FOIA/Program Analyst IV (Senior FOIA Analyst)
REMOTE position: Must reside within the U.S.
Employment Type: Full-Time
Work Schedule: Monday-Friday
Work Location: Remote (U.S.) through the CMS Virtual Desktop Infrastructure (VDI)
Salary Range: $38-$40
Position Overview
CLJ is seeking highly experienced Senior FOIA Analysts to provide expert disclosure review, exemption analysis, litigation support, and FOIA case processing services. These individuals will serve as senior subject matter experts on complex FOIA requests, appeals, and litigation matters.
Responsibilities
- Analyze and process complex FOIA requests, appeals, and litigation cases.
- Conduct disclosure reviews and determine appropriate FOIA exemptions.
- Prepare Vaughn indices and litigation support documentation.
- Review and redact sensitive records.
- Draft FOIA correspondence and release packages.
- Support agency appeals and litigation activities.
- Coordinate with agency stakeholders and legal counsel.
- Mentor junior analysts and conduct quality reviews.
Minimum Qualifications
- Bachelor's Degree.
- Minimum 10 years of FOIA experience.
- Demonstrated expertise in FOIA disclosure review and exemption analysis.
- Experience reviewing large volumes of electronic records.
Preferred Qualifications
- Relativity or eDiscovery experience.
- FOIA litigation and appeals experience.
- Privacy Act and HIPAA experience.
- CMS or HHS experience.
