Divisional Social Services Director

 Relates to and corresponds with the Social Services Secretary/Grants Office of
Territorial Headquarters regarding information relating to all program contracts and
applications within the Division.
 Identifies public funding sources for programming within the Division.
 Establishes and maintains contacts and communications with state and local agencies
who are involved in the direct delivery, planning or funding of services for the Division.
 Attends and represents The Salvation Army at Divisional, National, Territorial, and local
Salvation Army functions.
 Attends and represents The Salvation Army at National, Regional, or State Conferences
and meetings as a representative of The Salvation Army as a representative of The
Salvation Army Divisional Administration and to communicate services delivered by The
Salvation Army in the Division.
 Reviews and consults with local Corps Officers and staff and makes recommendations
to the Divisional Finance Board on all contract/grant renewal applications and budgets.
 Coordinates the approval of the Divisional Finance Board and transmittal to Territorial
Headquarters for Board of Trustees execution of all grant applications, contracts,
renewals, license and public funded renewal budgets.
 Assists local Corps Officers and staff in identifying new program needs and opportunities
to add or expand programs; assists Commanding Officers and staff in developing same
after exploring cost/revenue implications and prepares The Salvation Army new program
proposals.

PROGRAM ADIMINISTRATION:
 Conducts site visits of all public funded service programs in the Division as required;
prepares a narrative report on the site visit when requested including an evaluation of
the program’s goals and objectives as to ensure maximum usage of available public
funds and compliance with contractual obligations as outlined by the contract/funding
document and/or appropriate federal or state regulations.
 Receives from all indicated programs service program reports in the form that is
presented to any public agency to ensure program contractual compliance.
 Receives financial reports in the form that is presented to the public funding bodies from
all indicated programs to ensure budgetary compliance; ensures that the assistance
provided is limited to program adherence to financial standards of an individual public
funding body and relating the governmental requirements to The Salvation Army
Administration in the review of compliance with Salvation Army Financial Minutes.
 Conducts orientation and/or training sessions for individual program staff of service
programs.
 Serves as a part of the planning process at Divisional Headquarters when requested for
the development of new Division-wide programs, serving as The Salvation Army
Representative on key planning committees, etc.
 Cooperates with the National/Territorial/Divisional Administration of The Salvation Army
to ensure program compliance with the philosophy, goals, and objectives of The
Salvation Army.
DIVISIONAL ENERGY ASSISTANCE PROGRAMS ADMINISTRATION:
 Serves as liaison to the utility companies on behalf of The Salvation Army; meets with
company officials; addresses and responds to any problems that arise, etc.
 Directs the maintenance of all correspondence, reports, documentation, and
bookkeeping ledgers required in operation of these programs.
 Assists in the public relations and advertising promotions as they related to the energy
assistance programs.
 Reviews, analyzes, and tracks monthly financial and statistical reports for the utility
companies and Salvation Army officials for each of the three programs.

SAFE FROM HARM
Serves as Divisional Child and Adult Safety Coordinator Responsible for the implementation of
the Safe from Harm Program for the Division. The outline of responsibilities is attached as an
addendum.
HIPAA/HITECH
 Serves as Divisional Responsible Staffer providing training and information to the field
regarding HIPAA
 Works with specialized programs in the division that are required to be HIPAA compliant
through training and compliance reviews
Other Responsibilities:
 Supervises the Grants and Contracts Manager, Divisional Pathway of Hope Specialist,
Divisional Anti-Human Trafficking Director, and the Social Services Department
Secretary
 Represents The Salvation Army on committees when requested regarding new and/or
special projects being developed by The Salvation Army independently or in cooperation
with other agency or group on the state and/or local level.
 Serves on Territorial Program Evaluation team in evaluating programs in the division
 Coordinates and seeks assistance from other Divisional staff regarding new projects as
their expertise is needed.
 Performs other related work as required.
Qualifications: Education and Experience:
Master’s degree from an accredited college or university in Social Services, and five (5) years
progressively responsible experience developing and administering a variety of social service
programs,
Or
Bachelor’s degree from an accredited college or university in Social Work, Human Services,
Psychology or other related discipline and five years progressively responsible experience in
developing and administering a variety of social services programs.

Any equivalent combination of training and experience which provides the required knowledge,
skills, and abilities.

abilities.

Preferred Skills

Knowledge of state and federal statutes and regulations governing all aspects of a
variety of social services programs, including appropriate OMB Circulars governing
allowable costs and documentation requirements.
 Knowledge of social work principles and “best practice” as they apply to basic welfare
and social services programs.
 Knowledge of the values of The Salvation Army as well as the practical aspects of TSA
standards and policies governing social services programs it operates.
 Knowledge of basic rules and practices of contracting.
 Knowledge of rudimentary accounting and program auditing techniques.
 Ability to perform policy analysis of complex social service programs, including
performing needs analysis, statutory basis and limitations, cost and cost efficiency
assessments.
 Ability to plan and develop policies and procedures for implementing new social services
programs and maintaining relevancy of existing programs in a large, complex multilevel
organization.
 Ability to work effectively with representatives of other private and public social services
in a manner that fosters cooperation and coordination rather than conflict and
competition.
 Ability to prepare plans for cost allocation, performance documentation, applications for
grants and contract, etc. in connection with state and federal assistance programs, and
to a lesser degree, the private foundations.
 Ability to negotiate solutions to complex and potentially contentious conflicts and
disputes.
 Ability to communicate clearly and effectively both orally and in writing; ability to
communicate complex concepts effectively to a wide range audience.
 Ability to assist others in finding solutions best suited to their interests and to their
abilities to implement them.
 Ability to teach, coach, and encourage others to improve their performance in the
delivery of social services.
