The GEFVP is one of the vice presidencies in the World Bank Group and holds three district Financial Intermediary Funds (FIFs); namely the Global Environment Facility Secretariat(GEF), its Independent Evaluation Office (IEO), and the Adaptation Fund (AF). 

1. The Global Environment Facility (GEF) provides support to address global environmental concerns related to biodiversity, climate change, international waters, land degradation, the ozone layer, and persistent organic pollutants. Two funds managed by the GEF: Least Developed Countries Fund (LDCF) and Special Climate Change Fund (SCCF), provide climate adaptation support. One fund, the Global Biodiversity Framework Fund (GBFF) is a dedicated financial fund created to finance the implementation of the Kunming-Montreal Global Biodiversity Framework, helping developing countries halt and reverse biodiversity loss. Since its inception in 1991, the GEF has provided developing countries and countries with economies in transition $23 billion in grants. These grants are implemented on ground through a network of 18 accredited agencies (GEF Agencies).

2. The GEF Independent Evaluation Office (IEO) has a central role in ensuring the independent evaluation function within the GEF. The GEF IEO is based in Washington DC. It is administered by the World Bank but is independent of its management as well as the management of the GEF. Its director reports directly to the GEF Council, the GEF governing body. All contracts with the IEO are World Bank contracts. More information about the GEF IEO can be found at Office’s website: www.gefieo.org/.

3. The Adaptation Fund (AF) is an innovative financing mechanism set up by the Conference of Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC), with the purpose of financing concrete climate change adaptation projects and programmes in developing country Parties, serving the landmark Paris Agreement. Since becoming fully operational in 2010, the Adaptation Fund Board has approved 183 projects/programmes in over 100 vulnerable countries, for a total funding of US$ 1.2 billion. The Fund supports country-driven projects and programmes, innovation and global learning for effective adaptation. All of the Fund’s activities are designed to build national and local adaptive capacities while reaching and engaging the most vulnerable groups, and to integrate gender consideration to provide equal opportunity to access and benefit from the Fund’s resources.

Both GEF and AF have their own governing bodies (GEF Council and Adaptation Fund Board), and all three offices operates on the respective administrative budgets and funding modalities independently each other. The GEFVP is seeking an extended-term consultant (ETC) who supports day-to-day accounting and financial operations for the three offices.

The ETC will support three offices under the supervision of the respective staff members and according to the share of ETC time agreed by the offices. The ETC will record his/her working time through the Staff Billing System (SBS).

Scope of Work

The ETC is expected to undertake the following tasks. 

Common tasks for all three offices: 
• To prepare monthly burn rate reports on the budget and expenses, by downloading the information from SAP, for monitoring variances and deviations for the management. (The reporting format varies for each office.)
• To monitor variances and deviations of budget use.
• To support the initial set-up and closing of the annual administrative budgets.
• To support required transactions such as creating charge codes and reposting costs in SAP.
• To monitor the completeness of the Staff Billing System (SBS).
• To support all the system updates mandated by the WBG BPS team.
• To support tasks associated with fiscal year end as required.
• To assist the admin. budget formulation process as required.

Tasks specific to the respective offices: 

GEF secretariat
• Prepare monthly budget reports for the family of funds.
• Monitor and track expenses across all cost centers.
• See section above on common tasks for the three offices.

GEF - IEO
• To create a reporting file of the GEFIEO budgets and expenses, providing formal feedback/explanation of major variances and deviations.
• To assist in the preparation of a monthly budget report for the GEFIEO management to monitor expenses.
• To create a review of the IEO expenses during the GEF8 period, from FY23 – FY26.
• To support the closure process of closed TFs mapped to the GEFIEO. 
• To support all the system updates mandated by the WBG BPS team.

Adaptation Fund Board Secretariat
• To support the project/grant funding operations such as data entry related to cash transfers in the FIF platform and financial agreements.

Selection Criteria

• Master’s degree in finance, accounting, business administration or a related discipline

 • Minimum two years of relevant financial and accounting experience

• Experience in using the SAP 

 • Strong logical thinking, problem-solving, and analytical skills

• Ability to learn and adapt quickly to new subject matters and systems

• Capacity to multi-task and to collaborate effectively in a team environment

• Excellent drafting and communicating skills in English

• Ability to communicate complex technical ideas to non-specialists

• Experience working in an international setting is an asset
