Electrical Engineer (CM-EE)

Position Overview 

The Electrical Engineer (CM-EE) will serve as a Subject Matter Expert (SME) providing professional electrical engineering and technical consulting support to the Department of Veterans Affairs (VA), Office of Construction & Facilities Management (CFM), and Veterans Health Administration (VHA). The position supports VA design, construction, maintenance, facilities, and programmatic initiatives and may require simultaneous support of multiple projects throughout the VA portfolio. 

The Electrical Engineer will provide specialized expertise associated with electrical power distribution systems for healthcare facilities, telecommunications, signal systems, electronic safety systems, and electrical security systems. The engineer will support projects through planning, design development, construction, commissioning, system acceptance, and project closeout. 

This is a remote position with periodic travel to VA medical centers, healthcare campuses, construction sites, and other project locations when field investigations, inspections, assessments, meetings, or other onsite activities are required. 

Travel: Travel to Department of Veterans Affairs project sites as required.

Key Responsibilities 

The Electrical Engineer will provide engineering subject matter expertise supporting VA design, construction, maintenance, and facilities programs across assigned projects. Responsibilities include, but are not limited to: 

Electrical Engineering Technical Support 

•  Review electrical engineering design packages, drawings, specifications, calculations, studies, and technical submissions for compliance with applicable codes, standards, VA requirements, and project criteria. 

•  Evaluate designs for conformance with the National Electrical Code (NEC), applicable NFPA standards, VA Design Guides, VA criteria, and federal healthcare facility requirements. 

•  Review and evaluate electrical systems associated with normal and emergency power distribution, electrical panels and distribution equipment, generators and emergency/standby power systems, Uninterruptible Power Supply (UPS) systems, lighting, grounding and bonding, electrical life-safety infrastructure, telecommunications and communications infrastructure, signal systems, and electronic safety and electrical security systems. 

•  Perform or review technical engineering analyses, including electrical load studies, short-circuit analyses, arc-flash assessments, equipment sizing, system capacity evaluations, and electrical infrastructure condition and deficiency evaluations. 

•  Analyze electrical system deficiencies and associated operational, safety, capacity, reliability, and compliance risks. 

•  Develop recommendations for corrective actions, system upgrades, replacement strategies, and risk mitigation. 

Design Review and Construction Support 

•  Review design submissions for constructability, technical accuracy, completeness, interdisciplinary coordination, code compliance, and adherence to VA design criteria. 

•  Support design reviews for VA Major and Minor construction projects, including thorough technical preparation prior to review meetings and preparation of detailed written review comments. 

•  Review contractor-generated documentation, including Requests for Information (RFIs), submittals, shop drawings, contractor proposals, proposed contract modifications and changes, and technical studies and calculations. 

•  Evaluate contractor submissions for technical accuracy and consistency with approved design intent, contract requirements, and applicable electrical standards. 

•  Provide engineering input and technical support during design development, construction, commissioning, acceptance, and project closeout. 

•  Participate in constructability reviews, technical coordination sessions, issue-resolution discussions, Value Management activities, and other project reviews as assigned. 

Field Inspections and Assessments 

•  Conduct site visits, field investigations, inspections, system assessments, and evaluations at VA facilities as required. 

•  Inspect and assess electrical distribution systems, emergency and backup power systems, lighting, grounding, bonding, life-safety electrical infrastructure, telecommunications, and other assigned electrical systems. 

•  Document field conditions and identified deficiencies and provide written technical findings and recommendations. 

•  Evaluate existing electrical system capacity, condition, reliability, maintainability, and ability to support proposed construction or modernization activities. 

•  Support field verification of design assumptions and resolution of construction-related technical issues. 

•  Coordinate observations and recommendations with appropriate VA, design, construction, and project stakeholders. 

CFM/VHA Consulting Responsibilities 

•  Participate in project meetings, design reviews, construction coordination meetings, and technical issue-resolution discussions. 

•  Coordinate with CFM, VHA, architects, engineers, contractors, consultants, and other stakeholders to communicate engineering issues effectively and in a timely manner. 

•  Prepare technical memoranda, engineering evaluations, studies, analyses, reports, recommendations, and decision-support documentation. 

•  Conduct engineering research and technical studies needed to validate design assumptions, resolve technical issues, or support Government project decisions. 

•  Assist with compliance evaluations involving applicable codes, standards, federal requirements, and VA design criteria. 

•  Assist VA with prioritizing electrical infrastructure upgrades, system replacement requirements, deficiencies, and risk mitigation strategies. 

•  Provide technical consultation regarding healthcare facility operations and engineering matters within the electrical discipline. 

•  Participate in Value Management (VM) studies, Post-Occupancy Evaluations (POE), and other programmatic evaluations when requested. 

•  Support review, development, and updates to VA Planning, Design, and Construction Standards and Criteria, including VA Master Specifications, when assigned. 

•  Provide technical support to the VHA Deviation Request Program, including reviewing submissions, preparing technical discussion materials, and participating in applicable meetings. 

