Description of Work

The Facility Compliance Consultant I conducts regulatory inspections of nursing homes to determine compliance with federal and state requirements through routine surveys and complaint investigations. The position performs on‑site evaluations, documents findings, and prepares survey reports that include deficiency statements and complaint determinations. Work ensures accurate, timely, and well‑documented determinations that support the safety and quality of care within licensed nursing facilities.

This role operates as a home‑based position servicing Bladen, Brunswick, Carteret, Cumberland, Duplin, Harnett, Hoke, Onslow, Pender, Sampson, and Wake counties region, spending an average of three days per week in nursing homes and traveling as needed for inspections. Consultants conduct surveys during daytime, evening, and weekend hours, with occasional overnight travel when facilities are located more than 60 miles from the home base.

Key Duties Include:
- Survey nursing homes during routine inspections to assess compliance with federal and state requirements.

- Conduct complaint investigations by reviewing allegations, interviewing individuals, and gathering supporting information.

- Prepare survey reports that include statements of deficiencies and documented complaint findings.

- Complete required federal training and pass the Surveyor Minimum Qualifications Test (SMQT).

- Perform on‑site inspections an average of three days per week across the assigned multi‑county service region.

- Conduct inspections during daytime, night, or weekend hours based on operational and regulatory needs.

- Travel throughout the region and complete overnight stays when facilities exceed a 60‑mile distance from the consultant’s home base.

- Document observations, interviews, and record reviews in a clear and organized format to support regulatory determinations.

- Communicate survey findings to facility representatives and coordinate next steps within established compliance procedures.

- Follow federal and state regulatory standards to ensure consistency and accuracy in nursing home survey activities.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $55,221.00 - $96,639.00

Recruitment Range: $55,221.00 -$67,765.00

• Expert‑level experience conducting nursing home surveys and complaint investigations, including completing on‑site evaluations that produce clear and accurate regulatory findings.

• Demonstrated skill composing technical survey reports with well‑written deficiency statements and documented complaint outcomes.

• Advanced proficiency performing fieldwork in nursing home environments through direct observation, interviewing, and structured review of records to support compliance determinations.

• Proven experience managing travel‑based responsibilities across a multi‑county region, including routine on‑site inspection days and overnight stays when locations exceed travel thresholds.

• Demonstrated strength communicating survey outcomes effectively to nursing home representatives and collaborating with regulatory team members to ensure timely, accurate follow‑up.

About the Division of Health Service Regulation (DHSR):
The Division of Health Service Regulation oversees medical, mental health and adult care facilities, emergency medical services, and local jails. We check to see that people receiving care in these facilities are safe and receive appropriate care. We make certain that medical buildings are built only when there is a need for them.

About the Nursing Home Licensure and Certification Section:
The Nursing Home Licensure and Certification Section of DHSR regulates nursing homes in North Carolina, including combination homes that have both adult care and nursing home beds. Those receiving Medicare/Medicaid undergo routine federal inspections every nine to fifteen months, conducted by trained healthcare professionals. Surveys review many areas of care and operations, including resident rights, quality of care, staffing, safety, infection control, and emergency preparedness.

The section investigates roughly 3,000 complaints each year, notifying complainants of the findings. When inspectors identify issues, they issue a Statement of Deficiency. The nursing home must submit a correction plan and may face penalties. Inspectors return to ensure all problems are resolved.

Minimum Education and Experience

Generalist:

Bachelor's degree in a health, human service, or educational related field from an appropriately accredited institution and three years' experience in surveying, clinical and/or administration of a program in a related health field

An equivalent combination of education and experience.

Social Work:

Master's degree in social work from an appropriately accredited institution and one year experience in surveying, clinical and/or administration of a program in a related health field

OR

Bachelor's degree, in social work from an appropriately accredited institution and three years' experience in surveying, clinical and/or administration of a program in a related health field

OR

An equivalent combination of education and experience.

Dietetics:

Bachelor's degree in nutrition or food service management from an appropriately accredited institution and three years' experience in surveying, clinical and/or administration of a program in a related health field, eligible for registration from the Academy of Nutrition and Dietetics
