base salary range of $328,000–$451,000 USD, with individual compensation determined based on relevant experience, skills, demonstrated competencies, internal equity, and other job-related factors.