•  Document assigned project issues using required VA tracking systems and coordinate with applicable VA organizations as necessary. 

Required Qualifications 

•  Bachelor's degree in Electrical Engineering from an accredited institution of higher learning. 

•  Current professional licensure applicable to the Electrical Engineering discipline. 

•  Minimum of six (6) years of experience in both electrical engineering design and construction. 

•  Ability to quickly understand, interpret, and apply local, state, and federal jurisdictional requirements and project-specific requirements. 

•  Strong technical, verbal, written, and professional communication skills. 

•  Strong computer and software proficiency with the ability to use a variety of software applications to monitor work, evaluate technical information, maintain project documentation, and produce professional work products. 

•  Demonstrated ability to independently evaluate technical information and communicate defensible engineering findings and recommendations. 

•  Ability to manage multiple projects, assignments, priorities, and deadlines in a remote consulting environment. 

•  Ability to collaborate effectively within multidisciplinary engineering, construction, healthcare, and project-management teams. 

Preferred Qualifications 

•  Current Professional Engineer (PE) license in good standing, where applicable to the professional licensure requirement. 

•  Experience supporting the Department of Veterans Affairs, other federal agencies, healthcare facilities, or mission-critical facilities. 

•  Experience with electrical engineering for hospitals, medical centers, laboratories, data/telecommunications environments, or other continuously operating facilities. 

•  Familiarity with the VA Technical Information Library (TIL), VA Electrical Design Manual and applicable VA Design Guides, VA Master Specifications, NEC, NFPA requirements, federal healthcare facility criteria, and related industry standards. 

•  Experience performing design reviews and constructability reviews. 

•  Experience with electrical distribution, emergency power, UPS, generators, grounding and bonding, lighting, telecommunications, and electronic safety/security systems. 

•  Experience reviewing RFIs, technical submittals, shop drawings, contractor proposals, and proposed modifications. 

•  Experience conducting electrical site assessments, condition evaluations, system-capacity analyses, and infrastructure risk assessments. 

•  Experience supporting commissioning, testing, system acceptance, and project closeout. 

•  Strong technical writing skills, including preparation of engineering reports, field assessments, memoranda, analyses, recommendations, and design-review comments. 

Remote Work and Travel Requirements 

This position is remote, with the employee's approved remote work location serving as the primary duty location. Travel may be necessary to complete assigned engineering responsibilities. 

•  Be available to travel to VA medical centers, healthcare campuses, construction projects, and other VA facilities nationwide when required by assigned work. 

•  Participate in onsite design reviews, investigations, inspections, assessments, coordination meetings, commissioning activities, and other project events when required. 

•  Coordinate travel in accordance with contract and company requirements. Contract travel requires advance authorization in accordance with the applicable task order. 

•  Maintain flexibility to support multiple geographically dispersed VA projects. 

•  Be available for VA-facing activities during normal Government business hours. 

For Government interface activities such as meetings and site visits, the work schedule shall overlap the VA core working hours of 9:00 a.m. to 3:00 p.m. Eastern Time, with interface work beginning no earlier than 7:00 a.m. ET and ending no later than 7:00 p.m. ET unless otherwise authorized. 

Security and VA Access Requirements 

The selected candidate must be able to satisfy applicable Department of Veterans Affairs personnel-security, system-access, and training requirements. Requirements may include: 

•  Completion of the required background investigation. 

•  Obtaining and maintaining a VA Personal Identity Verification (PIV) card, when required. 

•  Use of Government Furnished Equipment (GFE), when provided. 

•  Compliance with VA information-security and privacy requirements. 

•  Completion of VA Cyber Security Awareness Training. 

•  Completion of VA Privacy Awareness Training. 

•  Completion of training for applicable VA administrative systems, including TRIRIGA when required. 

Safety and Physical Requirements 

Because the position includes field assessments and construction-site activities, the Electrical Engineer must be capable of safely conducting inspections and field verification activities in active construction and healthcare environments. The employee must be able to: 

•  Walk and stand for extended periods during site assessments. 

•  Navigate active construction areas, utility spaces, electrical rooms, telecommunications rooms, equipment areas, and other facility environments. 

•  Climb stairs and ladders when necessary and appropriate. 

•  Navigate uneven terrain and changing construction-site conditions. 

•  Wear and properly use required personal protective equipment (PPE). 

•  Perform the essential functions of the position with or without reasonable accommodation. 

When performing inspections on active construction sites, personnel must comply with applicable federal, state, and local safety requirements and with OSHA and/or EM 385-1-1 requirements, whichever is more stringent. 

Professional Expectations 

The Electrical Engineer is expected to exercise sound professional engineering judgment and maintain a high level of technical integrity. The position requires an ability to work independently in a remote environment while maintaining strong communication and coordination with SteerBridge leadership, VA personnel, designers, contractors, and multidisciplinary project teams. 

As a contractor supporting a non-personal services task order, the Electrical Engineer provides technical expertise and information to Government personnel while remaining under contractor management and performing only authorized functions within the established scope of work.
