Job Description:

EMR Program Specialist VI

 

Starting market rate salary: $78,247.51

 

The Employee Misconduct Registry (EMR) Coordinator serves as the subject matter expert in all aspects of Abuse, Neglect, and Exploitation (ANE) investigations.  This position develops, organizes, plans, and conducts all EMR related program activity and services. This position reviews and determines whether ANE allegations meet the definition of reportable conduct.  This position prepares written methodology documents and may be required to testify at hearings.  This position provides advanced consultative services and technical assistance to program staff, governmental agencies, community organizations, and the public.

This position reports to the Credentialing and Registry Enforcement Manager, with considerable latitude for the use of initiative and independent judgement.

Essential Job Functions:

 

Read, understand, and apply TAC definitions for Abuse, Neglect, Exploitation investigations in state hospitals, nursing facilities, assisted living facilities, day activity health service providers, intermediate care facilities for individuals with intellectual disabilities, state supported living centers, home and community support services agencies, home health and hospice agencies, prescribed pediatric extended care centers, home and community-based service providers, Texas home living providers, consumer directed services, private psychiatric hospitals, residential child care facilities, private mental hospitals, crisis stability units, and financial management service agencies. 

Effectively communicates investigation findings and related recommendations to stakeholders both verbally and in writing, including detailed reporting of findings through written methodology documents.

Provides high level advice and counsel by interpretation of state laws/regulations, policies, procedures, regulation and standards for applicable entities, referred individuals, administrators/directors, provider organizations, department legal staff, other agency staff statewide, and the public.

Ensures due process is provided timely for all perpetrators, including conducting Informal Reviews and participating in formal hearings as required.

Tracks program performance reports and recommendations appropriate changes or improvements to current EMR processes.   

Maintains the integrity of the EMR and makes timely and accurate registry entries.

Serves as the primary point of contact for all SEMARC (search engine for multi-agency reportable conduct) inquiries.

May serve as team lead in the absence of the team lead by providing direction to others.

Ability to gather, assemble, correlate, and analyze facts, devise solutions to problems, develop and evaluate policies and procedures, prepare reports, to market program(s), and communicate effectively and professionally.

Strong verbal and written communication skills and organizational skills are required.

Ability to manage workload in a fast-paced work environment.

Ability to articulate investigation review findings in a group setting.

Ability to read, interpret, incorporate, and communicate state and federal statute, rules, policies, and procedures.

Ability to regularly testify in hearings on behalf of the agency.

Ability to work with and maintain confidential records, files and information.

Skilled in operating a computer and common office equipment.

Working knowledge of Microsoft Word and Microsoft Excel.

Ability to work under limited supervision with considerable latitude for use of initiative and independent judgement.

Initial Selection Criteria:

Graduation from an accredited four-year college or university with major course work in social work, criminal justice, human services, nursing or related field.

A minimum of two years’ experience conducting abuse, neglect, and exploitation investigations regarding individuals with intellectual disabilities, physical disabilities, mental illness and individuals who are elderly.

Experience in a field relating to the agency program.

Experience in program administration.

Additional Information:

Preference given to applicants who have experience conducting investigations with the Texas Health and Human Services (HHSC) Provider Investigations (PI) program and conducting surveys with Health and Human Services Long Term Care Regulatory Survey Operations.
